BACKGROUND: Bauer Lumber (2782 State Street) and West Coast Lawnmower Repair (2825 State Street) both take access from the newly constructed Christiansen Way. lhls street serves as the primary entrance to the transit center. At this location, as shown on Exhibit A, Christiansen Way has a cross-section of: • One westbound lane • One single eastbound left-tum lane • One single eastbound right-tum lane • A 7' wide median Parallel parking has been established on both sides of Christiansen Way adjacent to the lumber/hardware store and to the lawnmower repair shop. There are three parking spaces on each side of the street in front of each business. Both Messrs. Bauer and Rice are concerned that commuters, or patrons of the transit center, will park long term in the six on-street parallel parking spaces. DATA: Christiansen Way, sometimes also referred as Cedar Street, is the main access to the transit center from State Street. Location of the newly constructed roadway and proposed TWO-HOUR PARKING zone is attached as Exhibit 1. There is approximately 70' of parallel parking available on the north side adjacent to Bauer Lumber and 55' of parallel parking available on the south side adjacent to the lawnmower repair shop. The shorter parking space on the south side of Christiansen Way is due to a 15' driveway apron that serves as equipment access to West Coast Lawnmower Repair. If it is assumed that a parking space is 24 feet long, the north side of Christiansen Way provides three spaces and the south side could provide two spaces. If a third vehicle is parked to access the lawnmower shop, the driveway could be blocked. CITY OF CARLSBAD TRAFFIC SAFETY COMMISSION STAFF REPORT COMMISSION MEETING OF: June 5, 1995 (continued) ITEM NO. _filL The transit center/commuter rail station has been in operation since early 1995 with various parking issues and problems having surfaced. Most of the complaints about parking violations have been about commuters parking their vehicles in downtown business area parking spaces traditionally used by shoppers. This forces customers to find available parking farther from the business with longer walking distances. When the commuter rail station is completed this summer, additional parking spaces will be provided at the parking lot being constructed at the commuter rail station. Upon completion, however, there still could be a tendency for some motorists to want to park in front of the two businesses on Christiansen Way rather than in the parking lot. Long- term parking on a daily basis in front of either of the two businesses would represent an unnecessary hardship to the business or to customers desiring to patronize either business. Establishing a TWO-HOUR PARKING time limit on the short segment of Christiansen Way between State Street and the alley would benefit the five to six available on-street parallel parking spaces. However, a time restriction raises expectations of continuous police enforcement. Due to limited resources, the Police Department is not able to monitor TWO-HOUR PARKING violations on a continuous basis in the downtown area. Other parking violations throughout the City of Carlsbad are similarly impacted by limited enforcement. Adequate parking spaces will be available in the commuter rail station parking lot for long-term parking to offset the five to six parallel parking spaces in the restricted TWO-HOUR PARKING zone. RECOMMENDATION: To provide for a turnover in the five to six available on-street parallel parking spaces on Christiansen Way in front of the two businesses, the Traffic Safety Coordinating Committee recommends that a TWO-HOUR PARKING time limit be established on both sides of Christiansen Way between State Street and the alley. Since the construction of the NCTD Station, numero us parking spaces have been removed from the Cedar Avenue location. These missing spaces were very i mportant to the business health of not only my business but my neighbor Bauer Lumber Co .. If a time limit is not implemented on Cedar Avenue the parking for our business's would be fair game for the NCTD's Coaster rider. These riders will have ample parking on the NCTD s ite, but past experience has shown that these riders would prefer to park on City streets and lots. Please consider the limited parking for Cedar Avenue as it would also be in tune with the surround- ing City Streets. CALIF. 92008-0011 April 21, 1995 We would like to request a two (2) hour parking limit be implemented along Cedar Avenue between State Street and the Railroad tracks. The City of Carlsbad has allowed Cedar Avenue to be reduced from 26 parking spots to only f ive(5) parking spots. This parki ng is crucial to our business and must be protected from long term parking by persons who will be using the Coaster or doing business at other places of business. Bauer Lumber Company is the oldest busi- nes s i n Carlsbad (since 1922). We would appreci - ate your consideration on this matter. Please understand the longterm strain the City has im- posed on us by removing the twenty-one (21) park- i ng spots which we have relied on for the past forty five-(45) years.
