A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, REMOVING INTERIM TRAFFIC CIRCLES COMPRISED OF YELLOW
CERAMIC DOMES FROM THE INTERSECTIONS OF KELLY DRIVE/PARK DRIVE
AND KELLY DRIVE/HILLSIDE DRIVE, SLURRY SEALING, RESTRIPING TO THE
CITY’S CURRENT STANDARD OPERATING PROCEDURE AND ADDING ALL-
WAY STOPS ON KELLY DRIVE AT THE INTERSECTIONS WITH PARK DRIVE AND
HILLSIDE DRIVE BY ADOPTING THE PLANS AND SPECIFICATIONS FOR A
CHANGE ORDER TO THE 2023 SLURRY SEAL PROJECT AND TRANSFERRING
$195,000 FROM CAPITAL IMPROVEMENT PROGRAM PROJECT NO. 6075 TO
THE PAVEMENT MANAGEMENT PROGRAM, CAPITAL IMPROVEMENT
PROGRAM PROJECT NO. 6001
WHEREAS, the City Council of the City of Carlsbad, California has determined it necessary,
desirable and in the public interest to improve Kelly Drive and Park Drive with complete street
improvements, Capital Improvement Program, or CIP, Project No. 6075, or Project; and
WHEREAS, the project scope for CIP Project No. 6075 was initiated in 2017 to create complete
streets and to provide a trail linkage as identified in the Carlsbad Comprehensive Active Transportation
Strategy, which was developed in coordination with the Trails Master Plan, and the Carlsbad
Comprehensive Active Transportation Strategy’s conceptual design included circular intersections at
the intersections of Kelly Drive and Park Drive and Kelly Drive and Hillside Drive; and
WHEREAS, the City Council approved a minute motion on May 20, 2025, directing the City
Manager to return with options related to CIP Project No. 6075 for the City Council’s consideration;
and
WHEREAS, on June 17, 2025, the City Council reviewed three options and, among those
selected, selected Option 3, removing interim traffic circles comprised of yellow ceramic domes from
the intersections of Kelly Drive/Park Drive and Kelly Drive/Hillside Drive, slurry sealing, restriping to the
city’s current standard operating procedure, and adding all-way stops on Kelly Drive at the intersections
with Park Drive and Hillside Drive by adopting the plans and specifications for a change order to the
2023 Slurry Seal Project, CIP Project No. 6001-23SS, and transferring $195,000 from CIP Project No.
6075 to the Pavement Management Program, CIP Project No. 6001; and
WHEREAS, on July 16, 2024, the City Council authorized the City Manager to approve
construction change orders up to $1,400,000 for CIP Project No. 6001-23SS; and

WHEREAS, staff are requesting approval of an additional $22,000 of contingency by approving
this change order.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1.That the above recitations are true and correct.
2.That the City Council has determined the proposed action for construction to remove
the ceramic dome markers, slurry seal, restripe and add all-way stops at Kelly Drive/Park
Drive and Kelly Drive/Hillside Drive is categorically exempt from environmental review
under CEQA Guidelines Section 15301 because it involves the maintenance, repair or
minor alteration of existing facilities with negligible or no expansion of the existing or
former use. No exceptions to the categorical exemption as set forth in CEQA Guidelines
Section 15300.2 or Carlsbad Municipal Code Section 19.04.070(C) apply.
3.That the plans and specifications to remove interim traffic circles comprised of yellow
ceramic domes from the intersections of Kelly Drive/Park Drive and Kelly Drive/Hillside
Drive, slurry seal, restripe to the city’s current standard operating procedure and add
all-way stops on Kelly Drive at the intersections of Park Drive and Hillside Drive are
adopted.
4.That the City Council authorizes the City Manager or designee to direct the transfer of
$195,000 in gas tax and public facility fee funding from CIP Project No. 6075 to the
Pavement Management Program, CIP Project No. 6001, for a change order to the 2023
Slurry Seal Project, CIP Project No. 6001-23SS.
5.That the City Manager or designee is authorized to approve up to an additional $172,701
in construction change order for CIP Project No. 6001-23SS.
6.That the City Manager or designee is authorized an additional $22,000 in construction
contingency for the construction change order for CIP Project No. 6001-23SS.

PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City
of Carlsbad on the 17th day of June, 2025, by the following vote, to wit:
