Recommended Actions
1.Adopt a resolution confirming the project scope for the Kelly Drive and Park Drive Complete
Street Improvements Project that includes roundabouts and directing the City Manager to
proceed with final design, environmental studies and permitting; or
2.Adopt a resolution directing the City Manager to provide alternate options for the Kelly
Drive and Park Drive Complete Street Improvements Project that do not include
roundabouts for City Council consideration at a future meeting and amending the proposed
Capital Improvement Program five-year plan to move the forecasted construction budget
request to fiscal year 2026-27 for Capital Improvement Program Project No. 6075; and
3.Adopt a resolution removing interim traffic circles comprised of yellow ceramic domes from
the intersections of Kelly Drive/Park Drive and Kelly Drive/Hillside Drive, slurry sealing,
restriping to the city’s current standard operating procedure, and adding all way stops on
Kelly Drive at the intersections with Park Drive and Hillside Drive by adopting the plans and
specifications for a change order to the 2023 Slurry Seal Project and transferring $195,000
from Capital Improvement Program Project No. 6075 to the Pavement Management
Program, Capital Improvement Program Project No. 6001.
Executive Summary
The City Council approved a motion on May 20, 2025, directing the City Manager to return with
alternate options related to the Kelly Drive and Park Drive Complete Street Improvements
Project, Capital Improvement Program Project No. 6075, for the City Council’s consideration.
The project was initiated in 2017 to reconfigure both Kelly Drive and Park Drive to encourage
drivers to slow down, enhance safety for all kinds of transportation and provide a trail linkage
from El Camino Real to the Agua Hedionda Lagoon, as identified in the Carlsbad Comprehensive
Active Transportation Strategy, which was developed in coordination with the city’s Trails

Master Plan. The conceptual design included traffic circles along Kelly Drive, at the intersections
with Hillside Drive and Park Drive.
Those two intersections have ceramic domes delineating traffic circle configurations. They were
installed in 2013 as a pilot project for intersection traffic control at Kelly Drive/Park Drive and
Kelly Drive/Hillside Drive to encourage slower driving.
The community has expressed concerns about the ceramic dome delineations, with residents
saying they confuse and frustrate drivers.
Staff have identified three options for the project for the City Council’s consideration, which are
detailed below.
Explanation & Analysis
This project is intended to create a roadway on which people can easily and safely get where
they want to go through their choice of travel, such as driving, biking or walking. It covers the
area around Kelly Elementary School, along Kelly Drive from El Camino Real to Park Drive and
along Park Drive from Kelly Drive to Neblina Drive.
The City Council approved a professional services agreement for the design and permitting
phases of the project on Sept. 12, 2017, based on the scope of work identified in the Carlsbad
Comprehensive Active Transportation Strategy. This included two circular intersections on Kelly
Drive at the intersections of Park Drive and Hillside Drive.
The Traffic & Mobility Commission provided input on the project scope in August 2021 and
December 2022. Based on that feedback, the project incorporated:
• Improved pedestrian safety with designated crosswalk areas and shortened crossing
distances
• Maintained and enhanced street parking for residents and people visiting Laguna
Riviera Park
• A designated right-turn only lane on Kelly Drive into the school parking lot separate
from the lane for through traffic
• Plans to address the temporary intersection control ceramic dome markers that are
currently in place by replacing them with permanent intersection control, potentially
including roundabouts

• Buffered bike lanes and a separated multiuse path within the project area
On Aug. 22, 2023, the City Council approved a motion directing staff to return to the City
Council for a full discussion on the project’s design. Since that time, staff have been studying
the feasibility of intersection control options on Kelly Drive at the intersections with Park Drive
and Hillside Drive.
Following recent feedback on roundabouts, the City Council directed staff at its meeting on
May 20, 2025, to return with options related to the project for the City Council’s consideration.
Community Engagement
The city conducted public outreach for this agenda item that included:
• Project webpage update
• Information in the City Manager’s Update newsletter
• Emails to those who signed up for project updates
• Letter mailed to residents in the area
The project team will coordinate to develop a more specific outreach program as needed once
the City Council selects its preferred option for the project.
Options
Staff provide the following options for the City Council’s consideration. The City Council may
select either Option 1 or Option 2 in addition to Option 3, which would remove the existing
ceramic dome markers at the two intersections.
1. Adopt a resolution confirming the project scope for the Kelly Drive and Park Drive Complete
Street Improvements Project that includes roundabouts and directing the City Manager to
proceed with final design, environmental studies and permitting.
Pros
• The Traffic Safety & Mobility Commission supported staff’s recommendation of
the roundabout option on May 1, 2023
Cons
• Roundabouts are relatively new to Carlsbad, and some community members
have expressed concerns regarding a roundabout at these locations
2. Adopt a resolution directing the City Manager to provide alternate options for the Kelly
Drive and Park Drive Complete Street Improvements Project that do not include
roundabouts for City Council consideration at a future meeting and amending the proposed
Capital Improvement Program’s five-year plan to move the forecasted construction budget
request to fiscal year 2026-27.
Pros
• The project design without a roundabout would be simpler and could be
designed, permitted and constructed faster
• The improvements could still include an enhanced pedestrian bicycle pathway
and buffered Class II bike lanes, crosswalks and upgraded curb ramps to meet
the current Americans with Disabilities Act standards1

