PLEDGE OF ALLEGIANCE: Commissioner Stine led the Pledge of Allegiance.
APPROVAL OF MINUTES: Minutes of the Regular Meeting held on Feb 5, 2025
Motion by Commissioner Stine, seconded by Commissioner Burrows to approve the minutes as
presented. Motion carried 6/0/0/1. {Merz -Absent)
PUBLIC COMMENT: None.
PUBLIC HEARING:
1. PONTO SEWER MANHOLE REHABILITATION PROJECT -SDP2024-0014, CDP2024-0019,
HMP2024-0007 -1) A resolution of the Planning Commission to adopt a Mitigated Negative
Declaration and Mitigation Monitoring and Reporting Program to rehabilitate nine existing
covers and concrete pads located between Avenida Encinas and Poinsettia Lane on North
County Transit District Right-of-Way and Waters End Homeowners Association conservation
easement property in Local Facilities Management Zone 22; and
2) A resolution of the Planning Commission to approve a Site Development Plan, SDP 2024-
0014, Coastal Development Permit, CDP2024-0019, and Habitat Management Plan Permit,
HMP2024-0007, to rehabilitate nine existing manholes via inspection, cleaning, crack repair,
lining, and replacement of external manhole covers and concrete pads located between
Avenida Encinas and Poinsettia Lane on North County Transit District Right-of-Way and
Waters End Homeowners Association Conservation easement property in Local Facilities
Management Zone 22.
ACTION TYPE: Quasi-Judicial
STAFF RECOMMENDATION: Take public input, close the public hearing,
and adopt the resolutions.

Shelley Glennon, who reviewed a PowerPoint on the Item. (On file in the Office of the City Clerk)
Chair Meenes opened the duly noticed public hearing at 6:05 p.m.

Seeing no one wishing to speak on this item, Chair Meenes closed the public testimony at 5:32p.m.
Commissioner discussion ensued.
Motion by Commissioner Lafferty, seconded by Commissioner Burrows to adopt Resolution Nos.
7538 and 7539. Motion carried 6/0/0/1. (Merz -Absent)
DEPARTMENTAL REPORTS: None.
COMMISSION MEMBER COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS:
This portion of the agenda is for the Commission to make brief announcements, brief reports of
their activities and requests for future agenda items.
Commissioners Foster and Lafferty reviewed some highlights of the Planning Commissioner's
Academy they attended March 5-7, 2025.
Commissioner Burrows attended a one day CEQA seminar and also shared that he found the
information valuable.

upcoming schedule of Planning Commission projects to be eard:
