Executive Summary The City Council is being asked to appoint two members to the Library Board of Trustees. The Library Board of Trustees may make recommendations to and advise the City Council in matters pertaining to the duties and powers of the librarian and other library employees, the number of employees, the purchase of equipment, real estate and buildings, the advisability and desirability of facilities of the city library, the amounts of moneys required to operate the library, and policies related to the administration of the city library. The Library Board of Trustees consists of five members appointed by the Mayor and confirmed by the City Council. Members must be residents of Carlsbad and normally serve four-year terms, unless appointed to fill an unexpired term. Explanation & Analysis Trustee William Sheffler was appointed to the Library Board of Trustees in July 2021 to fill the expired term of Trustee Beth Hulsart for a term ending June 2025 and is eligible for reappointment. Trustee Katrina Waidelich was appointed to the Library Board of Trustees in March 2024 to fill the unscheduled vacancy of Trustee Stan Schatt for a term ending June 2025. Trustee Waidelich is eligible for reappointment. The City Clerk’s Office received 11 applications from residents wishing to serve on the Library Board of Trustees. In keeping with City Council Policy No. 88, the Mayor has chosen the following applicants to advance in the process and interview with the full City Council: •William Sheffler – District 1 (seeking reappointment) •Katrina Waidelich – District 2 (seeking reappointment) June 24, 2025 Item #10 Page 1 of 10 Docusign Envelope ID: C21EE639-C619-4B36-9428-B7557712500E Exhibit 3 contains the applications of the applicants moving forward in the interview process. The Maddy Act (California Government Code Sections 54970-54974) requires that on or before December 31 of each year the legislative body must prepare a Local Appointments List, which contains the appointive terms of Board and Commission members that will expire in the next calendar year. The name of the incumbent appointee, the date of appointment and the term expiration date is also included on the list. Based on the prepared list, the City Clerk’s Office accepts applications (available on the city’s website and in the City Clerk’s Office) for any upcoming vacancies. The current members of the Library Board of Trustees are: Commissioner District William Sheffler 1 Katrina Waidelich 2 Larry Laufer 3 Laurel Moran 3 Gina Payne McBride 4 Members of the Library Board of Trustees are subject to the provisions of California’s Political Reform Act of 1974 and must file statements of economic interest each year, complete ethics training and sexual harassment prevention training every two years. Fiscal Analysis This action has no financial impact. Next Steps Following the appointment of two members to the Library Board of Trustees, the City Clerk’s Office will update the commission’s roster and coordinate the oath of office and the filing of the appointees’ statements of economic interest, ethics training certificate and workplace harassment prevention training. Environmental Evaluation This action does not require environmental review because it does not constitute a project within the meaning of the California Environmental Quality Act under California Public Resources Code Section 21065 in that it has no potential to cause either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment. The library serves as an entry for citizens and visitors of Carlsbad to our city services and local government, seeing first hand how our city prioritizes community well being and excellence. I hope to continue supporting the library in serving their needs, especially families. As a teacher and mother, I have seen first hand families struggle to support the academic and personal growth of their child, and libraries serve as an opportunity to do both. Libraries provide engaging learning opportunities for families across generations to connect together, and academic support in the form of tutors and volunteers. From kindergartners learning to read to my own AP Seminar students conducting academic research, I commit to ensuring the library helps to grow learners into citizens. Please describe your educational background I have been an educator for over 16 years, currently employed as an English teacher at Carlsbad High School. I received my English and teaching credential from the University of Southern California. I have also been professionally trained in teaching two AP classes, AP English Language and Composition and AP Seminar. Please describe relevant experience I have currently served as a trustee, and served as a liaison to the Carlsbad Library Arts Foundation. As a trustee and liaison, I have been thrilled to support and celebrate the library in expanding to Sunday hours, welcoming the Carlsbad Reads Together author Julia Alvarez, and inviting community members to participate and visit the library. Currently as a teacher, I support students in completing academic research projects, choosing reading that is relevant to their needs and interests, and engaging students in community involvement. Please describe your current or past community involvement I currently am the assistant Girl Scout troop leader for my daughter's troop, helping to lead activities and camping trips for about 15 3rd graders. As a mother, I volunteer at my child's school for school events and field trips. As a teacher, I serve as an advisor for GSA club and MANA club. Finally, I have volunteered on Carlsbad Unified's district Forward Together Committee, engaging with community members on recommendations for the Forward Together plan.