Other potential benefits and drawbacks would be provided to the City Council at that future
meeting.
The estimated cost would be significantly lower than the current project scope with
roundabouts. If this option is selected, staff would return to the City Council at a future date
to present scope options without roundabouts for consideration.
3. Adopt a resolution removing interim traffic circles comprised of yellow ceramic domes from
the intersections of Kelly Drive/Park Drive and Kelly Drive/Hillside Drive, slurry sealing,
restriping to the city’s current standard operating procedure and adding all-way stops on
Kelly Drive at the intersections with Park Drive and Hillside Drive by adopting the plans and
specifications for a change order to the 2023 Slurry Seal Project and transferring $195,000
from Capital Improvement Program Project No. 6075 to the Pavement Management
Program, Project No. 6001.
The images below reflect a summary, not to scale, of the striping changes that would be
completed if this option is approved. Full striping plans are included with this report as
Exhibit 5.
Pros
• Community members have expressed concerns regarding the interim traffic
circles causing confusion and frustration and hindering the traffic flow during
peak school hours at drop-off and pick-up times
Cons
• The interim traffic circles delineated by ceramic dome markers were intended to
reduce speeds, though the all-way stops will reduce speeds.

This option would remove the ceramic domes, slurry seal, restripe and add all-way stops at
the intersections. With the City Council’s adoption of the plans and specifications for the
striping, staff would direct the slurry seal project’s contractor to implement the intersection
configurations and would return with an ordinance with changes to the stop signs. Since the
project site is adjacent to a school, the contractor would accomplish the work during
summer 2025 when Kelly Elementary School is closed for summer recess.
Fiscal Analysis
Sufficient funding is available to complete the final design, obtain permitting and prepare bid
documents for this project. A total of $5,803,000 in TransNet-Local,2 public facilities fee and gas
tax funds has been appropriated, as detailed in the table below.
• Option 1 would require additional appropriation for the construction phase at a future
date, which has been requested for fiscal year 2025-26 as part of the Capital
Improvement Program five-year-plan construction forecast in an amount of $1 million.
• For Option 2, the potential road designs without roundabouts that will be presented to
the City Council will include updated cost estimates and identify if there is a need for
future budget appropriations. Considering the schedule of the project, staff recommend
amending the proposed Capital Improvement Program five-year plan to move the
forecasted construction budget request for this project of $1 million to fiscal year
2026-27.
• For Option 3, the change order to remove the ceramic domes, slurry seal, restripe and
add all-way stops at the intersections of Kelly Drive/Park Drive and Kelly Drive/Hillside
Drive has an estimated cost of $194,701, including contingency and construction
support. The change order to the 2023 Slurry Seal Project, Capital Improvement
Program Project No. 6001-23SS, would need a transfer of $129,728 from gas tax funds
and $65,272 from public facility fee funds from Project No. 6075 to the Pavement
Management Program, Capital Improvement Program Project No. 6001.

Carlsbad Municipal Code Sections 3.28.040(C)(5) and 3.28.090(B) authorize the City Manager or
designee to approve change orders in an amount equal to the contingency set at the time of
project award, which for Project No, 6001-23SS is $1,400,000. With Option 3, an additional
change order authorization in the amount of $172,701 will be required, with an additional
construction contingency of $22,000 authorized.
Next Steps
• If Option 1 is adopted, staff will proceed with the project scope including roundabouts
and complete the final design, obtain permitting and prepare bid documents. Staff will
return to the City Council at a future date with an updated request for approval of a
professional services agreement with the consultant to complete the final design.
• If Option 2 is adopted, staff will prepare options that do not include roundabouts and
return to the City Council for its consideration. If approved, staff will proceed with
amending the proposed Capital Improvement Program five-year plan to move the
forecasted construction budget request of $1,000,000 for Project No. 6075 to
fiscal year 2026-27.
• If Option 3 is also adopted, staff will issue a change order and transfer $195,000 in
funding from Project No. 6075 to Project No. 6001, based on the City Council adopted
plans and specifications for the change order, which includes removal of the ceramic
dome markers, slurry sealing, restriping and adding all-way stops on Kelly Drive at the
intersections with Park Drive and Hillside Drive. Staff will return with an ordinance for
the all-way stops at a future date.

Environmental Evaluation
The proposed action to confirm the roundabout option or direct staff to prepare options for
traffic control is statutorily exempt from environmental review under California Environmental
Quality Act (CEQA) Guidelines Section 15262 as it involves only feasibility or planning studies,
including consideration of environmental factors, for possible future actions that have not been
approved, adopted or funded. The proposed action does not have a legally binding effect on
any possible future discretionary action.
The proposed action for construction to remove the ceramic dome markers, slurry seal, restripe
and add all-way stops at Kelly Drive/Park Drive and Kelly Drive/Hillside Drive is categorically
exempt from environmental review under CEQA Guidelines Section 15301 because it involves
the maintenance, repair or minor alteration of existing facilities with negligible or no expansion
of the existing or former use. No exceptions to the categorical exemption as set forth in CEQA
Guidelines Section 15300.2 or Carlsbad Municipal Code Section 19.04.070(C) apply.

I’m writing to express my deep concern about the proposed roundabout at the intersection of Kelly Drive and
Park Drive, and to ask for your support of a safer alternative: a simple three-way stop.
I live in the Loma Laguna neighborhood, which has only one entrance and exit—right through that intersection.
My home backs up to the Agua Hedionda Lagoon ecological reserve, and while it’s a beautiful part of our
community, it’s also thick with brush, dry vegetation, and trees. That land is not regularly cleared or
maintained, and unfortunately, it could easily become a target for arson or a lightning-fast wildfire. In that
situation, we would be sitting ducks.
As a single mother with two children and two dogs, the idea of being delayed or trapped during an evacuation
is terrifying. Our street leads directly to the proposed roundabout location, and in an emergency, I would have
no other way out. Roundabouts, especially single-lane ones, have been shown in wildfire case studies to
cause serious bottlenecks during evacuations—something that could turn catastrophic in a high-risk zone like
ours.
There are no studies proving that a roundabout would improve evacuation outcomes, but there are studies
showing that they can slow them down. A three-way stop would be much safer, simpler to navigate, and would
provide our families and first responders with a clear, direct route in and out of the neighborhood.
Please consider the realities of those of us who live here—especially families like mine—and support the three-
way stop option over a roundabout. Our lives could depend on it.

