Recommended Action
Adopt a resolution recommending that the City Council approve the July 2024 – June 2025
Housing Commission Work Plan Report and the FY 2025-26 Housing Commission Work Plan.
Executive Summary
City Council Policy No. 90 outlines the policies for administration, requiring an Annual Report
that shall be reviewed by the Housing Commission. Additionally, Carlsbad Municipal Code
(CMC)Section 2.15.020 (C) requires that each board or commission provide to the City Council
for its approval an annual work plan of activities to be undertaken and to provide a subsequent
report of its accomplishments. Attached for the Housing Commission’s review and
consideration is a report of the July 2024 – June 2025 Work Plan accomplishments and the FY
2025-26 Housing Commission Work Plan.
Explanation & Analysis
The Housing Commission was established to advise and make recommendations to the
Community Development Commission (the governing body of the Carlsbad Housing Authority)
and/or the City Council on issues related to affordable housing. The items covered within this
report include the July 2024 – June 2025 Housing Commission Work Plan Report, as well as a
recommendation for a new FY 2025-26 Work Plan.
July 2024 – June 2025 Housing Commission Work Plan Report and FY 2025-26 Housing
Commission Work Plan
In 2018, the City Council revised the CMC to create uniform policies and procedures related to
boards and commissions, including a requirement for annual work plans. The purpose of the

Work Plan is to encourage increased dialogue between the Housing Commission and the City
Council. It is also intended to ensure that the Housing Commission is working in line with the
priorities of the City Council.
On July 16, 2024, the City Council approved the July 2024 – June 2025 Housing Commission
Work Plan. In carrying out its duties under the Carlsbad Municipal Code and consistent with the
Work Plan, the Housing Commission met a total of eight times during the fiscal year period. The
attached report outlines the status of July 2024 – June 2025 Work Plan tasks as Exhibit 1,
Attachment A.
Several tasks in the July 2024 – June 2025 Work Plan are still in process or are recurring or
ongoing in nature. Staff suggests it is appropriate to carry such tasks forward to the FY 2024-25
Work Plan. One-time tasks that were completed in July 2024 – June 2025 have been removed
from the Work Plan for FY 2025-26. The Housing Commission provided feedback on a draft
work plan to staff in May 2025. That feedback has been incorporated into the FY 2025-26
Housing Commission Work Plan provided as Exhibit 1, Attachment B.
Next Steps
After the Housing Commission's review and acceptance, the July 2024 – June 2025 Housing
Commission Work Plan Report and the FY 2025-26 Housing Commission Work Plan will be
forwarded to the City Council for their review and approval.
Environmental Evaluation
The proposed action is not a “project” as defined by CEQA Section 21065 and CEQA Guidelines
Section 15378(b)(5) and does not require environmental review under CEQA Guidelines Section
15060(c)(3) and 15061(b)(3), because the proposed action to report on are work plans, which
are an organizational or administrative government activity that does not involve any
commitment to any specific project which may result in a potentially significant physical impact
on the environment. Any subsequent action or direction stemming from the proposed action
may require preparation of an environmental document in accordance with CEQA or CEQA
Guidelines.

I.Mission Statement
The mission of the Housing Commission is to promote housing security and affordability for community members within the City of
Carlsbad, including lower income families and people with special housing and supportive service needs.
II.Composition
The Housing Commission consists of five members who are appointed by the Mayor and confirmed by the City Council. Members shall
serve four-year terms.
III.Fiscal Year 2024-25 Goals & Tasks
Below is the current status of the July 2024 – June 2025 Housing Commission goals and tasks:

(PHA).
The Housing Commission met twelve times from July 2024 -
June 2025 to consider a range of items within the scope of
their function, including review, input and recommendations
on:
•The Homeless Response Plan Update and Homelessness
Action Plan Funding Plan
•Amendments to the Housing Choice Voucher
Administrative Plan
In addition, the Housing Commission received various
informational reports and updates on housing and
homelessness-related matters.
The Housing Commission will continue to
carry out their functions in FY 2025-2026,
consistent with the Carlsbad Municipal Code.
b.Review and recommend for approval
to City Council the Public Housing
Agency Annual Plan for year FY 2024-
25.
On March 13, 2025, the Housing Commission recommended
approval of the PHA Annual Plan to the City Council.
The task is complete. The City Council
adopted the Annual PHA Plan on April 15,
2025. Recommend this as a recurring task for
the next Work Plan.
c.Examine housing policy questions as
referred by the City Council.
No housing policy questions were referred during the
period.
Removed as an ongoing task as this is an
essential function of the Housing Commission

veteran homelessness.This item was a part of the Homelessness Response Plan
Update conducted Nov. 14, 2024. The Housing Commission
also heard and recommended on Jan. 9, 2025, that the
Community Development Commission approve the
agreement with the County of San Diego for the
administration of project-based vouchers for veterans.
This task is complete.
Goal 3: Improve understanding of housing programs, policies and laws.
a.Receive legislative update offered or
arranged by the City of Carlsbad.
The Housing Commission will receive a presentation
regarding the city’s legislative update on July 10, 2025.
