HomeMy WebLinkAbout2025-06-10; City Council; Resolution 2025-124Exhibit 1 RESOLUTION NO. 2025-1244 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ADOPTING THE PLANS, SPECIFICATIONS AND CONTRACT DOCUMENTS, AUTHORIZING THE CITY CLERK TO ADVERTISE FOR BIDS AND APPROPRIATING FUNDS FOR THE POLICE & FIRE HEADQUARTERS CENTRAL PLANT REPAIR PROJECT WHEREAS, the City Council of the City of Carlsbad, California has determined it necessary, desirable and in the public interest to construct the Police & Fire Headquarters Central Plant Repair Project, or Project; and WHEREAS, staff recommend a design which incorporates replacing the 100-ton chiller with two 50-ton chillers to introduce redundancy and significantly reduce the possibility of a scenario where the facility would not have cooling; and WHEREAS, the new chiller design would require replacement of the electrical distribution panel to satisfy the additional equipment needs and to achieve redundancy; and WHEREAS, to accommodate the new design, the concrete housekeeping pad that the existing chiller is installed on requires a slight modification; and WHEREAS, the Project includes work to address a chronic drainage issue in the central plant area concurrently, thereby realizing cost savings with a concrete specialty contractor; and WHEREAS, the plans, specifications and contract documents for the Project are on file at the City Clerk’s Office and are incorporated by reference; and WHEREAS, staff request an appropriation in the amount of $573,330 from the Infrastructure Repair and Replacement Fund to fund construction of the Project. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1.That the above recitations are true and correct. 2.That the proposed action for replacement of an existing 100-ton chiller at the Police & Fire Headquarters central plant is categorically exempt from environmental review under California Environmental Quality Act, or CEQA, Guidelines Section 15301 because it involves the maintenance, repair or minor alteration of existing facilities with negligible or no expansion of the existing or former use. No exceptions to the categorical June 10, 2025 Item #9 Page 4 of 7 Docusign Envelope ID: 3200D42E-7261-4E41-96CF-D60758B844E5 exemption as set forth in CEQA Guidelines Section 15300.2 or Carlsbad Municipal Code Section 19.04.070(C) apply. 3.That the plans, specifications and contract documents for the Police & Fire Headquarters Central Plant Repair Project are adopted, and the City Clerk is authorized to advertise for bids. 4.That the City Manager or designee is authorized to appropriate $573,330 from the Infrastructure Repair and Replacement Fund to fund construction of the Police & Fire Headquarters Central Plant Repair Project. PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of Carlsbad on the 10th day of June, 2025, by the following vote, to wit: AYES: Blackburn, Bhat-Patel, Acosta, Burkholder, Shin. NAYS: None. ABSTAIN: None.