I have lived at 4910 Loma Laguna Dr. since August of 1987. The circles you put at Hillside Dr. and Kelly
Dr., and Park Dr. and Kelly Dr., have been a nightmare. People do not know how to use them. They do not
yield. My daughter was hit by someone who did not yield. They don't stop at the stop signs. They never
have, even since 1987. People run the signs because there is never any law enforcement to be seen.
Entitled parents disobey the rules/laws of the road daily dropping off and picking up their children.
Almost everyone speeds. In my neighborhood the worst speeders have children that play in the street.
You would think they would be the most cautious. Many people making their way out to El Camino cut
inside the circle, rather than going around. I see these violations weekly, if not daily. Please take away
both circles! Install STOP signs with cameras! Catch the violators and make our neighborhood streets
safe! Increase patrols! Do something! But not circles.

I’ve been in my home on Alondra Way since it was built in 1970. My kids and grand kids all went to Kelly School While I
don’t mind the current round about on Park the one on Kelly needs to go.
It’s not a true round about and when I drive down Kelly heading towards El Camino Real I literally have to drive into the
bike lane to get pass it Coming home if I make the mistake of misjudging school pickup, I have two opƟons. Wait in the
pick up line for 20 mins or drive over the round about bumps. Most of us choose to drive over the bumps as we have
the right to go home
Why would you narrow the street. How are we to gain access to our homes ?

I am sending this Email in response to the City of Carlsbad letter titled " Kelly Drive and Park Drive
Complete Street Infrastructure Improvements".I believe that the removal of the roundabout and
replacement with a 3-way stop with signage would be the best possible solution for the Kelly/Park Drives
intersection.
The current situation at the corners of Kelly and Park has not enhanced pedestrian safety in the least.
Pedestrians crossing from the even number side of Park Drive to the odd number side of Park Drive
encounter a major blind spot regarding descending traffic (4900 block of Park Drive). This blind spot is
created due to the curvature of the road (Park) as it ascends the 4900 block; also due to the steepness of
the road (Park) traffic travelling down the hill tends to exceed 25 mph.
Based on the pedestrian safety issues, 3-way stop signs should be installed at the corners of Kelly Drive
and Park Drive. In addition or alternative solution for the corners of Kelly/Park Drive could be the
pedestrian actuated amber crosswalk lights.
I look forward to attending the scheduled City Council meeting on Tuesday, June 17, 2025, at 5 p.m. and I

Couple of things:
1) Traffic circles and signage are fine except maybe smaller diameter circles, especially at Kelly and Hillside.
2) Please don’t consider narrowing Kelly at all. It’s already a mess during school when Kelly Elementary lets out due
to the line of waiting cars. Maybe some sort of delineation for that event. Some people don’t seem to realize it’s
difficult to make a right onto Hillside when someone doesn’t stop closer to the left of the lane. I’ve seen people
drive down the middle left turn lane and make the right over the traffic circle…I’ve done it. At least the circle
keeps people from stopping in the intersection. (It’s almost as bad as Jefferson Elementary.)

I'm expressing my negative opinions regarding the implementation of a roundabout on Kelly Dr. and Hillside Dr. For the
residents living westward of the school, the "psuedo" roundabout currently there is a nightmare to navigate when trying to
access either their homes or El Camino Real during the morning and afternoon child dropoff and pickup hours. For one
thing, Hillside has a stop sign at the end at Kelly Dr, (which defeats the purpose of the roundabout) causing us to wait for
a break in traffic on Kelly Dr. During the afternoon child pickup times there is usually 10 - 15 autos backed up on Kelly Dr.
before reaching the intersection waiting to advance to the school to get their child. There is barely enough room to
squeeze between them and the resident's cars parked at the curb for us to make a right turn on Hillside to access the
streets we live on. I'm pretty sure a cemented roundabout would take up much more space than the "bumps" that are
currently in place, making less room for us residents to navigate through that intersection to get to our homes.
And what's going to happen when all the homes in the Marja properties fill up and the potential children that are going
to be attending Kelly School? It's for sure going to cause more congestion!
Could it be an option to build a pedestrian bridge to cross over Hillside Dr. for children to cross that intersection instead
of having to stop traffic altogether for them to get to the other side? I'm not sure what the cost difference is between that
vs the roundabout, but maybe something to consider.
I'm not sure what the best options are, but with the ever increasing housing construction and increasing number of
autos on the streets, I don't think a roundabout will make it any better.

I would like to strongly urge the City Counsel to move forward with a traffic improvement plan for Kelly
Drive and Park Drive that do not include May roundabouts.
The roundabout on Kelly Drive is a safety hazard. It is too big for the space and large vehicles cannot fit in
it. I have seen fire trucks enter it incorrectly because they could not fit if they went through legally. The
current traffic circle also sometimes forces traffic to go very close to if not in the crosswalk. Given that
the street is busiest during school pick up and drop off, this is an obvious hazard. It also cuts off the bike
lane and blocks part of a driveway.
I have lived on Kelly Drive my entire life and have hated that traffic circle since the day it was installed. It
is not uncommon for neighbors to talk about how much they hate it.
I am all for slowing traffic on Kelly, but the traffic circle has failed miserably. Traffic is not slowed and new
safety issues have arisen. Please fix this mistake and adopt a plan with NO traffic circles.

