A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING THE PLANS, SPECIFICATIONS AND CONTRACT
DOCUMENTS AND AUTHORIZING THE CITY CLERK TO ADVERTISE FOR BIDS
FOR THE 2025 CONCRETE REPAIR PROJECT AS PART OF THE CONCRETE
REPAIR/REPLACEMENT PROGRAM
WHEREAS, the City Council of the City of Carlsbad, California has determined it necessary,
desirable and in the public interest to replace damaged and unusable concrete and upgrade existing
ramps or concrete with Americans with Disabilities Act, or ADA, compliant curb ramps as part of the
city’s Concrete Repair/Replacement Program; and
WHEREAS, the plans, specifications and contract documents for the 2025 Concrete Repair
Project, Capital Improvement Program, or CIP, Project No. 6013-25, or Project, have been prepared
and are on file at the City Clerk’s Office and are incorporated by reference; and
WHEREAS, Carlsbad Municipal Code Section 3.28.080(E) requires the City Council to approve
plans, specifications and contract documents for all construction projects that are to be formally bid
upon when the value exceeds $220,000; and
WHEREAS, the cost of the Project is estimated to be $701,000, which does not include
construction contingency and construction management and inspection costs; and
WHEREAS, the Project is funded with Gas Tax and Road Maintenance and Rehabilitation
Account funds, and sufficient funding is available to complete the Project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1.That the above recitations are true and correct.
2.That the City Council has determined that the proposed action for construction of
Concrete Repairs and Replacement of ADA Curb Ramps is categorically exempt from
environmental review under the California Environmental Quality Act, or CEQA,
Guidelines Section 15301 because it involves the maintenance, repair or minor
alteration of existing facilities with negligible or no expansion of the existing or former
use. No exceptions to the categorical exemption as set forth in CEQA Guidelines Section
15300.2 or Carlsbad Municipal Code Section 19.04.070(C) apply.

3.That the plans, specifications and contract documents for the 2025 Concrete Repair
Project, CIP Project No. 6013-25 (Exhibit 3 to the companion Staff Report) are approved.
4.That the City Clerk is authorized and directed to publish in accordance with state law, a
Notice to Contractors Inviting Bids for construction of the Project, CIP Project No. 6013-
25, in accordance with the referenced plans, specifications and contract documents.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of
Carlsbad on the 20th day of May, 2025, by the following vote, to wit:
AYES: Blackburn, Bhat-Patel, Acosta, Burkholder, Shin.
NAYS: None.
ABSTAIN: None.
ABSENT: None.
