(Langan) was retained to prepare a transportation impact analysis (TIA) for the proposed three-level “Professional Services" facility (Project) generally located at the southeast corner of Ocean Street and Beech Street. The site is bordered on the north by Beech Street, on the south by the Beach Terrace Inn, on the west Ocean Street, and on the east by Garfield Street. The project proposes the consolidation of 5 adjacent parcels identified by the following APNs: 203-144-04,-05, -06, -07, and -08. These APNs correspond to 2710, 2720, 2730, and 2740 Ocean Street. The site is currently undeveloped and fenced off – there are no structures on the site. The site is subject to the R-15 General Plan Land Use Designation and is Zoned R-3 with Beach Area Overlay. The proposed land use is a conditionally permitted use within this zone. Three curb cuts are currently provided along Garfield Street and Ocean Street, for a total of six (6) curb cuts to the site. On-street parking (parallel) is provided along the site frontage on Ocean Street, Beech Street, and Garfield Street – even in front of the existing curb cuts. The Project proposes to consolidate vehicle access to Ocean Street, reducing the total site curb cuts from six (6) to two (2). One driveway will accommodate an on-site passenger drop-off zone and the other will function as the primary site driveway. Activation of the site driveways will inherently remove approximately 50 feet of on-street parking. Additionally, mid-block pedestrian ramps on Garfield Street and Ocean Street will remove approximately 45 feet of on-street parking. Along Beech Avenue, five (5) back-in parking spaces are proposed in place of the three (3) existing parallel parking spaces. The Project will be operated under the same license as the adjacent Carlsbad by the Sea Retirement Community and, functionally, will serve as an extension of the existing facilities. The facility will consist of the following: Level 1 (Ocean Street Grade Level) includes 19 memory care licensed beds; Level 2 (Garfield Street Grade Level) includes 16 licensed residential professional care beds within 10 units; Level 3 (Upper Level with Roof Terrace) includes 7 licensed residential professional care beds within 5 units for a total of 42 professional care licensed beds. Table E1 summarizes the floor configurations and uses. ii Table E1 – Level Summary Floor Configuration / Use Beds Level 1 19 Memory Care Beds in 19 Units 19 Level 2 16 Professional Care Beds in 10 Units 16 Level 3 7 Professional Care Beds in 5 Units 7 Total Beds 42 Langan estimated the number of daily and peak hour trips for the Project using the San Diego Association of Governments (SANDAG) (Not So) Brief Guide of Vehicular Traffic Generation Rates for the San Diego Region (2002). Langan estimated that the facility will generate approximately 126 daily trips, 8 trips (5 enter, 3 exit) during the weekday morning peak hour and 8 trips (3 enter, 5 exit) during the weekday evening peak hour. The Project would be subject to implementing TDM and TSM strategies per Policy 3-P.11 if it adds more than 110 ADT or 11 peak-hour trips in a single direction of travel to an exempt segment. Per the Scoping Agreement (Appendix B), it was determined that the project is not subject to implementing Transportation Demand Management (TDM) or Transportation Supply Management (TSM) strategies. In accordance with the City’s TIA Guidelines (April 2018), the Scoping Agreement (Appendix B) for a Level 1 TIA was developed. The analysis results are summarized below: • Multimodal Level of Service (MMLOS) Analysis o The existing pedestrian facilities along all study roadway segments achieved a score of 90 or better, resulting in LOS A – it is expected to be maintained with the addition of the Project. The existing pedestrian facilities along all study roadway segments achieved a score of 70 or better, resulting in LOS C. Improvements along Ocean Street will be required in order for the planned Bicycle Boulevard to meet the design guidelines outlined in the CAMUTCD. With the addition of CAMUTCD-compliant signs and pavement markings a score of 85, resulting in LOS B, will be achieved along Ocean Street. Therefore, the performance standards are met. iii • Site Plan Review o The Project will provide adequate site access and queueing area for the site traffic. Existing sight obstructions at the proposed site driveways were identified and mitigation measures were developed, to the extent feasible. The proposed site plan does not result in new sight obstructions or an intensification of existing sight obstructions. Langan concludes that the Project will not