CALL TO ORDER: 5 p.m.
ROLL CALL: Blackburn, Bhat-Patel, Acosta, Burkholder, Shin.
ANNOUNCEMENT OF CONCURRENT MEETINGS: The City Council is serving as the City Council
and the Carlsbad Municipal Water District Board of Directors on Consent Calendar Item No. 5,
and Departmental and City Manager Report Item No. 7.
PLEDGE OF ALLEGIANCE: Council Member Burkholder led the Pledge of Allegiance.

Motion by Mayor Pro Tem Bhat-Patel, seconded by Council Member Acosta, to approve the
minutes as presented. Motion carried unanimously, 5/0.
PRESENTATIONS:
Proclamation in Recognition of Traffic Safety & Mobility Commissioner Fowler
Mayor Blackburn presented the proclamation to Traffic Safety & Mobility Commissioner William
Fowler who said a few words.
PUBLIC REPORT OF ANY ACTION TAKEN IN CLOSED SESSION: City Attorney Cindie McMahon
announced that there was no reportable action.
PUBLIC COMMENT:
Glen Bernard expressed his concerns regarding the Department of Education, natural disasters
and the constitution.
Mike Borello spoke regarding constitutional concerns.
Diana Ricker expressed her concerns regarding cyberstalking, abuse and harassment.
Vickey Syage requested that library hours be expanded to include Sundays.
Dom Betro expressed his concerns with Palomar Airport and the hours that American Airlines
flights operate out of that airport.

Motion by Mayor Pro Tem Bhat-Patel, seconded by Council Member Acosta, to approve Consent
Calendar Item Nos. 1 through 5. Motion carried unanimously, 5/0.
1. AGREEMENT WITH MEALS ON WHEELS SAN DIEGO FOR CONGREGATE AND HOME MEAL
PREPARATION AND DELIVERY SERVICES FOR THE SENIOR CENTER NUTRITION PROGRAM –
Adoption of Resolution No. 2025-049 authorizing execution of an agreement with Meals on
Wheels San Diego County to provide congregate and home meal preparation and delivery
services for the Carlsbad Senior Center Nutrition Program in an amount not to exceed
$300,000 for the initial one-year term. (Staff contact: Eric Biggin, Community Services)
2. ANNUAL INVESTMENT POLICY UPDATE – Adoption of Resolution No. 2025-050 approving the
city’s Investment Policy dated Feb. 25, 2025. (Staff contact: Christian Peacox, City Treasurer
and Zach Korach, Administrative Services)
3. SETTLEMENT OF WORKERS’ COMPENSATION CLAIM OF BRET STEWART – Adoption of a
Resolution No. 2025-051 authorizing settlement of the workers’ compensation claim of Bret
Stewart. (Staff contact: Kierstyn Yaross and Judy von Kalinowski, Administrative Services)
4. SETTLEMENT OF WORKERS’ COMPENSATION CLAIM OF BRYAN HARGETT – Adoption of
Resolution No. 2025-052 authorizing settlement of the workers’ compensation claim of Bryan
Hargett. (Staff contact: Kierstyn Yaross and Judy von Kalinowski, Administrative Services)
5. UPDATE OF COUNCIL POLICY NO. 55, SUBCONTRACTOR SUBSTITUTION ON PUBLIC WORKS
CONTRACTS – 1) Adoption of Resolution No. 2025-053 accepting revisions to City Council
Policy No. 55, Subcontractor Substitution on Public Works Contracts; and
2) Adoption of a Carlsbad Municipal Water District Board of Directors Resolution No. 1762
accepting revisions to City Council Policy No. 55, Subcontractor Substitution on Public Works

6. HOW COMMUNITY CONCERNS HAVE BEEN ADDRESSED AT WINDSOR POINTE APARTMENTS
Receive a report on City Council-directed actions related to the Windsor Pointe Affordable
Housing Project. (Staff contact: Mandy Mills, Community Services and Reid Shipley, Police)
City Manager’s Recommendation: Receive the report.

Housing and Homeless Services Director Mandy Mills and Assistant Police Chief Reid Shipley
reviewed a PowerPoint presentation (on file in the Office of the Clerk).
G.R. Bernard expressed his concerns regarding government spending related to Windsor
Pointe.
Julie Ajdour expressed her concerns with criminal activity at Windsor Pointe.
Denis Jensen expressed his concerns with the new management company’s lack of experience
with properties like Windsor Pointe.
Jean Walker expressed her concerns with the new property management agent, Solari
Enterprises’ lack of experience with people suffering from mental illness.
Motion by Council Member Burkholder, seconded by Council Member Acosta, to bring back
a report on Windsor Pointe Affordable Housing Project in six months. Motion carried
unanimously, 5/0.
Mayor Blackburn called for a recess at 6:29 p.m.
Mayor Blackburn reconvened the meeting at 6:39 p.m.
7. ECONOMIC AND FINANCIAL UPDATE FOR THE SECOND QUARTER OF FISCAL YEAR 2024-25
AND MIDYEAR BUDGET REVIEW – 1) Receive a report on the economic and financial update
for the second quarter of fiscal year 2024-25 and provide direction as appropriate; and
2) Receive a report on the results of the fiscal year 2024-25 mid-year budget review; and
3) Adoption of a City Council Resolution No. 2025-054 authorizing the City Manager or
designee to appropriate $1,214,000 from the General Fund, $1,260,294 from the Fleet
Replacement Fund, $466,860 from the Housing Trust Fund, $150,000 from the Stormwater
Enterprise Fund, $55,000 from the Public Facilities Fee Fund, and $24,038 from the
Wastewater Operating Fund to the Fiscal Year 2024-25 Operating Budget for various
operational needs; and
4) Adoption of a Carlsbad Municipal Water District Board of Directors Resolution No. 1763
authorizing the Executive Manager or designee to appropriate $428,179 from the Potable
Water Operating Fund, $504,165 from the Recycled Water Operating Fund and $504,165
from the Recycled Water Replacement Fund for various operational needs. (Staff contact:

City Manager’s Recommendation: Receive the reports and adopt the resolutions.

Mike Borello expressed his concerns with rising water rates.
Kris Wright thanked staff and inquired about taxes imposed on short-term rentals and the
financing of the city’s water sources.
Motion by Mayor Pro Tem Bhat-Patel, seconded by Council Member Acosta, to adopt
Resolution No. 2025-054 and Carlsbad Municipal Water District Board of Directors Resolution
No. 1763. Motion carried unanimously, 5/0.
8. STRATEGIC PLAN UPDATE – Receive an update on progress made toward the goals of the
Carlsbad Strategic Plan 2023-2027, an update on city finances and an overview of strategic
actions planned to occur through fiscal year 2025-26 and provide feedback to staff. (Staff
contact: Jason Haber, City Manager)
City Manager’s Recommendation: Receive the update and provide feedback.
City Manager Geoff Patnoe introduced the item.
Intergovernmental Affairs Director Jason Haber reviewed a PowerPoint presentation (on file
in the Office of the Clerk).
Mike Borello spoke regarding recycled water use throughout the City and the purple signs with
deficient warnings related to its use.
The City Council received the update.
COUNCIL REPORTS AND COMMENTS: Mayor Blackburn and the City Council Members reported
on activities and meetings of some committees and subcommittees of which they are members.
ANNOUNCEMENTS: This section of the Agenda is designated for announcements to advise the
community regarding events that Members of the City Council have been invited to, and may
participate in.
