Executive Summary The Parks & Recreation Department Report (Exhibit 1) provides information on recently completed and upcoming department events, activities, programs and projects, as well as any donations or other relevant topics of interest. Fiscal Analysis This action has no fiscal impact. Environmental Evaluation This action does not require environmental review because it does not constitute a project within the meaning of the California Environmental Quality Act under Public Resources Code Section 21065 in that it has no potential to cause a direct physical change or a reasonably foreseeable indirect physical change in the environment. Exhibits 1.Department report May 19, 2025 Item #1 1 of 9 PARKS & RECREATION COMMISSION Staff Report Exhibit 1 PARKS & RECREATION DEPARTMENT REPORT May 19, 2025 GENERAL & RECREATION Alga Norte Aquatic Center Pirate Plunge On March 29, 2025, the Alga Norte Aquatic Center hosted the annual Pirate Plunge. Nearly 400 attendees plunged into a day of swashbuckling fun, enjoying interactive pool games such as treasure diving, Cannonball Crush, 'X' Marks the Spot, and Walking the Plank. Younger guests had a blast navigating the dolphin slide and splashing around at the Splash Pad. On dry land, kids embarked on a treasure hunt, slid down a pirate ship slide, and captured memories at a photo opportunity. Stagecoach Community Center Celebrates Inclusivity and Athleticism Stagecoach Community Center recently hosted Goalball, an engaging sport played exclusively by athletes who are blind or visually impaired. Created in 1946 to aid the rehabilitation of WWII veterans, Goalball has since become a Paralympic sport, making its debut at the 1976 Toronto Games. This was a great opportunity to celebrate inclusivity and athleticism within our community. Nutrition Services Agreement at Carlsbad Senior Center On April 1, 2025, the city implemented a new agreement with Meals on Wheels San Diego County to provide meal services through the Senior Center. The program offers prepared meals for group service at the Senior Center, as well as prepared meals for delivery to those seniors who are homebound. Eligible Carlsbad residents (60+) can receive nutritious meals Monday through Friday from Meals on Wheels under the agreement. A donation per meal is recommended but not required. Pine Avenue Community Center Spring Break Camp From April 7 to 11, 2025, the Pine Avenue Community Center welcomed 30 excited campers, ages 5 to 13, for Spring Break Kidz Camp. Throughout the week, participants enjoyed a variety of engaging activities, highlighted by a fun-filled field trip to the Skyzone Trampoline Park, making for a memorable and active spring break experience. EGGstravaganza On April 19, 2025, the city’s EGGStravaganza Spring Festival attracted over 3,000 attendees to the Poinsettia Community Park. With 13,000 candy-filled eggs, children of all ages took part in egg hunts across three designated fields. Families enjoyed a variety of activities, including cookie decorating, face painting, and fun inflatables in the Fun Zone. The Easter Bunny was also present for photos and interactions. The event was a great success, thanks to the help of 89 dedicated volunteers. Teens Tidy Up for Earth Day On April 22, 2025, in celebration of Earth Day, our Leadership in Training and Education (L.I.T.E.) program participants rolled up their sleeves for a park clean-up at the Pine Avenue Community Park. They did a great job collecting a noticeable amount of litter and had a great time giving back to the community while helping keep our park clean and beautiful. May 19, 2025 Item #1 2 of 9 ( City of Carlsbad Parks & Recreation Creative Cuisine: Senior Center Cooking Class The Senior Center hosted a sold-out Creative Cuisine Cooking Class on April 28, 2025, offering participants a hands-on experience in preparing traditional dishes such as homemade tortillas, Mexican street corn, beans, rice, and guacamole. The event fostered a lively and welcoming atmosphere, encouraging social connection and cultural appreciation through shared culinary experiences. Water Safety Month Proclamation On April 29, 2025, the Carlsbad City Council presented a proclamation recognizing May as Water Safety Month. The proclamation was accepted by staff from the Parks & Recreation Department and the Fire Department. In honor of Water Safety Month, aquatic center staff are distributing interactive educational materials to swim lesson participants, promoting water safety awareness among children. Additionally, lifeguard instructors are available to provide live CPR demonstrations to further support community safety efforts. Hot Rods and Cool Treats With the help of 48 dedicated volunteers, over 800 attendees enjoyed Hot Rods & Cool Treats on May 10, 2025, at Pine Avenue Community Park. The event featured classic carnival games, crafts, face painting, and build-your-own ice cream sundaes provided by the Leadership in Training and Education (L.I.T.E.), teen program. The classic car show was a crowd favorite, with awards given in 11 categories based on attendee votes. Live music and a festive atmosphere made it a fun day for all ages. Fiesta at the Rancho On Saturday, May 10, the Friends of Carrillo Ranch, Inc. hosted their annual fundraiser at Leo Carrillo Ranch Historic Park. Guests enjoyed a trick roper, photo opportunities, live music, roping games, a