substantially affect area traffic operations and can be successfully integrated into the community. The primary site driveway is proposed approximately 200 feet south of Beech Street – it will provide two-way passenger vehicle access to/from the basement parking facility. Additionally, mid-block pedestrian ramps on Garfield Street and Ocean Street will remove approximately 45 feet of on-street parking. Appendix E shows the street typology for study segments and the applicable MMLOS analysis. o Ocean Street from Beech Street to Christiansen Way o Beech Street from Ocean Street to Garfield Street o Garfield Street (Site Frontage) • The TIA will include a Site Plan Review addressing the following: o Site access; o Queueing at the site driveway; and o Site distances issues at site driveway. • The Project meets the VMT screening criteria for proximity to transit, therefore it may be presumed that the project will have a less than significant impact and does not require a detailed VMT analysis. The VMT Screening Analysis is provided in Appendix D. An inventory of the physical road conditions is presented in the section “Description of Existing Conditions.” LAN6AN Local Mobility Analysis Carlsbad by the Sea Summer House 3 TRIP GENERATION We developed trip estimates for the Project using the San Diego Association of Government’s (SANDAG) (Not So) Brief Guide of Vehicular Traffic Generation Rates for the San Diego Region (2002). The daily and peak hour rates for a “Convalescent / Nursing” facility are summarized in Table 2. Trip generation estimates are provided in Table 3. Roads Ocean Street Ocean Street is a two-lane roadway classified as Village Street in the City of Carlsbad General Plan Mobility Element. The primary purpose of this roadway type is to move people through the Village, supporting accessibility to the adjacent businesses, residences, transit, and recreation spaces within the Village area; safety and mobility for pedestrians and bicyclists are prioritized. A speed limit is not posted in the vicinity of the site; the speed limit for Village Streets is generally 25 miles per hour. Sidewalks are provided along segments of its east side; the west primarily features rear access for the beachfront residences. On-street parking (parallel) is provided along some segments. Land uses along the roadway are residential in nature, consisting of single-family residences, retirement communities, apartments, and beach resorts. Beech Street Beech Street is a two-lane roadway classified as Village Street in the City of Carlsbad General Plan Mobility Element. The primary purpose of this roadway type is to move people through the Village, supporting accessibility to the adjacent businesses, residences, transit, and recreation spaces within the Village area; safety and mobility for pedestrians and bicyclists are prioritized. The speed limit is 25 miles per hour. Sidewalks are provided along both sides for the majority of its length. On-street parking (parallel and angled) is generally provided along its entirety. Land uses along the roadway are primarily residential but also include some commercial and recreational spaces. Christiansen Way Christiansen Way is a two-lane roadway classified as Village Street in the City of Carlsbad General Plan Mobility Element. The primary purpose of this roadway type is to move people through the Village, supporting accessibility to the adjacent businesses, residences, transit, and recreation spaces within the Village area; safety and mobility for pedestrians and bicyclists are prioritized. The speed limit is 25 miles per hour. Sidewalks are provided along segments of its west and east sides. On-street parking (parallel) is provided along some segments. Land uses along the roadway are primarily residential in nature, consisting of single-family residences, retirement communities, and apartments. LAN6AN Local Mobility Analysis Carlsbad by the Sea Summer House 5 Garfield Street Garfield Street is a two-lane roadway classified as a Local / Neighborhood Street in the City of Carlsbad General Plan Mobility Element. The primary purpose of this roadway type is to provide local access; safety and mobility for pedestrians and bicyclists are enhanced. The speed limit is 20 miles per hour. Sidewalks are provided along segments of its west and east sides. Land uses are residential in nature, consisting of single-family residences, retirement communities, and apartments. LAN6AN Local Mobility Analysis Carlsbad by the Sea Summer House 6 MULTIMODAL LEVEL OF SERVICE (MMLOS) ANALYSIS Analysis Criteria The City of Carlsbad requires a multimodal level of service (MMLOS) analysis for