STAFF REPORT

LOCATION: Xana Way between Alga Road and Unicomio Street

INITIATED BY: La Costa Meadowridge Condominium Association Board
REQUESTED ACTION: Establish a prima facie speed limit on a portion of Xana Way.
BACKGROUND:
Ms. Cynthia Gibson, Community Manager, on behalf of the La Costa Meadowridge
Condominium Association Board, has requested that a prima facie speed limit be
established and posted on the subject segment of Xana Way. The request is made due
to concerns regarding speeding vehicles.
DATA:
Xana Way is a local collector street located in the multi-family residential area north of
Alga Road and east of Unicomio Street and is shown on EXHIBIT 1. Xana Way has
a curvilinear alignment with several multi-unit private street intersections and provides
the only public access to the La Costa Meadowridge Condominium development.
Swimming pools and tennis courts adjacent to the roadway can attract pedestrians to cross
the roadway at various mid-block locations.
Sections 22357 and 22358 of the California Vehicle Code authorizes local authorities to
establish a prima facie speed limit on the basis of the results of an engineering and traffic
survey. The engineering and traffic survey considers such factors as the number of
collisions that have occurred on the road segment, roadway features, traffic volumes,
pedestrian volumes, adjacent land uses, driveway locations, critical speed, conditions that
may not be readily apparent to the driver, horizontal and vertical alignment, stopping sight
distance and superelevation.
Staff has completed an engineering and traffic survey for Xana Way (survey attached).
RECOMMENDATION:
The Traffic Safety Coordinating Committee recommends that the prima facie speed limit
upon Xana Way between Alga Road and Unicomio Street be established at 25 miles per
hour.
NECESSARY CITY COUNCIL ACTION:
An ordinance will be required to be adopted by the City Council to establish the prima
facie speed limit as recommended.

F. Remarks: . This is a moderately traveled curvilinear roadway through a multi-family residential area. There are tennis courts and
swimming pools adjacent to the roadway which can attract pedestrians to cross the roadway at various mid-block locations.
Some traffic uses this portion of Xana Way as a short-cut between Alga Road and Unicornio Street.
G. Traffic Engineer's Recommendation (Explanation): This speed zone satisfies the conditions of Section 627 of the California
Vehicle Code and has been prepared and evaluated in accordance with the CAL TRANS Traffic Manual with respect to design
and prevailing speeds, accident history, pedestrian activity, driveway spacing, stopping sight distance, and roadway and traffic
conditions. A speed limit posting of 25 MPH is found to be appropriate and justified.
