HomeMy WebLinkAbout2025-05-13; City Council; Resolution 2025-103Exhibit 1 RESOLUTION NO. 2025-103 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING A NEW JOB CLASSIFICATION OF DIGITAL FORENSICS SPECIALIST AND REVISIONS TO THE CARLSBAD POLICE OFFICERS’ ASSOCIATION SALARY SCHEDULE WHEREAS, the City Council has determined the need to create a Digital Forensics Specialist classification; and WHEREAS, the City Council has determined the need to revise the Carlsbad Police Officers’ Association Salary Schedule to include the Digital Forensics Specialist classification; and NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1.That the above recitations are true and correct. 2.The proposed action is not a “project” as defined by California Environmental Quality Act Section 21065 and CEQA Guidelines Section 15378(b)(2) and (5) and does not require environmental review under CEQA Guidelines Section 15060(c)(3) as it is a government organizational or administrative activity that will not result in direct or indirect physical changes in the environment. 3.The Digital Forensics Specialist classification as described in Attachment A is approved. 4.That the updated CPOA Salary Schedule in Attachment B is approved. PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of Carlsbad on the 13th day of May, 2025, by the following vote, to wit: AYES: Blackburn, Bhat-Patel, Acosta, Burkholder, Shin. ABSENT: None. _____________________________________ KEITH BLACKBURN, Mayor ______________________________________ SHERRY FREISINGER, City Clerk (SEAL) May 13, 2025 Item #2 Page 3 of 16 Docusign Envelope ID: 38A1C07C-C7BD-45A7-B7CE-C4E4D8833E35 Police Officer Page 1 of 3 CITY OF CARLSBAD CLASS SPECIFICATION JOB TITLE: DIGITAL FORENSICS SPECIALIST DEPARTMENT: POLICE BASIC FUNCTION: Under general supervision, a Digital Forensics Specialist performs highly specialized physical evidence examinations related to computer and digital forensics, video and surveillance system analysis, note taking, report writing, and courtroom testimony; conducts digital forensic activities to uncover digital data, examine the information, and preserve the information for evidence; and performs other related duties as assigned. KEY RESPONSIBILITIES: The Digital Forensics Specialist advises the unit supervisor in planning, coordinating, and directing digital forensic activities. Inventories examines and performs complex technical analyses of computer-related evidence such as digital media, including hard drives, cell phones, optical disks, memory cards, and other electronic data storage media. Locates, examines, and collects digital evidence that may exist on external “cloud” servers. Prepares written findings, displays, or graphic representations for court presentation; testifies and interprets findings established by laboratory analyses and may serve as a qualified expert witness. Conducts research into new methods and procedures of scientific criminal investigation; maintains awareness of new developments in digital forensics; and incorporates new developments as appropriate within policy guidelines. Works with other law enforcement agencies to coordinate findings or seek alternative digital forensic analysis methods. Participates in law enforcement working groups and or task forces as directed. Participates in meetings or other related groups. Provides local law enforcement agencies with forensic research, application, advanced casework, methodology development, and training. Processes crime scenes and/or clandestine laboratory scenes for video evidence and physical evidence and reconstructs the events of the crime from the evidence. Performs other related duties as assigned. QUALIFICATIONS: Attachment A May 13, 2025 Item #2 Page 4 of 16 Docusign Envelope ID: 38A1C07C-C7BD-45A7-B7CE-C4E4D8833E35 Police Officer Page 2 of 3 Ability to: • Troubleshoot, repair, and optimize a variety of computer types, peripheral equipment, software, and networks. • Disassemble suspect computers. • Identify and analyze data available on computers taken in investigations. • Gather and preserve evidence. • Work as a team member. • Operate laboratory computer equipment and software. • Provide technical support to Police Investigators. • Give and follow oral and written instructions. • Maintain adequate record-keeping systems. • Write reports and correspondence. Knowledge of: • Principles, practices, and techniques used in computer systems criminal investigation. • Evidence collection. • Analysis and documentation of investigations. • Computer hardware, software, and networks. • Specialized forensic software. • Standard business and personal computer software and the internet. • Computer operating systems. • Departmental practices and procedures. • Applicable laws, rules and regulations such as California Penal Code, California Health & Safety Code, California Vehicle Code, California Evidence Code, Municipal Code and various training and information bulletins. EXPERIENCE AND EDUCATION: Any combination equivalent to experience and education that could likely provide the required abilities is qualifying. A typical way to obtain these abilities would be: Equivalent to an Associate’s degree from an accredited college or university in criminal justice, forensic science, or related field and a minimum of two years’ experience in criminal investigation and/or personal computer and network hardware and software. LICENSE AND CERTIFICATION Possession of a valid California Motor Vehicle Operator's license; must pass an extensive background check. PHYSICAL/MENTAL REQUIREMENTS AND ENVIRONMENTAL SETTING: While performing the duties of this class, an employee is regularly required to sit; talk or hear, in person and by telephone; use hands to finger, handle, feel or operate equipment; and reach with hands and arms. May be required to stand for long periods of time in adverse conditions. Must be able to lift 60 pounds. While performing the duties, employees of this class are regularly required to use written and oral communication skills; read and interpret information and documents; analyze and solve problems; use and apply reasoning and abstract concepts; observe and interpret people and situations; learn and apply new information or skills; perform highly detailed work; work under intensive deadlines; work under potentially stressful situations; and interact with staff and others encountered in the course of work. The employee works under varying environments ranging from typical office conditions with low noise levels to difficult field environments and/or enclosed spaces, and adverse outdoor conditions including inclement weather and loud noise. Additionally, the employee may be exposed to victims and suspects of crimes, bodies of deceased persons to include those associated with traumatic deaths, hazardous and/or volatile chemicals, unpleasant odors, or unhealthy crime scenes. Employee is required to travel within and outside city limits during normal work hours to visit crime scenes or attend meetings. The employee may be required to be on-call for crime scene investigations after normal working hours.