vehicles, pedestrians, bicycles and transit/rideshare for roadways based on their typology, as defined by the City of Carlsbad Mobility Element. Depending on the typology, different streets may require different MMLOS evaluations. The typology and associated analyses for study roadway segments are summarized below. Appendix E shows the street typology for study segments and the applicable MMLOS analysis. • Ocean Street from Beech Street to Christiansen Way o Village Street • Beech Street from Ocean Street to Garfield Street o Village Street • Garfield Street along site frontage o Local / Neighborhood Street The accommodated modes subject to MMLOS analysis for these roadway typologies are pedestrians and bicycles. It should be noted that the quality of conditions for bicyclists along study roadway segments were assessed even if bicycle facilities do not currently exist and are not proposed as part of the City of Carlsbad Sustainable Mobility Plan (2020) – Ocean Street is a planned Bicycle Boulevard. The excerpts below from the City of Carlsbad TIA Guidelines (2018) describe the attributes considered in the MMLOS analysis of pedestrian and bicycle facilities. Pedestrian MMLOS Pedestrian MMLOS for pedestrian priority streets, the MMLOS criteria evaluates the quality of the pedestrian system (e.g. number of vehicle lanes that need to be crossed and the speed of adjacent traffic) and the friendliness of the infrastructure at intersections (e.g. pedestrian countdown heads, dedicated pedestrian phases [e.g. a scramble phase], curb extensions, refuge median). In addition, the connectivity and contiguity of the pedestrian system along street sections (particularly ADA-compliant connectivity/contiguity) is a critical component of pedestrian priority streets. LAN6AN Local Mobility Analysis Carlsbad by the Sea Summer House 7 Bicycle MMLOS Bicycle MMLOS for bicycle priority streets, the MMLOS criteria evaluates the quality of the bicycle system (e.g. bicycle route, bicycle lanes, or bicycle pathway; presence of bicycle buffers from the vehicle travel way), the amenities of the system (e.g. presence of bicycle parking), and the friendliness of the infrastructure (e.g. bicycle detection at intersections, pavement conditions, presence of vehicle parking). In addition, the connectivity and contiguity of the bicycle system along street sections is a critical component of pedestrian priority streets. Analysis Methodology The City’s MMLOS methodology provides a qualitative “grade” assigned to travel modes, ranging from a LOS A to LOS F. LOS A reflects a high service standard for a travel mode (e.g. outstanding characteristics and experience for that mode) and LOS F would reflect a poor service standard for a travel mode (e.g. congestion for vehicles, inadequate bicycle, pedestrian, or transit facilities, etc.). The City’s General Plan established a standard of LOS D or better only for the travel mode(s) subject to the MMLOS standard for the designated roadway typology. Points were calculated using the City of Carlsbad MMLOS Tool (March 2020). The MMLOS point scale is provided below. LOS Point Score A 90 – 100 B 80 – 89 C 70 – 79 D 60 – 69 E 50 – 59 F 0 – 49 Pedestrian, Bicycle and Transit Performance Standards A project would not meet the City’s performance standards if an existing pedestrian, bicycle or transit facility is determined to not meet the LOS D standard regardless of the forecasted number of project trips expected to use the facility. A facility is deemed deficient if: 1. An existing facility in the project study area does not meet the pedestrian, bicycle or transit LOS standard, or 2. The project causes a standard facility to become substandard (e.g., removal of an existing bike lane or bus stop, or blocking pedestrian access), or LAN6AN Local Mobility Analysis Carlsbad by the Sea Summer House 8 3. A gap is identified in or directly adjacent to the study area related to pedestrian, bicycle or transit service to the project site. If the performance standards are exceeded, potential mitigation measures could include constructing or a fair share contribution toward the financing of feasible capital improvement projects related to pedestrian, bicycle, and transit facilities. Analysis Results The pedestrian and bicycle facilities along study roadway segments were evaluated for the Existing + Project conditions using the City of Carlsbad’s interactive MMLOS Tool (March 2020). Appendix F contains the detailed MMLOS calculations. The pedestrian and bicycle MMLOS analysis results are summarized in Table 4 and Table 5, respectively. Based on the existing pedestrian facilities and associated amenities a