This count is a bi-annual requirement of the Department of Housing and Urban Development {HUD) for all Continuums of Care {Coe) who receive federal funding. The Regional Taskforce on Homelessness (RTFH) manages the San Diego County's Coe and has elected to exceed this requirement by conducting the count annually each January. The city uses multiple measurements to evaluate the effectiveness of reducing its unsheltered homeless population. The annual PITC is one data source to gauge the year-over-year demographic trends and approximate the number of homeless persons living in Carlsbad. The PITC is conducted one night per year to collect data on homelessness in our region. While it does not give the complete picture on how many people experience homelessness throughout the year, it does provide data about the approximate number of homeless persons there are on a given night. It is one of the tools used nationally to assess progress each year toward the goal of reducing homelessness and is often used for funding decisions. The following information reflects the 2025 PITC data officially released by RTFH on May 20, 2025. Regionally, the San Diego County's unsheltered homeless PITC decreased by about 7%. The City of Carlsbad saw a decrease in the total unsheltered numbers from 112 individuals in 2024 to 101 individuals in 2025 {-10%). There were 61 people who were counted living in vehicles which is about 60% of the total unsheltered count. This was an increase in five people counted living in vehicles compared to last year. It is important to note that the count occurred prior to the implementation of the updated unlawful camping ordinance which includes vehicles and the launch of the new vehicular outreach program. Please note there is incorrect data reflected in the sheltered population for Carlsbad that city staff are trying to correct with the RTFH. The report should reflect: • There are 50 shelter beds available for homeless men in Carlsbad. However, there are shelter beds that are being incorrectly attributed to Carlsbad, showing that there are 65 total shelter beds available with 42 utilized. • City staff are not aware of any safe haven beds, but the report reflects 20 safe haven beds available with 17 utilized. • City staff are also trying to correct the inventory of permanent supportive housing beds as we believe it should reflect 55 as opposed to 70. The inaccurate shelter beds erroneously increase our total count, which will throw off year over year comparisons. The report shows a total sheltered and unsheltered count of 160 compared to 189 last year, which reflects a 15% decrease. However, city staff believe both figures contain incorrect sheltered information. City staff believe the correct information should reflect a total of 143 in 2025 compared to 150 for 2024, which is approximately a 5% decrease. Below are some important points to receive context around the data: • The unsheltered population number is in line with what volunteers reported out to city staff during the PITC. • Carlsbad makes up approximately 3.5% of the region's population, but less than 1.8% of the region's unsheltered population. • The North County Coastal unsheltered population decreased from 596 individuals in 2024 to 510 individuals in 2025, a decrease of 14.4%. • The North County overall area experienced a 16% decrease in the unsheltered population. The North County Region, including inland areas, accounts for approximately 17% of the homeless population in San Diego County for the 2025 PITC. For this reason, the PITC does not provide enough conclusive Point-in-Time Count (PITC) 2025 Results (Districts -All) May 20, 2025 Page 4 evidence to determine achievement towards the City Council's goal of reducing homelessness in Carlsbad. Staff will continue to report on a variety of data points to inform the City Council and the public about the progress the city is making toward its goal to reduce homelessness.
