CITY OF CARLSBAD TRAFFIC SAFETY COMMISSION STAFF REPORT COMMISSION MEETING OF: September 11, 1995 ITEM NO. 6A LOCATION: Camino de los Coches between Rancho Santa Fe Road and La Costa A venue INITIATED BY: Dave Millikan, Recreation Supervisor II, Parks and Recreation Department REQUESTED ACTION: Establish a prima facie speed limit BACKGROUND: Dave Millikan, Recreation Supervisor II at Stagecoach Park, has requested that a prima facie speed limit be established and posted on Camino de los Coches. The request is made due to concerns regarding speeding vehicles. DATA: Camino de los Coches is a secondary arterial street located east of Rancho Santa Fe Road which connects to the easterly terminus of La Costa Avenue and is shown on EXHIBIT 1. Camino de los Coches has a curvilinear alignment and provides the only access to Stagecoach Park. The roadway has a design speed of 40 miles per hour. A high school is currently under construction south of Camino de los Coches. Construction traffic to and from the high school uses and can impact Camino de los Coches. This will continue until the high school opens in September of 1996. There are no homes that front directly onto Camino de los Coches. Sections 22357 and 22358 of the California Vehicle Code authorizes local authorities to establish a prima facie speed limit on the basis of the results of an Engineering and Traffic Survey. The Engineering and Traffic Survey considers such factors as the number of collisions that have occurred on the road segment, roadway features, traffic volumes, pedestrian volumes, adjacent land uses, driveway locations, critical speed, conditions that may not be readily apparent to the driver, horizontal and vertical alignment, stopping sight distance and superelevation. Staff completed an Engineering and Traffic Survey for Camino de los Coches (survey attached). Based upon the results of the Engineering and Traffic Survey, a 40 mile per hour prima facie speed limit would be appropriate for this roadway. RECOMMENDATION: The Traffic Safety Coordinating Committee recommends that the prima facie speed limit upon Camino de los Coches between Rancho Santa Fe Road and La Costa A venue be established at 40 miles per hour. Motorists must negotiate a 90 degree curve at La Costa Avenue. A number of special event concerts are held at Stagecoach Park throughout the year which impact this roadway and require special traffic control to be implemented. A high school is currently under construction south of Camino de los Coches. Construction traffic to and from the high school uses and can impact Camino de los Coches. This will continue until the high school opens in the Fall of 1996. G. Traffic Engineer's Recommendation (Explanation): This speed zone satisfies the conditions of Section 627 of the California Vehicle Code and has been prepared and evaluated in accordance with the CALTRANS Traffic Manual with respect to design and prevailing speeds, accident history, pedestrian activity, driveway spacing, stopping sight distance, and roadway and traffic conditions. A speed limit posting of 40 MPH is found to be appropriate and justified. N01E: Appropriate speed survey(s) is/are attached hereto and made a part hereof.