My name is Kevin Fisher, and I live at 4875 Kelly Drive, right at the intersection of Kelly Drive and Hillside
Drive. I work from home, and my office directly faces the intersection, giving me a clear view of traffic
flow and pedestrian activity for numerous hours a day.
My wife, Kirsten and I moved to Carlsbad to raise our young family in a safe and vibrant community. We
love living here. We frequent the nearby park and are excited for our children, Riley (3) and Hazel (2), to
attend Kelly Elementary in the future.
Unfortunately, the traffic at this intersection poses serious safety concerns:
Excessive Speed on Kelly Drive: Vehicles regularly exceed the posted speed limit, which feels
especially dangerous given the residential setting and proximity to a school and park.
Unsafe and Confusing Roundabout: The current roundabout causes inconsistent driver behavior
and unclear right-of-way decisions. This confusion creates unnecessary risk for pedestrians and
cyclists, many of them children. I’ve personally witnessed several near-miss incidents that could
have ended badly.
As a concerned resident and parent, I strongly urge the City to consider removing the roundabout and
replacing it with a clearly marked three-way stop sign & bike protection lane. This would:
1. Slow down vehicle speeds on Kelly drive
2. Establish predictable right-of-way rules
3. Increase safety for pedestrians and cyclists
I appreciate the City’s commitment to public safety and responsible planning, and I hope this issue can
be prioritized. I would welcome the opportunity to attend the in-person forum on this topic next week
(June 17th) in person and speak to the city council if given the opportunity.

I recommend removal of the 2 rotaries. They are mis-sized for the space.
Additionally, we now have a self drive Tesla which does not recognize the bump style rotary and tries to
drive through it. This causes the driver to have to jerk the car back into position. If another car happens to
be in the rotary at the same time, there could be an accident.
Please rectify what I consider to be a well intentioned mistake.

children here and each of them went through Kelly school. We have experienced all the changes in the area firsthand. I’d
like to address the proposed improvements:
The roundabout at the Kelly/Hillside intersecƟon isn’t necessary. All it does is add to the confusion and congesƟon of
people dropping off and picking up their kids from school. With the current roundabout there, drivers are forced to wait
in a long line of vehicles geƫng their kids to and from school or drive through the roundabout which I’m told is illegal.
There is already a stop sign at Hillside which seemed to work fine prior to the installaƟon of the roundabout. Now, many
drivers ignore the stop sign in order to enter the roundabout first.
The roundabout at the Kelly/Park intersecƟon has helped reduce speed both ways on Park but has also led to many near
misses (both vehicles and pedestrians) because as menƟoned above, drivers ignore the exisƟng stop sign in order to be
first to enter the roundabout. I believe installing stop signs both ways on Park and keeping the exisƟng stop sign on Kelly
would result in the safest intersecƟon. There is a big need for a stop sign on westbound Park because pedestrians can’t
be seen unƟl a driver is very close to hiƫng them. Many parents cross here pushing strollers and toƟng kids each way
and a serious accident is almost inevitable unless a stop sign is installed.
I also believe that narrowing traffic lanes will lead to more collisions and not moƟvate drivers to slow down! EducaƟng
not only kids on e-bikes but the “serious “ bike riders about following the rules of the road would be the best way to
keep our community safe.

Please add this comment to the City Council packet for June 17 re the agenda item on Kelly Drive/ Park
Drive street improvements. For reference, I live in the neighborhood but not on Kelly Drive itself.
My comment is that removing the roundabouts and merely re-striping Kelly Drive will just make it easier
for drivers to drive much faster on Kelly Drive going past the elementary school. That is not something we
should be striving for.
New paint on the road, no matter how much, is not enough to slow down anyone who wants to drive
faster.
At a minimum, if the roundabouts are removed and not replaced, there should be a few speed bumps
installed on Kelly Drive like the ones recently installed on Hillside Drive.

I am a homeowner in the area (1881 Valencia Ave.) and I am totally against roundabouts. I think they are dangerous. We
are already contending with two (one on Kelly and one on Hillside) and you want to add another one? Why? The parents
picking up and dropping off kids at Kelly already make sure the traffic proceeds at a snail's pace anyway; why add to the
problem? We homeowners in the area already have enough problems with congestion/confusion. Save the city some
money and the homeowners' (the people who actually live here and not just parents of Kelly kids) aggravation and stop
with the roundabouts already!

I would love an opportunity to speak at the meeting about the Kelly and Park Drive project. I understand
that I can email comments. But if possible I would love to speak and share a couple pictures. Is it true
that I can sign up in foyer the evening of the meeting, or can I put be put on the agenda now? Also, is it
possible to share images? If I email them could they be projected during my 3 minutes, or could I bring
them as handouts?

Kelly school roundabouts
I am opposed to the round abouts on Kelly drive. I have been opposed ever since they were installed and voiced my
concern with the Mayor and his constituents back then. It's completely a nuisance to everyone and never provided any
safety. I request removing them entirely and just placing either a yield or stop sign with a cross walk. Every time I've
witnessed anyone speeding there it has always been a male aged 20-30. This will stop him from being so wreckless in
racing through the bumps in his car, revving his engine so loud late at night And this will provide more parking places and
easier access. I recommend removing them immediately.

