A preliminary review of your project was conducted on September 20, 2001.
Listed below are the issues raised by staff. Please note that the purpose of a
preliminary review is to provide you with direction and comments on the overall
concept of your project. The preliminary review does not represent an in-depth
analysis of your project. Additional issues of concern may be raised after your
application is submitted and processed for a more specific and detailed review.
Planning:
1 . The project will require the processing of a Site Development Plan to be
cor:,sidered by the Planning Commission. A Hillside Development Permit is
not required if the rear slope is not graded/developed and the required
blufftop setback is provided. The perimeter slope on the site's west side
can be graded/developed.
2. Confirm the net lot area (excluding slopes over 40%). Allowable density is
based on the net lot area multiplied times 19, which is the growth
management control point for the RH, Residential High General Plan
designation ( 1 9 dwelling units/acre). If net area is .31 8 acres then six units
could be allowed. Apartment units are proposed; no condominium or
ownership type units are proposed.
3. Be sure all garages provide 20-foot minimum interior dimensions.
4. Planning Commission review may require recreational amenities. Provide the
maximum amount of private and any common recreation space possible.
5. Guest parking needs to be heavily screened from La Costa Avenue.

6. No architecture provided for review; the project will need to be consistent
with City Council Policy No. 44 regarding architectural design.
7. Heavy landscaping will be necessary for the project, and also to secure
staff's support for the 1 O' front yard setback.
8. A noise study is required since 5 or more dwelling units are ·proposed. The
noise study needs to assess compliance with the City's noise standards.
Engineering:
1 . Engineering issues were provided previously.
