AGENDA OF: November 15, 1995 ItemNo. (D Application complete date: October 11, 1995 Project Planner: Jeff Gibson Project Engineer: Mike Shirey SUBJECT: PUD 92-0HB) -COSTA DO SOL MINOR AMENDMENT -Minor amendment to a Planned Development Permit to change the tloorplans and architectural elevations of single-family homes, all on property generally located east of Paseo del Norte, north of Camino de las Ondas, and south of Palomar Airport Road, in the PC Zone in Local Facilities Management Zone 20. I. RECOMMENDATION That the Planning Commission determine that the requested amendments are minor and ADOPT Planning Commission Resolution No. 3832, APPROVING the proposed new floorplans and architectural elevations. II. INTRODUCTION The Developer is proposing to change the approved floorplans and building elevations for the homes in the Costa do Sol project. The proposed change in building coverage and building height for the entire project constitutes less than a 10 percent change from the approved project. In addition, the new building elevations and placement of the proposed homes comply with the City Council Policy for small lot single-family homes. If the Planning Commission concurs that this amendment is minor, then no public hearing is _ required. III. PROJECT DESCRIFI1ON AND BACKGROUND On November 3, 1993, the Planning Commission recommended approval of a Tentative Tract Map (CT 92-01), Planned Development Permit (PUD 92-01), Site Development Plan (93-04), and Hillside Development Permit (HOP 92-10) to subdivide, grade, and construct 112 single-family homes and 40 -one, two, and three bedroom condominium units on a gradually sloping, 29.2 acre lot, located east of Paseo del Norte and directly north of Camino de las Ondas. On March 31, 1994 the City Council unanimously approved the project. The property has since been purchased by Greystone Homes Inc., and they are requesting a minor amendment to the approved Planned Development Permit which consists of the following changes to the single-family portion of the project: 1. A change to the approved single-family floorplans, and; PUD 92-0l(B) -COS. 00 SOL MINOR AMENDMJ NOVEMBER 15, 1995 PAGE2 2. A change to the approved single-family architectural elevations. As shown on Exhibits "E"-"S", the proposed new tloorplans and building elevations would consist of one and two-story, single-family homes ranging in size from 1,767 square feet to 2,546 square feet, with two and three-car attached garages. The proposed architecture would be contemporary with tile roofs, and stucco exteriors. The Developer is proposing four (4) model home types to include twenty seven (27) one-story homes, and eighty five (85) two-story homes. The approved project referred to as Costa do Sol, has (5) five model home types that are one and two-story and range in size from 1,900 square feet to 3,030 square feet. The approved homes have two and three-car garages, and contemporary architecture consisting of tile roofs and stucco exteriors. There are five (5) approved one-story homes and one hundred and seven (107) two-story homes. The proposed amendment is subject to the following policies and regulations: A. Carlsbad Municipal Code, Title 21; Chapter 21.45, Planned Development Ordinance; B. City Council Policy for Small Lot Single Family Homes; IV. ANALYSIS The staffs recommendation of approval for this minor amendment was developed by analyzing the project's consistency with the applicable City regulations and policies. The following analysis section discusses compliance with each of these regulations/policies in the following format: 1. Table depicting consistency or compliance with the regulation; 2. Discussion of project specific policy issues. A. CARLSBAD MUNICIPAL CODE, TITLE 21: PLANNED DEVELOPMENT ORDINANCE, CHAYfER 21.45: Section 21.45.160(a)(3) states that a minor amendment to a Planned Development Permit shall not change the densities or boundaries of the subject project, or involve an addition of a new use or group of uses not shown on the original permit, or the rearrangement of uses within the development, or changes of greater than ten (10) percent in approved yards, coverage, height, open space or landscaping, provided no changes shall be less than required by this chapter. This minor amendment is a request to change the placement, tloorplans, and building elevations of the approved homes, therefore, the proposed changes would not affect: (1) project density; (2) land use; (3) project boundaries; (4) open space lots, or; (5) approved common landscaping. The proposed changes would have an effect on: (1) building coverage, and; (2) building height. PUD 92-0l(B) -~ SOL MINOR AMENDMENT. CITY COUNCIL POLICY FOR SMALL LOT SINGLE FAMILY HOMES: This City Council policy provides guidelines to encourage the quality development of small- lot (less than 7500 sq. ft.) single-family projects. The intent of the guidelines is to ensure that the homes have building articulation on all four sides and will not appear as "row" housing. They are primarily designed to apply to projects where there is a predominance of two-story units. The proposed changes to the approved project comply with these guidelines as illustrated on Exhibits "E"-"S", dated November 15, 1995. The various homes PUD 92-0l(B) -COS'I~ SOL MINOR AMENDMENT- NOVEMBER 15, 1995 PAGE4 contain one-story roof elements, the proposed side yard setbacks equal or exceed seven feet, structures would be separated by at least 16 feet, the homes would have offsetting building planes on all four sides, and all have varying roof elements. V. ENVIRONMENTAL REVIEW The requested minor changes (modification of 10% or less) to the Planned Development Permit PUD 92-0l(B), which includes the change to the floorplans and building elevations, would not create any additional environmental impacts that have not otherwise been evaluated in the Final EIR 90-03 that covers the project. The minor amendment is considered exempt from CEQA pursuant to a Categorical Exemption Section 15301: Minor alteration to the design of a private structure involving no intensification of land use previously approved.