Kelly and Park Drive Improvements
I live on Kelly Drive and I work as a crossing guard at Kelly School. I want to make it very clear that on the ground, the
roundabouts are not working at all and should absolutely be abandoned. During school traffic, they create confusion and
make congestion worse. Cars will sometimes enter the roundabout to turn left onto Hillside not realising that people are
crossing the street and come to a halt in a position that blocks traffic coming straight down Kelly. Once the pedestrians
have crossed, such cars often try to move forward at the same time that another car is trying to turn right into Hillside -
so far I have only seen this result in close calls and honking but it happens often and could easily cause an accident. The
roundabout also sends cars veering closer to the crosswalk instead of going straight, adding unnecessary danger to
school drop-off & pick-up. (It cuts into the bike lane across the street too, and many children bike here during the high
traffic times). I have heard similar stories from colleagues who work at the Park intersection -if anything that seems
worse.
On top of that, the street is simply not wide enough to support a roundabout. I have seen fire trucks turn left at that
intersection, ignoring the roundabout, and shudder to think what would happen to such large emergency response
vehicles if they had to contend with a permanent structure. I also feel terrible for my neighbors at that end of the street
who have been dealing with cars coming to close to their driveways for years.
I think the proposed changes with the re-striping are fantastic! The additional stop signs are a great idea, especially at
Park. Even during low traffic times, crossing Park to get to the trail at the end of Kelly always seems unsafe, since the
curve of the road coming down the hill gets in the way of driver visibility. An all-way stop at Hillside is also a great
solution to the school traffic issue, and during other times of day I don't think it will be a nuisance to drivers at all -in
fact it seems much more likely to me to help with the speeding problem than any roundabout or curb extension ever
could.
As someone who stands at the intersection of Hillside and Kelly every weekday during the school year when traffic is at
its worst, I cannot reiterate enough how much the roundabouts are a problem, not a solution. Talking to parents and
neighbors alike, I have never heard anyone have a good thing to say about the Kelly roundabouts and I have heard plenty
of complaints. Please, please add the additional stop signs and striping and remove these roundabouts once and for all!
The very idea that they might be gone this summer fills me with such joy and relief.

25 mile an hour signs on Kelly
I live at 4830 Kelly Dr, Carlsbad, CA 92008. I just received the update on the street improvements ..
Can we please put 25 mph painted/signs going in and out of Kelly Drive from El Camino. At present there
is only a "25mph" painted sign on the way in from El Camino. There are no speed signs going out from
Kelly School.
I have raised this several times without any resolution. People are constantly exceeding speeds of 45+
going out towards El Camino. I don't think we need a study for this, as has been the reply to my concern
on a couple of occasions.
We just need the same signage that we have on the other side of the road, please.

Marty and I are pleased with the recent decisions made for the reconsideration of roundabouts within the
city in consideration of both expense and safety effectiveness
We support the proposal to remove the ceramic domes on Kelly Drive at the intersections with Hillside
Drive and Parl< Drive. The suggested restriping is an improvement to the previous approved design.
Please consider removing the roundabout on Hillside Drive and Cordoba also. The speed bumps/humps
on Hillside Drive should be ample.
Marty and I recently traveled to many countries including the UAE, Qatar, and South Africa that had
roundabouts that were very effective in managing the traffic flow. They were NOT designed in small,
close areas such as the 3 we experience in our neighborhood and other areas of Carlsbad. We believe a
properly designed roundabout with ample space in less congested areas are very effective.

On June 17, 2025, the City Council will revisit options for street
improvementsalong Kelly Drive. The agenda and staff report are now
available.

We are reaching out to share an updated graphic showing where changes,
including potential stop signs, are being proposed. The City Council will
consider a near-term option that would:
• Remove the existing yellow ceramic domes on Kelly Drive at the
intersections with Hillside Drive and Park Drive
• Enhance pedestrian crosswalks
• Repave and restripe the intersections of the streets to the city's
current standards
• Add all way stops on Kelly Drive at the intersections with Park

• If selected, construction would occur during summer 2025 to

Additionally, the City Council will consider longer term options, including
whether to:

I URGE YOU TO ADOPT OPTIONS #2 AND #3.
Why you should adopt Option #3 (removal of the circles of domes)
The circles of ceramic "traffic domes" currently installed at both the Hillside Drive and Park Drive
intersections with Kelly Drive should be considered "quick-build traffic circles"--not "roundabouts," or
even proper "traffic circles," which would be very different. As mentioned in several public comments,
they do little to slow traffic, but instead create potentially dangerous confusion about how to navigate
them (e.g., driving over them or in the wrong direction), as well as dangerously deflecting vehicles closer
to pedestrians and cyclists even when navigated properly. Traffic calming in this location can be
achieved with conventional speed cushions with wheel cutouts for emergency vehicles, which have
functioned well in many other locations around the city.
I think these quick-build traffic circles can be considered experimental failures. A similar installation was
removed from Cassia Road several years ago. It should be a no-brainer to get rid of the domes on Kelly
Drive and permanently retire these types of quick-build traffic calming projects that tend to cause more
problems than they solve.
Why you should adopt Option #2 (street improvements without the roundabouts) instead of Option
#1
I reviewed parts of this project at two meetings while on the traffic commission: 8/2/2021 Item #3 and
12/5/2022 Item #3. At the time, I expressed significant concerns about the potential
operational/logistical impacts of the roundabouts--particularly the one at Hillside Drive directly adjacent
to Kelly Elementary School. I was eventually convinced to support the roundabout version of the project,
but I now favor the non-roundabout version.
The main goals of the project are to decrease excessive speeds and to better facilitate the pedestrian
and bicycle modes of travel. These goals can be achieved very effectively with speed cushions and the
already proposed buffered Class II bike lanes, and perhaps without the need for raised medians. In fact,
the project already includes a series of speed cushions, and the spacing should be easy to modify to
account for the lack of roundabouts.
1. Cost savings
A non-roundabout option would significantly reduce the cost of the project from its current estimate of
$8.2 million. I believe a large chunk of the currently planned funding comes from a "SAN DAG TransNet

