Dear Atieh Kaeni,
The Planning Division is in receipt of the Senate Bill 330 (SB-330) preliminary housing development pre-
application for the BEECH AVE RESIDENCES project, application no. PRE 2025-0034, submitted on June 11,
2025. The BEECH AVE RESIDENCES, consisting of the construction of an eight unit (ranging in size from
1,731-2,250 square feet), four-story, 15,525-square-foot, 46-foot-tall multi-family residential building,
including one inclusionary housing unit, with an 11-space subterranean parking structure located at 367
Beech Avenue, qualifies as a housing development pursuant to paragraph (2) of subdivision (h) of Section
65589.5 of the Government Code.
City staff has determined the items submitted with the subject SB-330 preliminary housing development
pre-application satisfy the requirements pursuant to Government Code Section 65941.1. The preliminary
application is therefore "deemed submitted" as of June 11, 2025. As such, pursuant to Government
Code Section 65589.5, the BEECH AVE RESIDENCES project shall be subject only to the ordinances,
policies, and standards adopted and in effect as of June 11, 2025.
Pursuant to Government Code Section 65941.1, the city received the submittal of the development
application consistent with Sections 65940, 65941, and 65941.5 within 180 calendar days from the
"deemed submitted" preliminary application date of June 11, 2025, and no later than December 8, 2025.
