We welcome your interest and involvement in the city's legislative process. This agenda includes information
about topics coming before the Legislative Subcommittee and the action recommended by city staff. You can
read about each topic in the staff reports, which are available on the city website.

If you would like to provide comments to the Legislative Subcommittee, please:
• Fill out a speaker request form, located in the foyer.
• Submit the form to the City Clerk before the item begins.
• When it's your turn, the City Clerk will call your name and invite you to the podium.
• For non-agenda public comment, speakers must confine their remarks to matters within the Legislative
Subcommittee's subject matter jurisdiction.
• For public comment on agenda items, speakers must confine their remarks to the question or matter under
consideration.
• Speakers have three minutes, unless the presiding member changes that time.
• You may not give your time to another person, but can create a group. A group must select a single speaker
as long as three other members of your group are present. All forms must be submitted to the City Clerk
before the item begins and will only be accepted for items listed on the agenda (not for general public
comment at the beginning of the meeting). Group representatives have 10 minutes unless that time is
changed by the presiding member or the Legislative Subcommittee.
• Failure to comply with the rules for public participation is disruptive conduct. Continuing disruptive conduct
after being asked by the presiding member to cease may result in removal from the meeting.
• In writing: Email comments to clerk@carlsbadca.gov Comments received by 5 p.m. the day prior to the meeting
will be shared with the subcommittee prior to the meeting. When e-mailing comments, please identify in the
subject line the agenda item to which your comments relate. All comments received will be included as part of
the official record. Written comments will not be read out loud.
Reasonable accommodations
Persons with a disability may request an agenda packet in appropriate alternative formats as required by the
Americans with Disabilities Act of 1990. Reasonable accommodations and auxiliary aids will be provided to effectively
allow participation in the meeting. Please contact the City Manager's Office at 442-339-2821 (voice), 711 (free relay
service for TTY users), 760-720-9461 (fax) or manager@carlsbadca.gov by noon on the Monday before the meeting
to make arrangements. City staff will respond to requests by 9 a.m. on Tuesday, the day of the meeting, and will seek
to resolve requests before the start of the meeting in order to maximize accessibility.

PUBLIC COMMENT: The Brown Act allows any member of the public to comment on items not on the
agenda, provided remarks are confined to matters with the Legislative Subcommittee's subject matter
agenda. Please treat others with courtesy, civility and respect.
APPROVAL OF MINUTES:
Minutes of the Regular Meeting held May 13, 2025
ACTION: Minutes approved as presented -2/0.
DEPARTMENTAL REPORTS:
1. STATE AND FEDERAL LEGISLATIVE REPORTS -Receive updates from representatives of U.S.
Congressman Mike Levin, State Senator Catherine Blakespear, and State Assemblymember Tasha
Boerner and provide feedback. (Staff contact: Jason Haber, City Manager Department)
Recommendation: Receive the updates and provide feedback.
ACTION: The Subcommittee received the updates.
2. LEGISLATIVE AND ADVOCACY UPDATE -Receive updates on federal and state legislative and
budget activity and recent and ongoing advocacy efforts; discuss and provide feedback to staff,
including identifying high-priority bills, advocacy positions, funding opportunities, and items for
future City Council consideration . (Staff contact: Jason Haber, City Manager Department)
Recommendation: Receive the updates and provide feedback.
ACTION: The Subcommittee received the report.
Motion by Council Member Burkholder, seconded by Council Member Acosta to support HR 973
(Setting Consumer Standards for Lithium-Ion Batteries Act), HR 2786 (Resilient Coasts and Estuaries
Act of 2025), HR 3217 (Stop Child Hunger Act), HR 1267 (Water Systems PFAS Liability Protection
Act), HR 2932 (Cutting Lead Exposure and Aviation Relief Skies Act) -2/0 (see Minutes for details).
Motion by Council Member Burkholder, seconded by Council Member Acosta to support AB 237
(Patel) Crimes: threats. (Amended 05/23/2025), AB 379 (Schultz) Crimes: Prostitution, AB 87
(Boerner) Housing development: density bonuses: mixed-use developments, AB 996 (Pellerin) Public
Resources: sea level rise plans, to oppose AB 1337 (Ward) Information Practices Act of 1977
(Amended 05/23/2025), to watch SB 16 (Blakespear) Homeless Housing, Assistance, and Prevention
program: housing element: unsheltered and chronic homelessness: assessment and financing plan,
SB 707 (Durazo) Open meetings: meeting and teleconference requirements, and to bring back AB
942 (Calderon) Net energy metering: eligible customer-generators: tariffs. (Amended 05/05/2025)
for the next meeting -2/0 (see Minutes for details}.
