Thank you for submitting a preliminary review application for a 1,301-square-foot modification of an
existing 1,355-square-foot detached accessory structure located adjacent to the rear and side property
lines at 2844 Wilson Street. Specifically, the modification includes reroofing, refinishing of the structure's
exterior and an interior demolition to add a sewer connection and fixtures. The project site, an
approximately 20,105-square-foot lot, is currently developed with a single-family residence, a detached
garage, and a workshop/shed. Access will continue to be provided off Wilson Street. This parcel is located
outside of the Coastal Zone.
In response to your application, the Planning Division has prepared this comment letter. Please note that
the purpose of a preliminary review is to provide you with direction and comments on the overall concept
of your project. This preliminary review does not represent an in-depth analysis of your project. It is
intended to give you feedback on critical issues based upon the information provided in your submittal.
This review is based upon the plans, policies, and standards in effect as of the date of this review. Please
be aware that at the time of a formal application submittal, new plans, policies, and standards may be
in effect and additional issues of concern may be raised through a more specific and detailed review.
Planning:
General
1. General Plan and zoning designations for the property are as follows:
a. General Plan: Residential 0-4 units/acre (R-4)
b. Zoning: One-Family Residential (R-1-9500)
2. The project requires the following permits:
a. Building Permit. Please be advised that the Planning Division cannot support the modification to
the structure. Please comment No. 3 and comments from the Fire Department for additional
information.

3. Use and Permit Status of Existing Detached Accessory Structure. The existing detached accessory
structure is located adjacent to the side and rear property lines and within the required side and rear
yard setbacks in the R-1-9500 Zone. Please see the link below for information regarding the setbacks.
Please note, the setbacks and maximum building size in the R-1 Zone vary based on whether the area
is habitable or unhabitable space.

What has been submitted to Planning for review appears to be building plans submitted to the city.
However, there is no record of an issued permit to legalize the structure. If you have a record of a
building permit for the building, please submit the permit to Planning for review. Without a permit,
any alteration to this structure would require compliance with current setback requirements. If the
structure can be relocated out of the setbacks, Planning staff can consider modifications to the
structure. As discussed above, depending on the use of the structure, different setbacks and maximum
building area could apply.
Land Development Engineering
1. No comments.
Building Division:
1. No comments.
Fire Department:
1. Clarify scope of work to be conducted. Proposed design contains features that appear to be
conversion of a workspace (storage) to an ADU. This would require a change of occupancy to
residential occupancy.
2. Demonstrate fire department access route and hose pull distance from the public way to the
farthest point on the exterior of the structure. Hose pull shall be less than 150 feet.
3. Property is in an area that is newly mapped as a Very High Fire Severity Zone. Once City of Carlsbad
adopts the updated fire hazard severity zone map (anticipated to be in July), the structure may be
required to comply with ignition-resistant construction.
4. Defensible space requirements (CFC Chapter 49) will apply for this structure in the very high fire
severity zone.
