HomeMy WebLinkAbout1995-11-06; Traffic Safety Commission; ; Establish a prima facie speed limit on Calle AcervoCITY OF CARLSBAD TRAFFIC SAFETY COMMISSION STAFF REPORT COMMISSION MEETING OF: November 6, 1995 ITEM NO. 6A LOCATION: INITIATED BY: Calle Acervo between Calle San Blas and Camino De Los Coches Traffic Engineer REQUESTED ACTION: Establish a prima facie speed limit on Calle Acervo BACKGROUND: With recent subdivision construction, Calle Acervo has been extended to the intersection of Calle San Blas. It dead ends immediately south of Calle San Blas. Tius request is to establish a prima facie speed limit on the roadway. DATA: Calle Acervo is a collector street located east of Rancho Santa Fe Road and south of Camino De Los Coches (see Exhibit 1). This road serves recently constructed homes and will eventually be extended south to Rancho Santa Fe Road at the Carlsbad/Encinitas border. When extended, Calle Acervo will connect Camino De Los Coches with Rancho Santa Fe Road. The roadway has a design speed of 30 miles per hour and has low volumes at this time. There are no homes that take direct access from Calle Acervo. Sections 22357 and 22358 of the California Vehicle Code authorizes local authorities to establish a prima facie speed limit on the basis of the results of an engineering and traffic survey. The engineering and traffic survey considers such factors as the number of collisions that have occurred on the road segment, roadway features, traffic volumes, pedestrian volumes, adjacent land uses, driveway locations, critical speed, conditions that may not be readily apparent to the driver, horizontal and vertical alignment, stopping sight distance and superelevation. Staff has completed an engineering and traffic survey for Calle Acervo (survey attached). RECOMMENDATION: The Traffic Safety Coordinating Committee recommends that the prima facie speed limit upon Calle Acervo between Calle San Blas and Camino De Los Coches be established at 30 miles per hour. NECESSARY CITY COUNCIL ACTION: An ordinance will be required to be adopted by the City Council to establish the prima facie speed limit as recommended. Traffic Engineer's Recommendation (Explanation): This speed zone satisfies the conditions of Section 627 of the California Vehicle Code and has been prepared and evaluated in accordance with the CAL TRANS Traffic Manual with respect to design and prevailing speeds, accident history, pedestrian activity, driveway spacing, stopping sight distance, and roadway and traffic conditions.
