HomeMy WebLinkAbout2025-06-26; Fleet Fuel Island Upgrade Project Update (District 2); Gomez, PazCouncil Memorandum {city of Carlsbad Memo ID# 2025040 June 26, 2025 To: From: Honorable Mayor Blackburn and Members of the City Council Paz Gomez, Deputy City Manager, Public Works Sheila Cobian, Assistant City Manager ~ Via: Re: Fleet Fuel Island Upgrade Project Upd~; (District 2) This memorandum provides an update on the status of the Fleet Fuel Island Upgrade Project, Capital Improvement Program Project No. 4747. Background The Carlsbad Safety and Service Center was constructed in 1985 and consisted of the Police & Fire Headquarters facility at 2560 Orion Way, and the Fleet Maintenance Building and Fleet Fuel Island located at 2480 Impala Drive. In the Capital Improvement Program for fiscal year 2023-24, a project was created to upgrade the fuel storage and dispensing systems at the Fleet Fuel Island, due to a regulatory requirement that single-walled underground storage tanks needed to be replaced with double- walled tanks by December 31, 2025. The regulation also required fuel leak detection sensors currently in the single-walled piping to be installed in new double-walled piping by this deadline. On June 25, 2024, the City Council adopted Resolution No. 2024-158, approving the plans, specifications and contract documents and authorizing the City Clerk to advertise for bids for the Fleet Fuel Island Upgrade Project. On August 14, 2024, staff received one bid for the project, and on September 7, 2024, the City Council adopted Resolution No. 2024-218, awarding a contract to the successful bidder, GEMS Environmental Management Services, Inc., in an amount not to exceed $2,591,321. On October 16, 2024, staff issued a Notice to Proceed for the contractor to begin the work. Discussion The construction work for the Fleet Fuel Island Project has been proceeding and is nearing completion on time and within budget. The contractor is currently performing contract electrical work and installing overhead lighting. Next Steps The new dispensers are scheduled to be commissioned in July, after which the tanks will be ready to receive fuel. Staff anticipate that the fuel island will be fully commissioned and ready for staff use by this summer. Public Works staff will send a notification to city users at that time.
