Eric Lardy, City Planner 4L,,'--- EA 2025-0051-Poinsettia Lane Sewer Replacement C cityof Carlsbad Thank you for submitting an Early Assessment for the Poinsettia Lane Sewer Replacement Project (CIP No. 5548). The project involves replacing approximately 2,600 linear feet of aging 12-inch polyvinyl chloride (PVC) sewer pipe along Poinsettia Lane. The project proposes upsizing the existing pipe with the installation of approximately 950 feet of new 15-inch PVC pipe and 1,650 feet of new 18-inch PVC pipe to accommodate future sewer flows associated with ultimate basin buildout and anticipated Housing Element development. Ten sewer manholes along the alignment will be rehabilitated with an interior epoxy coating following pipe replacement. Work will occur entirely within the existing paved public right- of-way, with trench depths ranging from 10 to 25 feet, and will include asphalt pavement restoration consistent with City Standard Drawing GS-26. Construction will involve temporary lane closures and traffic control measures along Poinsettia Lane. In response to your application, the Planning Division has prepared this comment letter to provide preliminary direction and comments based on the information submitted to date. Please note that the purpose of an Early Assessment is to provide you with direction and comments on the overall concept of your project. This Early Assessment does not represent an in-depth analysis of your project. It is intended to give you feedback on critical issues based upon the information provided in your submittal. This review is based upon the plans, policies, and standards in effect as of the date of this review. Please be aware that at the time of a formal application submittal, new plans, policies, and standards may be in effect and additional issues of concern may be raised through a more specific and detailed review. Planning Division Comments: General Plan 1. The project is located entirely within the public right-of-way of Poinsettia Lane, beginning approximately 750 feet east of Alicante Road and terminating approximately 300 feet west of El Fuerte Street. The project does not involve private property and lies outside the Coastal Zone and any mapped floodplain. Surrounding properties are designated in the General Plan for open space, public and residential uses. All surrounding areas are zoned Planned Community (P-C) and are governed by adopted Master Plans, including Bressi Ranch (MP 178, Planning Area K), and Villages of La Costa (MP 98-0lD, Planning Area G). 2. As described in the March 25, 2025 staff report to City Council regarding CIP No 5548, the upsizing of the sewer main on Poinsettia Lane was initiated in response to updated city engineering standards, increased existing demand, and planned residential development anticipated by the city's Housing Element and 2019 Sewer Master Plan Update. The project is generally consistent with the following General Plan goals and policies: • Goal 2-G.21: Ensure that adequate public facilities and services are provided in a timely manner to preserve the quality of life of residents. • Goal 2-G.22: Develop programs that correlate the projected population with the service capabilities of the city. • Policy 2-P.58: Require compliance with Growth Management Plan public facility performance standards, as specified in the Citywide Facilities and Improvements Plan, to ensure that adequate public facilities are provided prior to or concurrent with development. Environmental Review -CEQA Compliance 3. Environmental review has been completed through Environmental Impact Assessment EIA-2025- 0002, which confirms that the project remains within the scope of the certified 2012 Program EIR (EIR 12-01) and 2019 Addendum, pursuant to CEQA Guidelines Section 15168. No new environmental document or CEQA-triggered discretionary permit is required. EIA-2025-0002 is attached. 4. As outlined in EIA-2025-0002, the project is subject to applicable mitigation measures and project design features adopted through the 2012 Program EIR and 2019 Addendum for the city's Sewer Master Plan Updates. Additional Considerations 5. Construction hours must comply with Carlsbad Municipal Code Section 8.48.010, which prohibits construction activity before 7:00 a.m. on weekdays, before 8:00 a.m. on Saturdays, after 6:00 p.m. on any day, and at all times on Sundays and federal holidays. This requirement should be reflected in construction plans and contractor specifications. As the submitted EA application indicates, Construction is expected to occur in coordination with the school summer break period. Land Development Engineering Comments 6. Right-of-way (ROW) work will require a permit from Land Development Engineering (LDE), including submittal of a Traffic Control Plan to accommodate vehicular, bicycle, and pedestrian circulation during construction. Please coordinate with LDE during final design.
