HomeMy WebLinkAbout2025-06-17; City Council; Resolution 2025-144Exhibit 2 RESOLUTION NO. 2025-144 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, DIRECTING THE CITY MANAGER TO PROVIDE ALTERNATE OPTIONS FOR THE KELLY DRIVE AND PARK DRIVE COMPLETE STREET IMPROVEMENTS PROJECT THAT DO NOT INCLUDE ROUNDABOUTS FOR CITY COUNCIL CONSIDERATION AT A FUTURE MEETING AND AMENDING THE PROPOSED CAPITAL IMPROVEMENT PROGRAM FIVE-YEAR PLAN TO MOVE THE FORECASTED CONSTRUCTION BUDGET REQUEST TO FISCAL YEAR 2026-27 FOR CAPITAL IMPROVEMENT PROGRAM PROJECT NO. 6075 WHEREAS, the City Council of the City of Carlsbad, California has determined it necessary, desirable and in the public interest to improve Kelly Drive and Park Drive with complete street improvements, Capital Improvement Program, or CIP, Project No. 6075, or Project; and WHEREAS, the project scope for CIP Project No. 6075 was initiated in 2017 to create complete streets and to provide a trail linkage as identified in the Carlsbad Comprehensive Active Transportation Strategy, which was developed in coordination with the Trails Master Plan, and the Active Transportation Strategy’s conceptual design included circular intersections at the intersections of Kelly Drive and Park Drive and Kelly Drive and Hillside Drive; and WHEREAS, the City Council approved a minute motion on May 20, 2025, directing the City Manager to return with options related to CIP Project No. 6075 for the City Council’s consideration; and WHEREAS, on June 17, 2025, the City Council reviewed three options and selected Option 2, directing the City Manager to provide options for the Kelly Drive and Park Drive Complete Street Improvements Project that do not include roundabouts for City Council consideration at a future meeting and amending the proposed CIP 5-year plan to move the forecasted construction budget request to fiscal year 2026-27. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1.That the above recitations are true and correct. 2. That the City Council has determined that the proposed action to direct staff to prepare options for traffic control is statutorily exempt from environmental review under California Environmental Quality Act ( CEQA) Guidelines Section 15262 as it involves only feasibility or planning studies, including consideration of environmental factors, for June 17, 2025 Item #15 Page 10 of 30 Docusign Envelope ID: 35A02A5B-B1F3-4F9F-9C02-DC14443776F2 possible future actions that have not been approved, adopted or funded. The proposed action does not have a legally binding effect on any possible future discretionary action. 3.That the City Council directs the City Manager to provide alternate options for the Kelly Drive and Park Drive Complete Street Improvements that do not include roundabouts for City Council consideration at a future meeting. 4.That the City Council directs the City Manager to amend the proposed CIP 5-year plan to move the forecasted construction budget request to fiscal year 2026-27 for CIP Project No. 6075. PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of Carlsbad on the 17th day of June, 2025, by the following vote, to wit: AYES: Blackburn, Bhat-Patel, Acosta, Burkholder, Shin. NAYS: None. ABSTAIN: None.
