REQUESTED ACTION: Expand limits of existing 30 mile per hour prima facie speed limit
zone on Calle Barcelona due to street being extended easterly
BACKGROUND:
In 1989, an ordinance was adopted by the City Council to establish a 30 mile per hour
prima facie speed zone on Calle Barcelona from Rancho Santa Fe Road to its terminus
at Via San Clemente. The roadway has since been extended to Calle Acervo and the
limits of the existing prima facie speed zone need to be extended as well.
DATA:
Calle Barcelona functions as a local collector street although it is an unclassified roadway
on the Circulation Element of the City of Carlsbad. As shown on EXHIBIT 1, the
roadway is bordered by Rancho Santa Fe Road on the west and Calle Acervo on the east.
Mission Estancia Elementary School is located on the north side of Calle Barcelona where
it intersects with Calle San Felipe. A Type C installation is in place on Calle Barcelona
on both sides of Calle San Felipe to indicate a 25 mile per hour speed limit when children
are present.
Sections 22357 and 22358 of the California Vehicle Code authorizes local authorities to
establish a prima facie speed limit on the basis of the results of an engineering and traffic
survey. The engineering and traffic survey considers such factors as the number of
collisions that have occurred on the road segment, roadway features, traffic volumes,
pedestrian volumes, adjacent land uses, driveway locations, critical speed, conditions that
may not be readily apparent to the driver, horizontal and vertical alignment, stopping sight
distance and superelevation.
Staff has completed an Engineering and Traffic Survey (attached) for Calle Barcelona.
RECOMMENDATION:
The Traffic Safety Coordinating Committee recommends that a 30 mile per hour prima
facie speed limit be established on all of Calle Barcelona including the portion west of
Via San Clemente in which a 30 mile per hour speed limit already exists.
NECESSARY CITY COUNCIL ACTION:
An ordinance will be required to be adopted by the City Council to establish the prima
facie speed limit as recommended.

F. Remarks: Travel lanes are separated by a raised, landscaped median between Rancho Santa Fe Road and Calle San Felipe.
East of Calle San Felipe, a double-yellow centerline separates travel lanes. School warning signs have been posted to alert
motorists approaching the school from both the east and west. Appropriate signs and pavement legends also inform motorists
of a school crosswalk at the point where Calle San Felipe and the school driveway intersect the roadway.
G. Traffic Engineer's Recommendation (Explanation): This speed zone satisfies the conditions of Section 627 of the California
Vehicle Code and has been prepared and evaluated in accordance with the CAL TRANS Traffic Manual with respect to design
and prevailing speeds, accident history, pedestrian activity, driveway spacing, stopping sight distance, and roadway and traffic
conditions. A speed limit posting of 30 MPH is found to be appropriate and justifieo
