Council Chamber 1200 Carlsbad Village Drive Carlsbad, CA 92008 PLEDGE OF ALLEGIANCE: Subcommittee Member Burkholder led the Pledge of Allegiance. PUBLIC COMMENT: None. APPROVAL OF MINUTES: Minutes of the Regular Meeting held Apr. 15, 2025. Motion by Subcommittee Member Burkholder, seconded by Subcommittee Member Acosta, to approve the minutes as presented. Motion carried unanimously, 2/0. SUBCOMMITTEE COMMENTS & ANNOUNCEMENTS: None. DEPARTMENTAL REPORTS: 1. STATE AND FEDERAL LEGISLATIVE REPORTS -Receive updates from representatives of U.S. Congressman Mike Levin, State Senator Catherine Blakespear, and State Assemblymember Tasha Boerner, and provide feedback. (Staff contact: Jason Haber, City Manager Department) Recommendation: Receive the updates and provide feedback. The subcommittee received informational reports from Salome Tash representing Congressman Mike Levin's office, Matt Rubel representing Senator Ca therine Blakespear's office and Ana Mladenovic representing Assemblymember Tasha Boerner's office. The subcommittee received the reports. 2. CALIFORNIA PUBLIC UTILITIES COMMISSION UPDATE -Receive an update on the California Public Utilities Commission's policy and regulatory work and provide feedback. (Staff contact: Jason Haber, City Manager Department) Recommendation: Receive the update and provide feedback. The California Public Utilities Commission's Local Government Liaison Jesus Torres and Rail and Crossing Engineer Supervisor Matthew Bond (by phone) presented a report covering the agency's policy and regulatory work including energy affordability, battery storage systems, rail crossings and quiet zones, wildfire mitigation measures, and the recent carrier of last resort May 13, 2025 Legislative Subcommittee Meeting Page 2 rulemaking for telecommunications, including a Power Point presentation (on file in the Office of the City Clerk). Nils Nehrenheim spoke about the importance of Community Choice Aggregation and the benefit of having the California Public Utilities Commission present at local legislative meetings. The subcommittee received the reports. 3. OUR NEIGHBORHOOD VOICES BALLOT INITIATIVE -RESOLUTION OF SUPPORT-Review and discuss a sample resolution in support of the Our Neighborhood Voices ballot initiative; determine recommendation, if any, to the City Council. (Staff contact: Jason Haber, City Manager Department) Recommendation: Review and discuss, and determine recommendation, if any, to the City Council. Intergovernmental Affairs Director Jason Haber introduced the item including a brief background. Dean Szabo spoke in support of Our Neighborhood Voices ballot initiative and self-governance. Steve Linke spoke of the importance of restoring local land use control and in support of the Our Neighborhood Voices ballot initiative. Mike Lewis spoke in support of local control. Nils Nehrenheim, representing Our Neighborhood Voices, expressed support for restoring local • authority over housing and affordability. He presented a Power Point presentation (on file in the Office of the City Clerk) and requested that the Subcommittee make a recommendation to the full Council to pass a resolution endorsing the ballot initiative. Kris Wright advocated for Our Neighborhood Voices and requested that the Subcommittee support the ballot initiative and make that recommendation to the full City Council. Diane Bedrosian advocated for Our Neighborhood Voices ballot initiative. Recommendation: Receive the update and provide feedback. The subcommittee received the report. No position was taken at this time, pending completion of the language for both items. 4. LEGISLATIVE AND ADVOCACY UPDATE -Receive updates on federal and state legislative and budget activity and recent and ongoing advocacy efforts; discuss and provide feedback to staff, including identifying high-priority bills, advocacy positions, funding opportunities, and May 13, 2025 Legislative Subcommittee Meeting Page 3 items for future City Council consideration. (Staff contact: Jason Haber, City Manager's Department) Recommendation: Receive the updates and provide feedback. Carpi and Clay were not able to present the federal lobbying report due to scheduling difficulties. California Public Policy Group Managing Director Sharon Gonsalves presented a report on state lobbying efforts, including a PowerPoint presentation (on file in the Office of the City Clerk). The subcommittee received the report. Motion by Subcommittee Member Burkholder, seconded by Subcommittee Member Acosta to support SB 741 (Blakespear) Coastal Development Permit: exemption: LOSSAN Rail Corridor. Motion carried unanimously, 2/0. SUBCOMMITTEE MEMBER REQUESTS FOR FUTURE AGENDA ITEMS: None. SUBCOMMITTEE MEMBERS COMMENTS & ANNOUNCEMENTS: Subcommittee Member Burkholder reported out on her advocacy trip to Washington DC where she met with several legislators and discussed Carlsbad issues regarding HUD, Windsor Point, railroad trenching and sand dredging. ADJOURNMENT: Subcommittee Member Acosta adjourned the duly noticed meeting at 11:45 a.m.
