Executive Summary Ashlee Benson, Recreation Services Manager and Todd Reese, Parks Services Manager will report on recently completed and upcoming parks and recreation activities, and other topics of local interest. Fiscal Analysis This action has no fiscal impact. Environmental Evaluation This action does not require environmental review because it does not constitute a project within the meaning of the California Environmental Quality Act under Public Resources Code Section 21065 in that it has no potential to cause a direct physical change or a reasonably foreseeable indirect physical change in the environment. Department report PARKS & RECREATION COMMISSION Staff Report Exhibit 1 PARKS & RECREATION DEPARTMENT REPORT March 17, 2025 GENERAL & RECREATION Alga Norte Aquatic Staff Launch New Fit Hit Class On Jan. 9, 2025, the Alga Norte Aquatics staff launched the new Fit Hit class with 12 participants. Designed in response to the temporary closure of the aquatic center, this program provides a fun and engaging way for the community to stay active while maintaining a social atmosphere. Initially hosted at the Harding Community Center on Thursdays, Fit Hit offers low-impact workouts in a supportive environment. With the reopening of the aquatic center, staff will continue to offer the class, relocating it to Alga Norte for the foreseeable future. A Snowy Surprise in Carlsbad: Preschoolers Enjoy a Magical “Snow Day” Carlsbad’s preschool program kicked off a magical “snow day” experience for young children and their families. Although snow isn’t a common sight in sunny Carlsbad, the Kruger House play area was transformed into a winter wonderland with the help of some playful fake snow. Children bundled up in jackets and mittens to enjoy the “snow”, creating a fun and memorable winter wonderland. The unique blend of snow and sunshine made for a magical day and fun activity for the preschool program. Leadership in Training and Education (L.I.T.E.) Program Fire Relief Fundraiser On Jan. 15, 2025, the L.I.T.E program hosted a successful fundraiser to support Councilmember Bhat- Patel’s L.A. Fire Relief effort by managing a snack bar near the Pine Turf Field. The snack bar coincided with various youth sports practices and games, providing players and families with refreshments and treats as they came to and from their events. As a result of their efforts, they donated a variety of essential items, including diapers, baby wipes, Gatorade, bottled water, crackers, canned chicken and tuna, protein bars, cereal, hygiene supplies, and juice boxes. The kids’ enthusiasm and dedication to helping the fire victims is an inspiring display of community spirit and outreach. Article on Leo Carrillo Ranch Historic Park Leo Carrillo Ranch Historic Park was the spotlight of a feature in Carlsbad Magazine, highlighting its historical significance and diverse community programs. The article delves into the park’s origins, from its early homesteaders to Hollywood actor Leo Carrillo's establishment of the ranch. It also focused on the park’s educational initiatives, including the California History and Art Program for fourth graders, as well as signature events like the Fiesta, Film Festival, and Día de los Muertos. This coverage emphasizes the park's continued role as a valuable resource for both education and community engagement in Carlsbad. AARP Tax-Aide Program at the Carlsbad Senior Center From Feb. 4 to April 15, 2025, the AARP Tax-Aide program will offer free tax preparation services at the Carlsbad Senior Center on Tuesdays and Thursdays. Last year, volunteers completed 832 federal and 826 state returns, with expectations for higher participation this year. This service is available to individuals of all ages and income levels, with no Carlsbad residency requirement. The program not only provides tax preparation services but also drives increased participation in other Carlsbad Senior Center classes, programs, and congregate lunches, while creating new volunteer opportunities to support AARP and assist with check-ins and appointment registrations. ( City of Carlsbad Parks & Recreation Carlsbad Senior Center Valentine’s Day Social On Feb. 14, 2025, the Carlsbad Senior Center hosted a successful Valentine’s Day Social to kick off the new Senior Social Club, with 50 attendees enjoying a fun and engaging afternoon. Guests savored sweet treats, played bingo and trivia, and took photos at a festive Valentine’s backdrop. The Leadership in Training and Education Teen Program provided the Valentine’s grams, while the local Rotary Club supported the event by assisting with games, performing magic tricks, and providing an old-fashioned ice cream truck. Shamrock Social at Pine Community Center On March 15, 2025, the Pine Community Center hosted the Shamrock Social teen event, welcoming 10- 14-year-olds for an evening of exciting activities. The event featured