REQUESTED ACTION: Install STOP signs in Village Faire parking lot drive aisles
BACKGROUND:
Mr. Biltchik believes STOP signs are needed in the Village Faire parking lot to assign
right-of-way to vehicles entering Washington Street from the parking lot drive aisles.
DATA:
The Village Faire shopping center is located west of Washington Street between Carlsbad
Village Drive and Grand Avenue. Two east-west oriented driveway aisles serve the
parking spaces located on the south side and north side of Village Faire and are depicted
on Exhibit 1.
Traffic entering the driveway aisles from Washington Street proceed westbound to a
vacant 90-degree parking space. Traffic can return to Washington Street in a
T-intersection configuration. No traffic controls are located in the driveway aisle to
assign the right-of-way.
Washington Street, between Carlsbad Village Drive and Grand A venue, parallels the San
Diego Northern Railway railroad tracks. Parking is permitted on both sides of
Washington Street at right angles. As shown on Figure 1, a portion of the parking spaces
are located in the railroad right-of-way and private property owned by Village Faire.
With the permitted parking, Washington Street has appearances as a parking lot rather
than a public street. As such, vehicle speeds on this portion of Washington Street are low
and at speeds common to parking lots based upon visual observation. No problems with
right-of-way assignment has been observed by staff at different times of the day or day
of the week where the east-west aisles intersect Washington Street. No complaints have
been received by staff from the public or visitors to the Village Faire about the parking
lot driveway aisle layout, except for Mr. Biltchik. Staff has not received any collision
reports taken by the Carlsbad Police Department on Washington Street at the driveway
aisle intersections.

Staff contacted Denise Cavanagh, property manager for Village Faire, to inquire if any
on-site problems exist at the subject intersections. The property manager has indicated
that no problems exist, complaints have not been received, and that STOP signs are not
needed. The property manager is not requesting STOP signs and has informed
Mr. Biltchik that they will not install STOP signs in their parking lot in response to his
request.
Staff has observed the parking lot and has found that STOP signs, as requested, are
unnecessary. City funds cannot be spent to install STOP signs and striping in the private
parking lot. Staff is not recommending that the property manager for Village Faire install
STOP signs in the parking lot.
RECOMMENDATION:
The Traffic Safety Coordinating Committee recommends that no STOP signs be installed
in the Village Faire parking lot.
NECESSARY CITY COUNCIL ACTION:
No action required by the City Council.