score of 90 points or better, resulting in LOS A, is achieved for along the study segments. Based on the existing roadway conditions and bicycle amenities a score of 70 points or better, resulting in LOS C or better, is achieved for along the study segments. Improvements along Ocean Street will be required for the planned Bicycle Boulevard to meet the design guidelines outlined in the California Manual on Uniform traffic Control Devices (CAMUTCD). We expect the improvement to primarily consist of signs and pavement markings – additional traffic calming measures may be implemented based on the perceived need. The Project will implement and/or contribute to improvements along Ocean Street per CIP #6078 – Ocean Street Reconfiguration Concepts Study. With the addition of CAMUTCD-compliant signs and pavement markings a score of 85, resulting in LOS B, will be achieved for Ocean Street. Based on the analysis results, substantial traffic effects are not expected. The standards are addressed below: 1. All study roadway segments achieved a score of 70 or better, resulting in LOS C or better. Thus, facilities meet the minimum threshold (LOS D). 2. The Project does not propose changes to the existing/planned pedestrian and bicycle facilities/amenities along study roadway segments. The existing LOS is expected to be preserved with the addition of the Project. Therefore, the Project will not cause a standard facility to become substandard. 3. Pedestrian access points are proposed along Garfield Street and Ocean Street. There are no gaps in the sidewalk network which critically affect the accessibility of the site. Existing sidewalk gaps are shown in Exhibit 2 – these gaps cannot be feasibly closed as the land is developed private property. The existing sidewalks bordering the site meet minimum width requirements (5 feet) and will be preserved with the addition of the Project. Thus, pedestrian accessibility to/from the site will be adequate. Furthermore, roadway conditions for bicyclists are consistent along study segments. LAN6AN Local Mobility Analysis Carlsbad by the Sea Summer House 10 SITE PLAN REVIEW The site plan review includes an analysis of the Project’s site access, queueing, and driveway sight distances. The summary of our assessment is provided below. Site Access Three curb cuts are currently provided along Garfield Street and Ocean Street, for a total of six (6) curb cuts to the site – these curb cuts were previously constructed in anticipation of providing access points to the individual parcels. On-street parking (parallel) is provided along the site frontage along Ocean Street, Beech Street, and Garfield Street – even in front of the existing curb cuts. The Project proposes to consolidate vehicle access along Ocean Street, reducing the total site curb cuts from six (6) to two (2). One driveway will accommodate an on-site passenger drop-off zone and the other will function as the primary site driveway. The passenger drop-off zone driveway is proposed approximately 110 feet south of Beech Street – it will provide access for a single passenger vehicle access. The primary site driveway is proposed approximately 200 feet south of Beech Street – it will provide two-way passenger vehicle access to/from the basement parking facility. Activation of the site driveways will inherently remove approximately 50 feet of on-street parking – roughly equivalent to the length of two vehicles. The existing and proposed site access points are shown in Exhibit 3. Queueing The queueing at the main driveway was assessed using the design criteria established in Chapter 4 (Private Street and Driveway Standards) of the City of Carlsbad Engineering Standards Volume 1 General Design Standards (2022 Edition). The Project is required to provide a queuing area for inbound traffic (at the main driveway) located off the traveled way that serves the driveway. A minimum queueing area of 20 feet measured from face of curb, no less than 10 feet in width, is required for every 1,000 ADT and fraction thereof. The Project is estimated to generate 126 ADT, requiring a queueing area measuring 20 feet in length by 10 feet in width. The Project proposes approximately 70 feet from the face of curb to the entry point of the basement parking area. Therefore, the Project will provide adequate queueing area. LAN6AN Local Mobility Analysis Carlsbad by the Sea Summer House 11 Sight Distance We developed sight triangles for the Project’s driveways based on the design criteria listed in Table A of the City of Carlsbad Engineering Standards Volume 1 – General Design Standards, 2022 Edition and Caltrans Highway Design Manual Topic 405. The