laser tag, a video game truck, carnival games with prizes, and an inflatable obstacle course, with participants engaging in friendly competitions in the gym. Additionally, the activity room was open, offering access to ping pong, foosball, air hockey, a pool table, and more. The event provided a great opportunity for local teens to socialize, compete, and have fun in a safe and engaging environment. Spring Into Session The spring session of recreation programs kicked off on March 3, 2025. Our community is now enjoying a diverse range of activities across parks and community centers catering to all ages and interests. From youth sports leagues and aquatics classes to arts and fitness programs, there's something for everyone this season, offering opportunities that help keep our residents active, connected, and engaged. Summer Registration Summer program registration opened on March 12, 2025, and first classes start June 9, 2025. The Parks & Recreation Department offers a variety of exciting summer camps for kids, along with sports lessons, art classes, age-appropriate events, and more. The department also offers a variety of programs for adults who want to stay active and engaged. The complete program schedule is available in the city’s Summer Community Services Guide. Donation from Friends of Carrillo Ranch, Inc. The Friends of Carrillo Ranch, Inc., a nonprofit organization, has donated $10,000 to support the California History & Art Field Trip Program at Leo Carrillo Ranch Historic Park. This donation aligns with Carlsbad’s values of promoting history, the arts, and high-quality education. Thanks to this generous contribution, along with funds raised through events like the Fiesta at the Rancho, over 1,200 fourth- grade students in Carlsbad will be able to attend the educational field trip program free of charge. Upcoming Events Following the reopening of Alga Norte Aquatic Center, we’re thrilled to kick off this year’s Pirate Plunge event on March 29, 2025, from 5 p.m. to 8 p.m. The event will feature a variety of pirate-themed pool activities such as diving for treasure, message in a bottle, ship raiders, and more. Participants can race across the floating obstacle courses and even walk the plank from the diving board. On the deck, there will be additional activities like the pirate ship slide, photo opportunities, and a treasure hunt around the deck. It’s a perfect event for the whole family to enjoy a night of adventure and excitement. The EGGstravaganza event is returning to Poinsettia Community Park on April 19, 2025, from 10 a.m. to 1 p.m. This popular annual event features Carlsbad's largest egg "scramble," where children can enjoy hunting for thousands of colorful eggs throughout the field. Additionally, attendees will have the chance to participate in a variety of fun activities, including face painting, crafts, soak the bunny, cookie decorating, and more. The event offers something for everyone, making it a perfect family-friendly celebration. Citywide Code of Conduct On March 18, 2025, the City Council will consider introducing an ordinance amending Carlsbad Municipal Code Chapter 2.16 related to the Board of Library Trustees and the citywide code of conduct and adding Carlsbad Municipal Code Chapter 11.33 – Citywide Code of Conduct for Public Facilities, Services, Programs and Events. The City of Carlsbad offers various services, programs and events which foster, promote, and emphasize a safe, orderly and welcoming community environment. In recent years, patrons and staff at several city facilities have experienced multiple incidents of behavior that has not been conducive to the above tenants. The proposed Carlsbad Municipal Code, or CMC, amendment adds Chapter 11.33, authorizing the city manager to adopt a citywide code of conduct for public facilities, services, programs and events. The proposed CMC amendment also modifies certain language in existing Chapter 2.16 related to the Board of Library Trustees, clarifying that the administration of CMC Chapter 11.33 is under the purview of the City Manager or designee. Finally, CMC Chapter 11.33 provides that citywide code of conduct violations will be enforced with a notice of suspension, which may be followed by a misdemeanor charge for a violation of a notice of suspension. Dogs in the City and Enforcement On March 18, 2025, the City Council will receive an informational report on leashed and unleashed dogs in the city and where enforcement occurs, and provide any desired direction to staff. At the conclusion of the City Council meeting on Nov. 19, 2024, the City Council approved a motion directing the City Manager to return to the City Council on a future agenda with a discussion item related to leashed and unleashed dogs in the city and where enforcement occurs. Staff compiled information about the regulations pertaining to leashed and unleashed dogs in the city, particularly