Executive Summary City commissions and boards may appoint liaisons, ad hoc subcommittees, or members to ad hoc subcommittees as needed. The Historic Preservation Commission has expressed interest in developing a closer relationship with the Carlsbad Historical Society to accomplish shared goals and objectives. At the upcoming meeting, staff will facilitate the Historic Preservation Commission’s appointment of a liaison to assist staff with various activities that foster communications and collaboration with the Carlsbad Historical Society. Discussion The Historic Preservation Commission may appoint subcommittees or liaisons to address specific issues and provide steering advice or direction on matters within its purview. The Historic Preservation Commission developed an Annual Work Plan during its meeting on March 10, 2025. The Work Plan and complementary actions are intended to guide the Commission and city staff efforts over the next fiscal year. Three tasks were identified in the work plan that relates to improved communication and collaboration with the Carlsbad Historical Society, as summarized below. • Coordinate preservation efforts with the Carlsbad Historical Society and consider designating a member of the Historical Preservation Commission to serve as a liaison with the Carlsbad Historical Society. • Foster partnership with the Carlsbad Historical Society and provide oversight for the ongoing effort to preserve the Magee House (i.e., Carlsbad Historical Society Museum). • Collaborate with the Carlsbad Historical Society to host a community "history" event. The Carlsbad Historical Society (Society) is a non-profit organization, established in 1975. Its goal is to preserve, promote, and enhance knowledge of the surrounding area's history. Forming a limited subcommittee or appointing a commissioner liaison to assist staff with HISTORIC PRESERVATION COMMISSION Staff Report various activities that foster communications and collaboration with the Society would be an efficient way to devote the time to this assignment and build and maintain a partnership for preservation efforts. At this time, staff requests that the Commission appoint a liaison (one commissioner) to help with two-way communications and other related activities. The appointed liaison would be tasked with the following assigned scope of work and responsibilities: • Attending Society meetings (held quarterly) and keeping the Commission up to date and informed of ongoing business through brief oral or written reports to the Commission. • Keeping the Society informed about issues being considered by the Commission, and their progress. This is to be accomplished by meeting minutes distributed or through oral reports to the Society. • Provide oversight for the ongoing effort to preserve the Magee House (i.e., Carlsbad Historical Society Museum). • Collaborate with the Carlsbad Historical Society to host a community "history" event. In this role, the liaison is expected to represent the full Commission with communications, processes, or actions related to the Commission. The liaison may only commit people and resources for work that has been budgeted and approved by the city’s management team or the City Council. Fiscal Analysis There is no direct fiscal impact associated with receiving this informational report. Environmental Evaluation (CEQA) The proposed action is not a “project” as defined by CEQA Section 21065 and CEQA Guidelines Section 15378(b)(5) and does not require environment review because it is an organizational or administrative government activity that does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment. Any subsequent action or direction stemming from the proposed action may require preparation of an environmental document in accordance with CEQA or CEQA Guidelines. Exhibits None.