Local" source, so it would be worthwhile to investigate whether that is earmarked for this project, or
whether it could be used to fund other important projects around the city, including Safe Routes to
School projects at other schools.
2. Roundabout effect on school drop-off/pick-up
Like many schools, there are significant traffic snarls at drop-off and pick-up times at Kelly Elementary.
At our traffic commission meetings, I questioned staff at length about the possible implications of the
Hillside Drive roundabout. Most of the traffic apparently comes from southbound Kelly Drive, and it
currently extends through and beyond the Hillside intersection during peak times, which can block traffic
attempting to turn from Hillside onto Kelly. Also, with the roundabout, it is my understanding that
vehicles going to the school via northbound Kelly would be going up to the Hillside roundabout and,
effectively, U-turn. While vehicles are supposed to "keep clear" of all intersections when traffic gets
backed up, it seems more likely that vehicles would fail to keep a roundabout lane clear than they would
a conventional intersection.
3. Bikes in roundabouts
Bike lanes disappear prior to and through roundabouts. The preferred route for bike riders is to merge
into the middle of the vehicle lane prior to the roundabout and ride around that lane. It is unclear whether
K-6 cyclists will be comfortable (or should be encouraged to) do that. The other option is for them to exit
onto the sidewalk/off-street path, mix in with pedestrians, dismount their bikes to walk them across the
pedestrian crosswalk, and then continue on the other side. Also note that, almost immediately on the
south side of Hillside, there is a right-turn area for vehicles to get to the school, which creates another
set of conflicts with cyclists.
Having witnessed student cycling behavior at multiple schools, I can pretty much guarantee that, if cars
are backed up through the roundabout, the cyclists who choose to go through the roundabout will be
weaving among the slowly moving vehicles in the roundabout (not safe). And the cyclists who choose the
off-street path will not dismount and walk their bikes, but rather cycle through the pedestrians (not safe).
The situation is likely already messy, and the roundabout could further complicate that due to
unfamiliarity. Staff claimed at a traffic commission meeting that the problem times at drop-off/pick-up
last only about "six minutes," but that does not seem plausible.

4. Pedestrian in roundabouts
The main theoretical advantage of roundabouts for pedestrians is that the crossing distances are
shorter. However, a disadvantage is that there is no traffic control (e.g., stop signs or traffic signals), so
pedestrians have to rely on vehicles yielding to them when they enter the crosswalk. Unfortunately, many
reports indicate that pedestrians are very hesitant and nervous at the State Street/Carlsbad Boulevard
roundabout in Carlsbad and the El Portal Street/Coast Highway roundabout in Encinitas, and there have
been near misses--even in the presence of a crossing guard. Even without the roundabouts, there are
likely only going to be single lanes in each direction on Kelly Drive, so any crossing distance advantage of
the roundabout is likely outweighed by the lack of traffic control.
5. Potential emergency response vehicle and evacuation access
The roundabouts are designed to allow large emergency response vehicles to get around them without
getting stuck. However, the roundabout forces slow-downs during navigation, and they constrict the
available lane width and reduce the space for other vehicles to pull to the side. So, it is always important
to ask not only whether the emergency response vehicles can navigate the roundabout, but also whether
there are any concerns about possible effects on response times during congested times. The lane
constrictions also could affect resident evacuation during times of emergency, such as wildfires or
earthquakes. Presumably, the main evacuation route of residents east of the Hillside intersection would
be north on Kelly to El Camino Real. These are good questions for professional staff, which may or may
not be a problem in this particular location.

6. General safety concerns of North County roundabouts
The aforementioned roundabouts at State Street and El Portal Street have turned out to have the highest
crash rates and injury societal costs of all intersections in Carlsbad and Encinitas, respectively. While
the roundabouts proposed on Kelly Drive have much different traffic levels/characteristics, general
safety concerns still exist.

I have lived in the Loma Laguna community for over 45 years. Our community containing 130
homes has only one ingress/egress and is located at the eastern end of Park Drive and Kelly
Drive. Directly to the south of our community is the Agua Hedionda Lagoon Ecological Preserve
which is managed by the State of California Fish and Wildlife Dept. This area which consists of
approximately 186 acres, serves as a wildlife corridor and does not allow entry.
This preserve is listed by the State of California's Fire Hazard Severity zone as Very High (which is the
highest category listed on the map). Due to the proximity of the preserve to our community, several
homes in our community are also listed as "Very High" and the remaining homes are listed as "High"
or "Moderate".
Chances of a fire is high in the preserve, which cannot be cleared of brush due to the reasons
described above. Therefore our community is at high risk for a fire. There are certainly many
scenarios if a fire should occur, (as I consulted with the Carlsbad Fire Marshal). Depending on
conditions, one scenario would include a rapid evacuation of our community which has the one
egress.
I have researched the presence of roundabouts if they help or hinder evacuation. I have found
many resources that state that a one lane roundabout can "hinder" evacuation because a one lane
roundabout can bottleneck a rapid or panicked evacuation.