silent auction, and the signature Palomino cocktail, named after Leo Carrillo’s horse. The event raised approximately $20,000 to support the California History & Art Program, which brings over 1,200 Carlsbad fourth graders to the Ranch each year for hands-on learning about early California life. The program is a collaboration between Parks & Recreation, Library & Cultural Arts, and the Friends of Carrillo Ranch, Inc. Summer Recreation Season Begins The city’s summer recreation programs are set to begin on Monday, June 9, 2025. A wide variety of activities will be offered for all ages, including youth camps, enrichment classes, fitness programs, and outdoor adventures. These programs provide opportunities for community engagement, skill development, and fun throughout the summer season. Upcoming Events The Parks & Recreation Department's annual Volunteer Appreciation Event is on Saturday, June 1, 2025, from 11 a.m. to 1 p.m., at The Canyons Restaurant of The Crossings at Carlsbad. This event is an opportunity to recognize and thank the many dedicated volunteers who support city programs and services throughout the year. Attendees will enjoy lunch, connect with fellow volunteers and staff, and be acknowledged for their valuable contributions to the community. May 19, 2025 Item #1 3 of 9 PARKS Dogs in the City and Enforcement At the conclusion of the City Council meeting on Nov. 19, 2024, the City Council approved a motion “directing the City Manager to return to the City Council on a future agenda with a discussion item related to leashed and unleashed dogs in the city and where enforcement occurs.” On March 18, 2025, the City Council received an informational staff report on leashed and unleashed dogs in the city and where enforcement occurs. Referenced as an exhibit to the report was a City Council memorandum, titled ‘Dogs in Parks – History of Prohibition and Study of Allowance’ and dated March 17, 2022. That memorandum was drafted in response to comments from community members and included research on not only the history of the prohibition and a study of an allowance, but information on how surrounding cities regulate dogs at public places. At the conclusion of the City Council Meeting on March 18, 2025, the City Council approved a minute motion “directing staff to return with changes to enforcement to not allow dogs in the playground areas, sports fields or organized programs and special events in the parks, dogs must be leashed and owners must clean up after their dogs, and to include a cost analysis.” Staff is currently reviewing the necessary amendments to the municipal code and assessing the related city properties to develop an updated estimate of one-time improvement costs (e.g., regulatory signage, dog waste bag dispensers, etc.), and ongoing maintenance impact costs (e.g., servicing of dog waste bag stations, overseeding turf and replanting of shrubs and ground covers, etc.)A City Council Meeting date for this agenda item has not yet been determined. At the conclusion of the City Council Meeting on March 18, 2025, the City Council also approved a minute motion “directing staff to investigate spaces in the City of Carlsbad for the potential of dog parks citywide.” Staff has begun reviewing selective city properties for potential dog parks and accounting for service area coverages. A City Council Meeting date for this agenda item has not yet been determined. Welcome Roger Havlak, Parks Superintendent Roger Havlak has joined the city as our Parks Superintendent. Roger’s primary duties include daily management of the Parks Maintenance Section, which includes in-house and contractual maintenance of parks, medians, trails, beach accesses, facilities’ landscapes, community gardens, street trees and urban forests. Roger brings over 30 years of experience in land management, including serving at the City of San Angelo, Texas, as the Parks Senior Manager since 2007. In that role, he managed the maintenance of 555 acres of parks, sports complexes, landscapes and open space. From 2013 through 2022, Roger also served at Angelo State University as a Lecturer/Professor, teaching a graduate level course in Turfgrass and Outdoor Resource Management. Prior to “discovering” parks and recreation and serving at the City of San Angelo, Roger served at Texas A&M University – Texas AgriLife Extension Service. There, he served in positions associated with agriculture, turfgrass, and water management, spanning a total period of more than a decade. Roger holds a Bachelor’s degree in Range Science and a Master’s degree in Agronomy-Turfgrass Science, both from Texas A&M University. Roger is a member of the Texas Turfgrass Association, the Texas Recreation and Parks Association, the Sports Field Managers Association, the Texas Nursery and Landscape Association, the Golf Course Superintendents Association of America, and the National Recreation and Parks Association. He holds a Texas Department of Agriculture Non-Commercial Pesticide License, a Private Pesticide Applicator’s License and a Landscape Irrigation Audit Certificate. May 19, 2025 Item #1 4 of 9 Arbor Week Activities On April 26, 2025, the city hosted its annual National Arbor Day event. More than 60 volunteers, city staff, California Conservation Corps members, and four local vendors participated in the event at Stagecoach Community Park. The event began with a brief