Subject: Unit 212/213 Foundation Crack/Separation

Dear Mr. Levine,
At your request we are hereby providing a summary of our opinion as to the structural significance
and likely cause of the crack/separation at the foundation between Unit 212 and 213. This report is
being prepared in response to the February 26, 2020 email sent by Mr. Jeremy Riddle, the
Development Services Manager for the City of Carlsbad that expressed concerns regarding the subject
foundation and required that the crack be evaluated prior to completing the permitted wood rot
repairs in this area.
The subject building is a multi-unit condominium building constructed over a crawlspace w ith an
approximately 30-foot high slope beneath the building. The building is supported by continuous
concrete footings w ith concrete masonry unit (CMU) stem walls at the perimeter and at party walls
between the front of the building and the top of the slope, and by deepened concrete piers on the
face of the slope. The soi l below the subject bui I ding appears to be clayey and at least somewhat
expansive in nature as evidenced by desiccation cracking observed at the slope surface in the past.
Some movement of surface soils caused by changes in moisture content has been observed and
documented by this office at various areas in the past.
The area of concern as related by Mr. Riddle is a crack/separation in the party wall foundation
between the concrete pier located near the top of the crawlspace slope and the CMU foundation wall
which extends along the relatively level section between the top of the slope and the front exterior
building wall. This separation was first photo documented by Curry Stenger Engineering (CSE) on
March 8, 2012 at which time it was measured to be approximately 1-5/8" wide. At that time the
separation did not appear to be new. Our latest direct observation of this separation was on April 9,
2018 at which time it was also measured to be approximately 1-5/8" wide, indicating no significant
movement had occurred in that time. (See Photos 1 and 2 attached.)
In our opinion, the subject crack/separation is the resu lt of minor soil movement below the CMU wall
footing combined with some lateral or down-slope soi l movement along the crawlspace slope. While
it is c lear that some past movement has occurred, the condition does not, in our opinion, currently

represent a I ife safety concern for the units above. Based on our history w ith the project, in our
opinion th is movement likely occurred, possibly in several increments, as the slope soil underwent
wet/dry cycles due to changes in the migration of sub-surface moisture or past plumbing leaks. Based
on the lack of apparent significant movement in the past approximately 8 years, we do not anticipate
significant additional future movement unless soi I moisture conditions change or other forces act on
the foundation. W e recommend that this condition continue to be monitored periodically as part of
the HOA's ongoing maintenance program so that appropriate measures can be taken if and when
conditions warrant.
Be advised that the opinions made in this report are based only on our limited visual investigation
performed to date, on our experience with similar types of structures, and on our knowledge and
professional judgment. We have not performed a comprehensive structural analysis of the subject
building nor have we undertaken any testing. Curry Stenger Engineering does not practice in the field
of Geotechnica l Engineering and nothing in this report should be construed as opining on the
geotechnical stability of the soils supporting the subject building. W e have performed our professional
services in accordance w ith the generally accepted local structural engineering practices for
evaluation projects of this type and no warranty is given, expressed or implied. The professional
structural engineering services as outlined in general in this report are being provided for the
confidential use of our client, 2500 Navarra Homeowners Association, c/o Curamus Management Inc.
(Mr. Aaron Levine), for the limited purpose of responding to the concerns raised by the City of
Carlsbad and assisting the Association ongoing maintenance of the subject buildings. No opinion or
warranty about the general or specific condition of the property as it affects the owner or prospective
future owners, tenants, or other interested parties is given, expressed or implied. Authorization for
use of this report, its conclusions, or extracts therefrom is reserved as a mutual protection to our
clients, the public and ourselves.
