INVOCATION: None. PLEDGE OF ALLEGIANCE: Chair Chung led the Pledge of Allegiance. APPROVAL OF MINUTES: Minutes of the regular meeting held Dec. 5, 2024 Motion by Commissioner Breyer, seconded by Commissioner Miringoff, to approve the minutes as presented. Motion carried, 7/0. PRESENTATIONS: None. PUBLIC COMMENT: None. CONSENT CALENDAR: None. PUBLIC HEARING: None. DEPARTMENTAL REPORTS: WILLIAM D. CANNON ART GALLERY EXHIBITION UPDATE: Receive an update on the upcoming exhibit in the William D. Cannon Art Gallery. (Staff contact: Alyson Benford, Library & Cultural Arts Department) Recommended Action: Receive the report. The Commission received the report. Programs & Venues Coordinator Alyson Benford reviewed a Power Point presentation (on file in the Office of the City Clerk). Commissioner George inquired about educational labels and if they are geared towards adults or children. Programs & Venues Coordinator Benford responded the language was accessible for all ages. Commissioner Nassiri inquired about the length of time between exhibits. Programs & Venues Coordinator Benford explained the process for this exhibit involved modifications and improvements to the gallery. There is additional time needed working with the artist to create an exhibit compared to renting an exhibit from another institution. Ms. Benford Feb.6,2025 Arts Commission Regular Meeting Page 2 shared that it's a strong internal goal to start to build the calendar out and coordinate with the Library and other departments. 2. FISCAL YEAR 2025-26 BUDGET POLICIES AND TIMELINES: Receive the fiscal year 2025-26 budget policies and timelines report. (Staff contact: Fiona Everett, Library & Cultural Arts Department) Recommended Action: Receive the report. The Commission received the report. Senior Management Analyst Fiona Everett reviewed a PowerPoint presentation (on file in the Office of the City Clerk). Commissioner Breyer inquired about anticipated savings at the end of this fiscal year and whether the new fiscal year budget will be adequate. Senior Analyst Everett responded that she anticipates spending most of the base budget, as staffing and services are back to pre- COVID levels, and that the new fiscal year budget will be adequate to meet community needs. Commissioner Carrillo inquired about the directive from the city where staff were told to decrease the budget. Senior Analyst Everett responded there are no required budget cuts for the new fiscal year. Commissioner George asked if there were plans to return to a schedule that includes being open on Sunday and have later hours. Senior Analyst Everett stated we have no plans to change the hours at this time. Commissioner Nassiri inquired if there is a cushion in the budget that is allowing the budget to stay the same due to the Schulman Auditorium being closed for many months Senior Analyst Everett responded the budget tied to the Schulman Auditorium was reduced this fiscal year in anticipation of its closure and will be fully funded again in the new fiscal year. 3. ESTABLISH ARTS & CULTURE MASTER PLAN SUBCOMMITTEE: Discuss and approve the Arts & Culture Master Plan Subcommittee. (Staff contact: Craddock Stropes, Library & Cultural Arts Department) Recommended Action: Establish an Arts & Culture Master Plan subcommittee, accept nominations and vote to approve assignments. Commissioner Ferone inquired about what the subcommittee entails. Cultural Arts Manager Stropes responded City Council needs a summary report of the status of the Master Plan and its progress to date, and then a recommendation of how to proceed with the next Master Plan so staff has a direction. Motion by Commissioner Breyer, seconded by Commissioner Miringoff, to approve the establishment of an Arts & Culture Master Plan Subcommittee with Commissioners Nassiri, Ferone and Breyer serving and Commissioner Carrillo as an alternate. Motion carried, 7/0. Feb.6,2025 Arts Commission Regular Meeting Page 3 4. DISCUSSION ON RESTRUCTURING OF COMMUNITY ARTS GRANTS: Discuss restructuring of Community Arts Grants. (Staff contact: Craddock Stropes, Library & Cultural Arts Department) Recommended Action: Discuss and provide feedback to staff. The Arts Commission discussed restructuring the Community Arts Grants and provided feedback for staff to consider in preparing the program for fiscal year 2026-27. COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: The Commission Members make brief announcements, brief reports of their activities and requests for future agenda items. CULTURAL ARTS MANAGERS COMMENTS: Cultural Arts Manager Stropes commented on the following: • Thanked Commissioner Miringoff for her service to the Commission and all her work in the community • Applications for the two upcoming vacant seats on the Arts Commission will be open until March 5 at noon • Thanked Commissioners Ferone and Chung for their service on the Barrio Traffic Circle Subcommittee • The artist that was selected for the Chestnut Underpass project will be beginning some public outreach in March • In April, we can look forward to some public outreach from the artist, Gordon Huether, for the Veteran1s Memorial Park project • Friday, Feb. 7 The Summer of Soul will be shown as well as a special showing at the Learning Center on Feb. 20 • The Explore More program will be starting on March 20 and will run through May 14. We have also partnered with the library to offer tours as well as the opportunity for each child to get their own library card • The City Council approved the TGIF schedule for the next three years on Jan. 14. Family art activities as well as initiating the sponsorship program will also return • The Schulman Auditorium is in its final stages of installations and our staff will be receiving training over the next few weeks • It is Museum Month in San Diego County and if you visit any of our library branches you can receive a free Museum Month pass Feb.6,2025 Arts Commission Regular Meeting Page 4 ANNOUNCEMENTS: We invite the Commissioners to attend and observe the California History & Arts Program at Leo Carrillo Ranch.