overview of National Arbor Day, the designation as a Tree City USA, and the importance of trees within our natural ecosystem. A review of the event’s tree species, the tree planting plan and the importance of planting the right tree in the right place was also included. A tree planting demonstration was then performed by city staff to show proper techniques. Subsequently, the volunteers, with assistance from city staff, planted 25 trees throughout the mid-section of the park. Carlsbad has held the designation as a Tree City USA, by the Arbor Day Foundation, for the past 21 years. To maintain this status, this city must have a tree board or department responsible for tree care, a public tree care ordinance, a community forestry program with an annual budget of at least $2 per capita, and celebrate Arbor Day with a proclamation/event. On April 22, 2025, the Carlsbad City Council proclaimed the week of April 20-26 as Arbor Week. Recent Trails Volunteers Events On March 19, 2025, the city hosted a trail maintenance volunteers event at the Harbor Drive Trail. The mid-week event included a team of 16 volunteers and Parks & Recreation staff who worked to remove trash and debris, fill ruts on the trail with decomposed granite and create water bars to divert water off of the trail. The educational component of the event included a presentation by the Aqua Hedionda Lagoon Foundation staff with insights into conservation efforts and helping volunteers connect their hands-on work with the broader ecological goals within the area On May 10, 2025, the city hosted a trail maintenance volunteers event at the Coastal Rail Trail near Carlsbad Village. More than 20 volunteers and staff pitched in to remove invasives species of plants along the trail, planter mulching, painting of a wall at the Tamarack trailhead and general litter and debris removal. Volunteers also received a presentation from a guest conservation biology specialist on invasive species and local entomology in the context of trail conservation. Upcoming Trails Volunteers Events The 2025 Trails Volunteer Annual Calendar includes Saturday and Wednesday events that are held from 8:30 a.m. to 11:30 a.m. as follows: • Saturday, June 7 - National Trails Day at Kelly Trail • Saturday, Sept. 27 - National Public Lands Day at Lake Calavera • Saturday, Oct. 25 - Carlsbad Oaks North Business Park Trail • Wednesday, Dec. 3 - Old Rancho Sante Fe Trail More information is available on the department’s trails webpage. Stagecoach Park Community Garden Project The city opened the new Stagecoach Community Garden by hosting a well-attended ribbon cutting event on April 14, 2025, that included elected officials, community stakeholders, garden bed lessees, and city staff. Activities included an overview of demonstration garden beds and garden tours by staff, and plant giveaways by the Carlsbad Community Gardens Collaborative board members. May 19, 2025 Item #1 5 of 9 Monroe Street Pool Renovation/Replacement Project The Monroe Street Pool renovation / replacement project commenced construction on March 31, 2025 and is slated for completion in Summer 2026. The contractor’s mobilization and staging were authorized for March 31, 2025. The contractor’s request for information process and the submittal process have commenced and will continue for the next several months. The contractor’s abatement and demolition activities commenced on April 14, 2025, and are scheduled to be completed by late May 2025. Staff is continuing to accommodate as many patrons and user groups as feasible at the Alga Norte Aquatic Center during the Monroe Street Pool closure period. Veterans Memorial Park Project Parks & Recreation staff received the resubmittal of the grading package on April 10, 2025, and reviewed the package for completeness before submitting it to Community Development staff for plan checking. Parks & Recreation staff subsequently received preliminary comments from Community Development staff for the consultant to address before full grading plan resubmittal. Staff anticipate receiving the grading plan resubmittal package by May 23, 2025. The consultant team is currently revising the building plans, and Parks & Recreation staff anticipate receiving the building plan resubmittal package by May 23, 2025. Staff anticipate requesting the City Council’s approval of the project’s plans, specification and contract documents and authorization to advertise the project for public bids later this year. Outdoor Pickleball Court Project Once designed, four courts each are to be constructed at Calavera Hills Stagecoach Community Parks. The addition of these new outdoor pickleball courts is responsive to the public’s current demand for this amenity and will substantially broaden the service area coverage. Final concepts were presented to the Parks & Recreation Commission at its November 18, 2024, meeting. On Feb. 26, 2025, Consistency Determination letters were received from Community Development staff for both sites. The design team has completed the 70% construction documents which are currently being reviewed by Parks & Recreation staff. Review comments will be returned to the consultant team by the end of May. Staff anticipate requesting the City Council’s approval of the project’s plans, specification and contract documents and authorization to advertise the project for public bids later this year.
