APPROVAL OF MINUTES: Minutes of the Regular Meeting held on Feb. 6, 2025 Motion by Commissioner Corrigan, second by Chair Stark to approve the Minutes of the Regular Meeting held on Feb. 6, 2025, as presented. Motion carried, 5/0/0/1 (Woolsey – Absent). PRESENTATIONS: None. CONSENT CALENDAR: None. PUBLIC COMMENT: None. PUBLIC HEARINGS: None. DEPARTMENTAL REPORTS: 1. CLEAN-UP EVENT ON THE CITY-CONTROLLED NORTH BEACH - Select a date and time for the first 2025 beach clean-up event on the city-controlled north beach. (Staff contact: Nick Stupin, Parks & Recreation Department) Recommendation: Select a date and time for the first 2025 beach clean-up event. Commission discussion ensued regarding meeting dates and time. ACTION: Motion by Vice Chair Norall, a second by Commissioner Ferguson, for the beach clean-up event to be held on July 12, 2025, 8:30 a.m. to 10:30 a.m. – 5/0/0/1 (Woolsey – Absent). 2. STATE PARKS REPORT ON BEACH OPERATIONS AND ACTIVITIES - Receive an informational report from the California Department of Parks & Recreation staff. (Staff contact: Nick Stupin, Parks & Recreation Department) Recommendation: Receive the informational report. Commission received the information report. April 3, 2025 Beach Preservation Commission Regular Meeting Page 2 of 3 Vice Chair asked if there have been disturbances to the sand fencing. Commissioner Rothman asked if there have been scalability evaluations, in comparison to other projects. Commissioner Ferguson inquired if the project would help minimize the cobblestone and increase sand retention. 3. REPORT OUT ON THE COMMISSION’S WORK PLAN FOR 2024 - Review the Beach Preservation Commission’s Work Plan for 2024 and report out on progress made towards completing its goals and tasks. (Staff contact: Nick Stupin, Parks & Recreation Department) Recommendation: Review the work plan for 2024 and report-out on progress made. Commission reviewed the plan. Commissioner Ferguson asked for updates on all dredging projects. Commissioner Rothman inquired about the Batiquitos Lagoon dredging project. Chair Stark asked for an update on the Buena Vista Lagoon Enhancement Project, as related to conditions at the Rue de Chateaux area of the north beach. Vice Chair Norall indicated she attended the Shoreline Preservation Group and commented on sand retention topics discussed at the meeting. 4. OCEANSIDE’S BEACH SAND NOURISHMENT AND RETENTION PROJECT UPDATE - Receive an informational report on the City of Oceanside’s Beach Sand Nourishment and Retention Project. (Staff contact: Nick Stupin, Parks & Recreation Department) Recommendation: Receive the informational report. Commission received the report. Chair Stark and Commissioner Ferguson expressed their opinion on the need for city representatives to participate in the Shoreline Preservation Group Meetings. COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: This portion of the agenda is for the Commission to make brief announcements, brief reports of their activities and requests for future agenda items. The Commission requested updates on the SANDAG Buena Vista Lagoon Enhancement Project, Oceanside Beach Sand Nourishment & Retention Project, and SANDAG Regional Beach Sand Project III. Chair Stark also inquired about an update on the South Carlsbad Blvd. Climate Adaptation Project. Parks & Recreation Director Kyle Lancaster indicated staff would request a State Parks Report on beach operations and activities, including the status of the region’s algal bloom. April 3, 2025 Beach Preservation Commission Regular Meeting Page 3 of 3 DIRECTOR’S COMMENTS: Director Lancaster expressed his appreciation of the Commissioners’ volunteerism, regardless of whether they remain a Beach Preservation Commission or are converted to an Environmental Sustainability Commission.