sight triangles seek to establish a clear line of sight between the driver of a vehicle stopped at the site driveways and the driver of an approaching vehicle along Ocean Street. Therefore, sight obstructions within the sight triangles should be avoided and/or removed if possible. Sight obstructions are considered to be objects with a height larger than 3.5 feet that are located in the sight triangles. A minimum corner sight distance of 330 feet is required for the driveways along Ocean Street (classified as a Village Street). The location of the driver’s eye in the stopped vehicle is referred to as the decision point. The Caltrans Highway Design Manual Topic 405 requires a minimum setback of 15 feet from the edge of travelled way. For the purpose of this analysis, the decision point was established to be in the center of the driveway’s outbound lane and 2 feet from the back of existing sidewalk – a total of 16 feet from the edge of the northbound travel lane. Figure 1 shows the dimensions of the sight triangles; the sight triangles at site driveways are shown in Exhibit 4 through Exhibit 6. The existing sight obstructions and mitigation measures are summarized in Table 6. Exhibit 7 shows the existing sight obstructions. Note: The provision of the driveway will inherently remove approximately 16 feet of on- street parking. The partial sight obstruction produced by utility poles/boxes and on-street parking are expected to remain – these objects would remain within the clear sight triangles despite a relocation (within the public right-of-way). We believe the sight obstructions are partially mitigated by the speed limit of Ocean Street and proximity of site driveways to stop-controlled intersections. The speed limit along Ocean Street is 25 miles per hour and both site driveways are within 250 feet of a stop-controlled intersection. The proposed site plan does not result in new sight obstructions or an intensification of existing sight obstructions. LAN6AN Local Mobility Analysis Carlsbad by the Sea Summer House 13 CONCLUSIONS We conclude that the Project will not affect area traffic operations considerably and can be successfully integrated into the community. We estimated that the facility will generate approximately 126 daily trips, 8 trips (5 enter, 3 exit) during the weekday morning peak hour and 8 trips (3 enter, 5 exit) during the weekday evening peak hour. The proposed site plan proposes adequate site access as well as clear sight lines for outbound traffic; mitigation measures were developed to remove and/or reduce the effect of existing sight obstructions. The key findings of our analysis are summarized below: • Transportation Demand and Supply Management (TDM / TSM) Requirements o Per the Scoping Agreement, the Project will not add more than 110 ADT or 11 peak-hour trips in a single direction of travel to an exempt segment. The project is not subject to implementing TDM and TSM strategies. • Multimodal Level of Service (MMLOS) Analysis o The existing pedestrian facilities along all study roadway segments achieved a score of 90 or better, resulting in LOS A – exceeding the minimum threshold (LOS D). There are no gaps in the sidewalk network which critically affect the accessibility of the site. The existing sidewalks bordering the site meet the minimum width requirement (5 feet) and will be preserved. The Project does not propose changes to the existing pedestrian amenities; the MMLOS is expected to be preserved with the addition of the Project. Therefore, the performance standards are met. o The existing condition of bicycle facilities along all study roadway segments achieved a score of 70 or better, resulting in LOS C or better – exceeding the minimum threshold (LOS D). Signs and pavement markings along Ocean Street will be required in order for the planned Bicycle Boulevard to meet the design guidelines outlined in the CAMUTCD. With the addition of CAMUTCD-compliant signs and pavement markings a score of 85, resulting in LOS B, will be achieved for Ocean Street. The Project will contribute financially to the improvements via site development fees. LAN6AN Local Mobility Analysis Carlsbad by the Sea Summer House 14 • Site Plan Review o The Project proposes two (2) driveways along Ocean Street – one driveway will accommodate a passenger drop-off zone and the other will function as the primary site driveway. Activation of the site driveways will inherently remove approximately 50 feet of on-street parking. o Mid-block pedestrian ramps on Garfield Street and Ocean Street will inherently remove approximately 45 feet of on-street parking. o Along Beech Avenue, five (5) back-in