Appoint an Arts Commissioner to present the work plan to Carlsbad Library & Arts Foundation.
Executive Summary
One of the goals stated in the fiscal year 2024-25 Arts Commission Work Plan is to appoint an
Arts Commissioner to present the Commissions work plan to the Carlsbad Library & Arts
Foundation.
Explanation & Analysis
On Dec. 12, the Arts Commission approved the fiscal year 2024-25 work plan which included a
goal to “appoint an Arts Commissioner to present the Commission’s work plan to the Carlsbad
Library & Arts Foundation.” On Feb. 4, City Council approved the Arts Commission work plan.
Arts Commissioner Gita Nassiri currently serves as chair of the Carlsbad Library & Arts Foundation
Board of Directors. Staff recommends that Ms. Nassiri be appointed to present the Arts
Commission work plan to the Carlsbad Library & Arts Foundation board.

Environmental Evaluation
The proposed action is not a “project” as defined by CEQA Section 21065 and CEQA Guidelines
Section 15378(b)(5) and does not require environment review under CEQA Guidelines Section
15060(c)(3) and 15061(b)(3), because the proposed action to appoint an Arts Commissioner to
present the work plan to Carlsbad Library & Arts Foundation is an organizational or administrative
government activity that does not involve any commitment to any specific project which may
result in a potentially significant physical impact on the environment. Any subsequent action or
direction stemming from the proposed action may require preparation of an environmental
document in accordance with CEQA or CEQA Guidelines.