b. "Roundabouts can create choke points especially if they are designed with single lanes or limited
capacity." The roundabout at Kelly and Park due to the size of the intersection will be designed with

congestion." from a study by the UC Institution of Transportation Studies, funded by the State of
California Road Repair and Accountability Act, 2017.
Reports of the Camp Fire in Paradise, California and more recently the Palisade and Eaton fires this
year, there were choke points that prevented evacuations occuring efficiently.
Traffic staff will tell you that indeed a fire truck can maneuver around the proposed roundabout, but
they have not considered the fact that with a panic situation, fire trucks will not be able to reach our
community with a roundabout and bottle neck. In addition, fire response times to our community
will be slowed with the existence of two roundabouts in any emergency where minutes matter.
With Option #3, I encourage the City to act immediately to remove the ceramic cones which over
time have broken. One of my neighbors contacted me that his tire was slashed by a broken cone as
the same happened to me. I had to replace a tire because I drove to close to a broken ceramic cone
at one of the roundabouts on Kelly which happened at night.
As far as safety for children, the constant flow of traffic with a roundabout does not necessarily allow
children to cross safely. With the standard stop signs at the intersections there is no doubt that
children walking in the crosswalk will be seen and be able to cross the street safely.
Finally as a long time resident, I have seen both scenarios at Park x Kelly before the ceramic cones
were installed. Stop signs work and most everyone knows how to use them. With roundabouts, I've
seen drivers go the opposite way, almost hit children who are trying to cross the
street. Roundabouts do not work for all intersections and with the particular case of Loma Laguna,
we have only one way out if there was a fire. A roundabout will hamper our evacuation, period.

New striping of Hillside & Kelly Dr.
I've written before-I write again regarding being able to travel through this intersection when school lets out. I frequently
travel southish on Kelly Dr. needing to turn right on Hillside Dr. in order to get home. When school gets out, the parent's
cars waiting to pick up children block the intersection so I can't make a right turn. There needs to be a better waiting
arrangement. Possibly the cars could sit partially in the middle of the street so others can get by on their right , but
partially in the bike lane. Also, cars that need to go straight so they can turn left on Park, in order to go home shouldn't be
stuck in a long row of waiting cars. At times, I may need to get home if my husband has a medical emergency. I hope you
find an equitable solution & will work with the school & parents to solve this possible dangerous situation. I know this
might seem like a petti problem, but it could be serious. Thank you-I would appreciate acknowledgement of my
comments.

Thank you for the opp01tunity to weigh in on this. I live in the neighborhood of the Project.
I think the roundabouts are an idea that does not work well. It makes us more congested. They are not as safe as
BRIGHT crosswalks.
I like the idea of 3-way stops at BOTH intersections with bright colored stripped crosswalks at both; like the
colorful one in front of Kelly School.
I think the roundabout at Kelly and Park is an accident waiting to happen.
I have seen a group runners almost get hit by a car.
Drivers cannot see around the corner (bushes in the way) who might be standing or walking or
running towards the corner as a driver is making a right turn on Kelly, even as driver "yields" or slows down.
And they cannot see the driver.
I think YIELD signs facing each other is confusing. That is what we have now at Kelly and Park intersection.
Drivers need to STOP.
YIELD signs just give drivers a "running start" instead of making a full stop.
Many cars do not have signals on and they look like they are going to drive straight up Park to where I live,
and then they tum left quickly in front of me.
Some people take the roundabouts too fast, as they do not have to STOP first.
Stop signs will lessen the confusion, as we have to TAKE TURNS at stop signs.
STOP SIGNS ARE SAFER. Like the blue cardboard signs say: SLOW DOWN CARLSBAD.

Dear Mayor Blackburn and Members of the City Council,
I am writing to you with sincere concern about the roundabout considerations for the corner of Park Drive and
Kelly Drive specifically. I am in favor of eliminating a roundabout of any type, but most definitely any one that
would incorporate a raised island type construction or a decorative element that could impede a mass
emergency exit from my neighborhood.
I live in the Loma Laguna neighborhood, just east of Kelly Drive, and I have lived in my home on Via Marta
since the homes were completed in 1977. I love my home and this quiet neighborhood, but I have always
been keenly aware that we have only one way in and one way out! While this logistic helps keep outside
traffic to a minimum and our community quiet, it presents a very real concern about possible fire evacuation!
In looking at the recent State Fire hazard Map, I see that my property near the corner of Via Marta and Via
Hinton is actually in the very high fire zone. This is a terrifying piece of information, especially as I am now a
disabled senior citizen and the only driver in our household. Our location and our circumstances could
potentially make us the last ones out if a fire should erupt in the vegetation behind us. I would like to think
there would be no obstacles impeding the traffic flow out of here!
I feel, if we had a three way stop at the Park Dr./Kelly corner, we could potentially exit this neighborhood four
cars wide, if necessary, in an emergency situation.
I ask you to please vote no to any roundabout, and yes to a three way stop and the broadest clearance for our
exit.

time have broken. One of my neighbors contacted me that his tire was slashed by a broken cone as
the same happened to me. I had to replace a tire because I drove to close to a broken ceramic cone
at one of the roundabouts on Kelly which happened at night.
As far as safety for children, the constant flow of traffic with a roundabout does not necessarily allow
children to cross safely. With the standard stop signs at the intersections there is no doubt that
children walking in the crosswalk will be seen and be able to cross the street safely.
Finally as a long time resident, I have seen both scenarios at Park x Kelly before the ceramic cones
were installed. Stop signs work and most everyone knows how to use them. With roundabouts, I've
seen drivers go the opposite way, almost hit children who are trying to cross the
street. Roundabouts do not work for all intersections and with the particular case of Loma Laguna,
we have only one way out if there was a fire. A roundabout will hamper our evacuation, period.

As Fire season is coming up I am beginning to worry about the possibility of an evacuation due to the threat of fire.
I live on Loma Laguna drive and you know there is only One road out. I'm hoping we can change Park and Kelly back to a
three way stop. Please.
In addition, regarding "speeding ... and safety", ... I think narrowing the road on Kelly, in front of the school, is a terrible
idea!!
Perhaps you planning an alternate route or lane to bypass the pick up traffic during the times of dismissal of classes. It's
a mess already when parents are in line to pick up their kids.
And if the sidewalk is widened, WHERE would the cars park?
Looking forward to a better, more efficient plan ...

