This information may include: o Daily project trip generation (total, without adjustments for existing land uses on the site). o A map showing proximity of the project to a major transit stop, planned major transit stop, or a stop/transit center along a high-quality transit corridor and the walking route from the project to the transit stop. Justify that the project does not exceed Carlsbad parking requirements and that the floor area ratio does not exceed 0.75. o Locally serving characteristics of the project. o Documentation of the project’s location within an infill area and designation as 100% affordable housing. o A total VMT analysis comparison for a redevelopment project demonstrating that the proposed project generates less total VMT than the existing land uses. ☐ ☐ {city of Carlsbad California Memorandum Langan Engineering and Environmental Services, Inc. 18575 Jamboree Road, Suite 150 Irvine, CA 92612 T: 949.561.9200 F: 949.561.9201 To: David Rick (City of Carlsbad) From: Yonathan Esquivel, PE, TE (Langan) Info: Diego Lastres, Marilyn Castro (Cuningham) Date: December 8, 2023 Re: VMT Screening Analysis Carlsbad by the Sea Summer House Carlsbad, California Langan Project No.: 70012520 Overview Langan Engineering and Environmental Services, Inc. (Langan) has been retained to provide traffic engineering services for the proposed Carlsbad by the Sea Summer House development (Project) in Carlsbad, California. This memorandum summarizes the applicability of vehicle miles traveled (VMT) screening criteria. Project Summary The Project is to be located at the corner of Beech Street and Ocean Avenue and proposes the consolidation of 5 adjacent parcels for the development of a three-level “Professional Services” building. The new building will serve as an extension of the existing Carlsbad by the Sea facilities in the area and will be operated under the same license as the adjacent Carlsbad by the Sea Retirement community. The Project location is shown in Figure 1. Projects that meet at least one of the criteria would be presumed to have a less than significant transportation impact due to project type or location and would not require a detailed VMT analysis. The Project is expected to meet the screening criteria for proximity to transit. Table 4: VMT Screening Criteria Criteria Description Satisfied? Small Projects Generate less than 110 ADT. No Projects Located Near Transit Within one half mile of the Carlsbad Village station, Carlsbad Poinsettia Coaster station, or the Plaza Camino Real transit center (see Figure 2). Yes Local-Serving Facility Serves local community – little/no car use required. No Affordable Housing Project 100% affordable housing in infill area. No Net VMT Reduction Proposed use results in a net reduction in the relevant performance measure (VMT) compared to the existing use. No Figure 2: Project Proximity to Transit 1,245 feet (0.24 mi) Carlsbad Village Station LANliAN MEMO VMT Screening Analysis Carlsbad by the Sea Summer House Carlsbad, California Langan Project No.: 70012520 December 8, 2023- Page 4 of 4 Conclusion Based on the information provided herein, the Project satisfies at least one of the VMT screening criteria. The Project is 1,245 feet (0.24 miles) from the Carlsbad Village station, less than the threshold of one-half mile to a major transit stop or corridor. It is therefore determined that the project will have a less than significant impact and does not require a detailed VMT analysis. LANliAN