parking spaces are proposed in place of the three (3) existing parallel parking spaces. o Based on the total ADT, a queueing area measuring 20 feet in length by 10 feet in width is required. The Project proposes approximately 70 feet from the face of curb to the entry point of the basement parking area. Therefore, the Project will provide adequate queueing area. o Existing sight obstructions were identified and mitigation measures were developed, where feasible. Partial sight obstructions produced by utility poles/boxes and on-street parking are expected to remain. The effects of the sight obstructions are partially mitigated by the speed limit of Ocean Street (25 miles per hour) and proximity of site driveways to stop-controlled intersections (less than 250 feet). However, it was determined that the Project’s Employee ADT could not be accurately estimated using the values in Table 3 due to its unique nature. Although physically separated from each other the facilities generally operate as a whole, allocating resources internally to service all residents/patients. Detailed site operation and staffing information for the Carlsbad by the Sea Retirement Community was provided by Front Porch Communities & Services (the manager/operator of the facilities). The existing services and operations are detailed below. Employee schedules are provided in Attachment B. It should be noted that the total number of employees shown on the schedules reflect the staffing during a typical weekday. The total amount of staff employed by the facilities may exceed those values described below to account for the following: 1) weekend staffing and 2) full-time positions consisting of two or more part- time employees that alternate days – while there are two employees, only one will be present during a typical weekday. Staffing is provided per the requirements of the licensing category. o A total of 59 staff are currently support the typical weekday operations.  Managed by an Executive Director and eight (8) supporting Directors/Managers (Environmental Services, Dining, Life Enrichment, Fitness, Business Office, Resident Services, Human Resources, and Sales Director).  The management team is supported by seven (7) Administrative Staff: one (1) Accounting Clerk, one (1) Sales Manager, one (1) HR Assistant, two (2) Receptionists, one (1) Resident Technology Assistant, one (1) Executive Assistant, and one (1) Maintenance Planner.  A Director of Health Services manages two (2) nurses every day to support the Wellness Center.  The hospitality staff consist of environmental services, life enrichment (activities), dining and transportation. Throughout the day the facility is maintained by an environmental services staff consisting of: nine (9) housekeepers, two (2) custodians, four (4) maintenance personnel, two (2) security guards. The Life Enrichment Director is supported by one (1) Life Enrichment staff. Transportation is provided by two (2) drivers. Dining is supported with seven (7) cooks, four (4) dishwashers, eight (8) servers and a Dining Room Supervisor every day.  Skilled Nursing o The 33 bed unit is located in the Main Building. The unit is licensed separately and has regulatory-mandated staffing ratios. o A total of 30 staff currently support the typical weekday operations.  The unit is managed by a Director of Nursing (DON) who is supported by five (5) administrative staff (Director of Staff Development/Infection Preventionist, MDS Coordinator, Social Worker, Admissions Director, Medical Records), a Registered Nurse Supervisor (RN), and a total of fifteen (15) nursing staff throughout the day: seven (7) during the day, five (5) in the evening, and three (3) overnight.  The facility has eight (8) hospitality staff throughout the day: 2 housekeepers, 2 laundry aides, 3 dining staff and 1 life enrichment (activities). A total of 18 staff are estimated to be needed during typical weekday operations – six (6) existing staff and twelve (12) new staff. o Staffing for the 23 professional care beds will be provided by six (6) hospitality staff currently employed with the existing Carlsbad by the Sea Main Building. o The expected staffing during a typical weekday for the 19 memory care beds is detailed below; a total of twelve (12) new staff are estimated to be needed. Staffing is provided per the requirements of the licensing category.  One (1) memory care manager, one (1) life enrichment (activities) staff every day, one (1) housekeeper, one (1) dining staff member to deliver food from the main building, and a total of eight (8) caregivers throughout the day (3 during the day, 3 in the evening and 2 overnight).