I live close by and drive down Hillside to Kelly and turn left to El Camino quite often. Also the reverse
route from El Camino.
I think the roundabout with built out curbs will lead to a lot of road rage, since drivers coming from El
Camino will not be able to get to Hillside when school is getting out. At the moment cars lining up to
wait for children are an annoyance, but usually a way can be found to get around for through drivers,
without compromising safety. Similarly in the mornings turning left onto to Kelly from Hillside is do-
able with the existing circle.
The Hillside/Kelly circle, whilst not always followed by drivers, is better than no circle, since lined up
cars do not block the intersection. The number of vehicles and children when school is
starting/finishing naturally slows everyone down.
When school is out there is a need to slow drivers on Kelly and Park, but I think protected bike lanes
are not necessary. Speed bumps like on Hillside would be a better option . Kelly is wide enough for
cycles and cars to easily be apart. The same can't be said for Park, however I think this street is
dangerous because of the higher speeds done here, which could be mitigated by speed bumps and
more speeding enforcement. It would be nice to be able to retain the rural nature of the Lagoon side
of Park.
As regards the circle at Park and Kelly. I don't think it adds much at the moment. It would be better to
build a proper roundabout here, or go to a 3 way stop.

My name is Kevin Fisher, and I live at 4875 Kelly Drive, right at the intersection of Kelly Drive and Hillside
Drive. I work from home, and my office directly faces the intersection, giving me a clear view of traffic
flow and pedestrian activity for numerous hours a day.
My wife, Kirsten and I moved to Carlsbad to raise our young family in a safe and vibrant community. We
love living here. We frequent the nearby park and are excited for our children, Riley (3) and Hazel (2), to
attend Kelly Elementary in the future.
Unfortunately, the traffic at this intersection poses serious safety concerns:
• Excessive Speed on Kelly Drive: Vehicles regularly exceed the posted speed limit, which feels
especially dangerous given the residential setting and proximity to a school and park.
• Unsafe and Confusing Roundabout: The current roundabout causes inconsistent driver behavior
and unclear right-of-way decisions. This confusion creates unnecessary risk for pedestrians
and cyclists, many of them children. I've personally witnessed several near-miss incidents that
could have ended badly.
As a concerned resident and parent, I strongly urge the City to consider removing the roundabout and
replacing it with a clearly marked three-way stop sign & bike protection lane. This would:
1. Slow down vehicle speeds on Kelly drive
2. Establish predictable right-of-way rules
3. Increase safety for pedestrians and cyclists
I appreciate the City's commitment to public safety and responsible planning, and I hope this issue can
be prioritized. I would welcome the opportunity to attend the in-person forum on this topic next week
(June 17th) in person and speak to the city council if given the opportunity.

At its May 20, 2025, meeting, the Carlsbad City Council asked staff to bring back options for
the Kelly Drive and Park Drive complete street improvements project for further consideration,
following recent feedback on roundabouts.
On June 17, 2025, the City Council will revisit options for intersection improvements, including

• Move forward with the project as proposed, which includes two

Mr. Miles,
I am the homeowner at 4803 Kelly Dr, located on the north side corner where Kellyintersects with Tamarack. I’m reaching out to express some concerns and
suggestions regarding the proposed changes to the sidewalks and overall safety in
this area.
From my perspective as a resident, widening the bike lanes would be a moreeffective and less disruptive improvement than widening the sidewalks. Altering the
sidewalks could negatively impact the surrounding neighbors and properties,
whereas enhancing the bike lanes would directly address a much-needed safety
issue for both cyclists and drivers.
Additionally, speeding along Kelly Dr is a serious problem, particularly at the right
turn coming from Tamarack onto Kelly. My driveway is right at that corner, and it
has become increasingly dangerous to pull out. Cars tend to speed through that turn,
and it’s often a very close call.
We’ve already had an incident where a cyclist collided with a car pulling out of my
driveway, fortunately, no one was seriously hurt, but it highlights a potential
liability for the city. For that reason, I would strongly recommend installing aflashing stop light or warning signal at that turn to improve safety for both residentsand commuters.

appreciate it if you could direct me to the correct department or individual.

Situations during a fire
1.Remain in place-Certain weather conditions will allow emergency vehicles to enter the community while residents remain sheltered in their homes.
2.Orderly evacuation-If enough notice is given then emergency personnel can lead evacuations.
3.Immediate evacuation-leads to panic with little time to leave. Cars can take all lanes to exit but a bottleneck can occur if a roundabout is in place. No emergency vehicles have room to
enter the community.
Conclusions
1. Carlsbad Traffic Engineers state that roundabout would be designed to allow a fire safety vehicle to ”fit.” But they do not say that such vehicles will be prevented from accessing our neighborhood if an immediate last minute evacuation should occur since all lanes would be exiting our neighborhood with only one egress. And response times are shortened with roufor any emergency
2. Many last minute evacuations have occurred in the past such as the Eaton, Palisades and where there was a delay in faulty evacuation alerts, and the Camp Fire in Paradise, CA which led to panic, gridlock and death.
3. A single lane roundabout would create a bottleneck to a last minute evacuation given approx. 325 cars and some RV’s in our neighborhood.
4. Limited studies done on the effectiveness of roundabouts during evacuations but those done report evidence of “significant congestion.” (UC Institution of Transportation Studies, funded by State of California’s Road Repair and Accountablity Act, 2017).
