VMT Screening Assessment
• Table that displays all screening criteria and identifies
which screening criteria the project meets.
• Justification for how the project meets the screening
criteria listed in the screening criteria table. This
information may include:
o Daily project trip generation (total, without
adjustments for existing land uses on the
site).
o A map showing proximity of the project to a
major transit stop, planned major transit stop,
or a stop/transit center along a high-quality
transit corridor and the walking route from
the project to the transit stop. Justify that the
project does not exceed Carlsbad parking
requirements and that the floor area ratio

Overview
Langan Engineering and Environmental Services, Inc. (Langan) has been retained to provide
traffic engineering services for the proposed Carlsbad by the Sea Summer House development
(Project) in Carlsbad, California. This memorandum summarizes the applicability of vehicle miles
traveled (VMT) screening criteria.
Project Summary
The Project is to be located at the corner of Beech Street and Ocean Avenue and proposes the
consolidation of 5 adjacent parcels for the development of a three-level “Professional Services”
building. The new building will serve as an extension of the existing Carlsbad by the Sea facilities
in the area and will be operated under the same license as the adjacent Carlsbad by the Sea
Retirement community. The Project location is shown in Figure 1.

(SANDAG) (Not So) Brief Guide of Vehicular Traffic Generation Rates for the San Diego Region

(2002). Trip generation rates for a “Convalescent / Nursing” facility are summarized in Table 2.
Trip generation estimates are provided in Table 3.

VMT Screening Assessment
The VMT screening criteria as provided in the City of Carlsbad VMT Analysis Guidelines (May 31,
2023) are detailed in Table 4 below. Projects that meet at least one of the criteria would be
presumed to have a less than significant transportation impact due to project type or location and
would not require a detailed VMT analysis. The Project is expected to meet the screening criteria
for proximity to transit.

Conclusion
Based on the information provided herein, the Project satisfies at least one of the VMT screening
criteria. The Project is 1,245 feet (0.24 miles) from the Carlsbad Village station, less than the
threshold of one-half mile to a major transit stop or corridor.
It is therefore determined that the project will have a less than significant impact and does not
require a detailed VMT analysis.
