Fiscal Analysis This action has no fiscal impact. Environmental Evaluation This action does not require environmental review because it does not constitute a project within the meaning of the California Environmental Quality Act under California Public Resources Code Section 21065 in that it has no potential to cause either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment. Personnel •High level overview of Drone Program POLICE DEPARTMENT CHIEF’S UPDATE 2 VEHICLE HABITATION ORDINANCE POLICE DEPARTMENT 3 •March 4-Presentation by P.D, C.A’s Office and Housing and Homeless Division regarding option for Council to amend the current Unlawful Camping municipal code to include “no camping” in vehicles •Council unanimously adopted muni code amendment •Municipal code went into effect 30 days after adoption on April 17, 2025 Personnel Additions •Presentation to Council on 3/4/25 regarding potential additional personnel requests that may come forward over the next 5 years to maintain service level, reduce response times, and keep up with changing landscape (population, city events, state housing mandates, etc.) •On 3/25/25 Council unanimously approved 6 additional personnel in the next fiscal year POLICE DEPARTMENT 4 6 Personnel Additions •1 Digital Forensic Specialist •3 Patrol Officers •1 Internet Crimes Against Children Detective •1 Special Events/Traffic Sergeant •Recruitment currently underway to fill spots with funding on 7/1/25 POLICE DEPARTMENT 5 •11 Active Pilots•In 2025, 226 mission-based flights thus far. •Over 700 flights in 2024•9 Active Drones in inventory•Use Axon’s Dronesense software Whats Next ? •In depth presentation at next Commission meeting in July to include success stories with drone usage•Real-Time Crime Center integration in the future POLICE DEPARTMENT DRONE PROGRAM 6 QUESTIONS or FEEDBACK?