at publicly accessible parks and beaches, and the enforcement of those regulations. Staff also researched information on how surrounding cities regulate dogs at public places. Staff sent the City Council a memorandum titled Dogs in Parks – History of Prohibition and Study of Allowance on March 17, 2022, after the city received several comments from community members recommending the city remove its prohibition on dogs in city parks (aside from dog park areas.) The City Council did not provide staff any direction on the matter in response to the memorandum. Staff also presented a report on this topic to the Parks & Recreation Commission on March 21, 2022, which included the City Council memorandum as an exhibit. The Parks & Recreation Commission discussed the matter but did not make a recommendation for any changes. PARKS Stagecoach Park Community Garden Project On Oct. 1, 2024, construction began, and the project’s improvements are anticipated to be substantially completed by the end of March 2025. The Communications & Engagement Department has tentatively scheduled a ribbon cutting event for April 14, 2025, from 1:30 p.m. to 2:30 p.m. Alga Norte Aquatic Center Restroom Renovation and Pool Replastering Projects Two projects were recently completed at the Alga Norte Aquatic Center: (a) renovation of portions of the restrooms, and (b) replastering of the pools and spa. The facility publicly reopened on March 3, 2025. Monroe Street Pool Renovation/Replacement Project The Monroe Street Pool renovation / replacement project is set to begin on March 31, 2025 and slated for completion in Summer 2026. All aquatic patrons and user groups have been notified of the closure of the Monroe Street Pool during that period. Staff has worked to accommodate as many patrons and user groups as feasible at the Alga Norte Aquatic Center during the closure period. Veterans Memorial Park Project On Nov. 19, 2024, the City Council authorized an application and agreement with San Diego Gas & Electric to provide, install, and maintain electric vehicle charging station infrastructure at Veterans Memorial Park. SDG&E has an electric vehicle infrastructure policy that will allow the city to provide more public EV charging stations, with little installation-related costs to the city. SDG&E will pay for the design, construction, installation, and maintenance of the utility-owned infrastructure for the city’s EV charging stations, minus a $5,000 administrative fee. Staff identified Veterans Memorial Park as an appropriate site for this infrastructure opportunity because it met the qualifications for participation, and its plans and specifications were already in development with SDG&E. Modifications to the Veterans Memorial Park hydrology and grading plans were determined to be required to comply with the latest standards. A local hydrology subconsultant was brought onto the design team to complete those modifications. The landscape plans were resubmitted on Nov. 21, 2024, the building plans were resubmitted on Nov. 25, 2024, and the grading plans were resubmitted on Dec. 11, 2024. All new review comments are currently being addressed. Staff anticipate receiving the final resubmittal of the respective plans by mid-April 2025. Outdoor Pickleball Court Project Once designed, four courts each are to be constructed at Calavera Hills Stagecoach Community Parks. The addition of these new outdoor pickleball courts is responsive to the public’s current demand for this amenity and will substantially broaden the service area coverage. Staff and the design team met several times to develop and refine the design concepts. Final concepts were presented to the Parks & Recreation Commission at its November 18, 2024, meeting. On Jan. 6, 2025, staff submitted Consistency Determination applications for both Calavera Hills Community Park and Stagecoach Community Park to the Community Development Department. On Feb. 26, 2025, Consistency Determination letters were received for both sites. . The design team will next prepare the construction drawings for each park’s final concept, and anticipate their completion in Summer 2025. A request for authorization to publicly bid the project will follow. Recent Trails Volunteers Events On Feb. 22, 2025, the City of Carlsbad hosted a trail maintenance event at the Robertson Ranch East Trail. A team of 30 volunteers and Parks & Recreation staff worked to remove trash and debris, and to fill ruts on the trail with decomposed granite and gravel. Two highlighted focal points for the event included: surface water control mechanisms - utilizing dips and grades to direct water off of the trail, as well as the replenishing of larger gravel to an existing stream crossing that had been degraded by the recent rains. These sustainable design methods aim to reduce the need for constant maintenance in normal weather and use conditions on the trail.
