PLEDGE OF ALLEGIANCE: Commissioner Burrows led the Pledge of Allegiance.
APPROVAL OF MINUTES: Minutes of the Regular Meeting held May 7, 2025
Motion by Commissioner Lafferty, seconded by Commissioner Burrows, to approve the minutes
as presented. Motion carried 7 /0.
PUBLIC COMMENT: None.
CONSENT CALENDAR: None.
PUBLIC HEARING:
1. JEFFERSON STREET HOMES -CT 2024-0004/PUD 2024-0004/CDP 2024-0021 (DEV 2024-
0012) -A Resolution of the Planning Commission approving a California Environmental
Quality Act (CEQA) exemption determination and approving Carlsbad tentative tract map,
Planned Development Permit and Coastal Development Permit to allow the demolition of
two existing single family residences on two lots and the development of a 12-unit, three-
story, residential condominium project on a 0.542-acre site located at 2502 & 2518
Jefferson St., within the Mello II Segment of the Local Coastal Program and within local
Facilities Management Zone
ACTION TYPE: Quasi-Judicial
STAFF RECOMMENDATION: Take public input, close the public hearing,
and adopt the Resolution.

Chair Meenes opened the duly noticed public hearing at 5:07 p.m.
City Planner, Eric Lardy introduced Senior Planner, Kyle Van Leeuwen, who reviewed a
PowerPoint on the Item. (On file in the Office of the City Clerk)
Chair Meenes requested ex parte regarding this item and all commissioners had driven by the
project.
Applicant representative, Jonathan Frankel, spoke on the item.

Applicant representative, Kirk Moeller, KM Architects, responded to questions on the project.
Chair Meenes opened the public testimony at 5:23 p.m.
Carlsbad residents Tio San Antonio, Elena Quaranta, and Cory Alvarez expressed their opposition
to the project.
Carlsbad resident, David Pierce expressed his support for the project.
Hearing no one wishing to speak, Chair Meenes closed the public testimony at 5:23 p.m.
Commissioner discussion ensued.
Commissioner Merz made a motion to adopt Resolution No. 7543, seconded by Commissioner
Stine, approving the CEQA exemption determination, the Carlsbad tentative tract map, Planned
Development Permit and Coastal Development Permit per staff recommendation. Motion
carried, (6/1, Lafferty-No).
Hearing no one wishing to speak, Chair Meenes closed the duly noticed public hearing at 5:48
p.m.
DEPARTMENTAL REPORTS:
2. PLANNING COMMISSION WORK PLAN FOR FISCAL YEAR 2025-2026 - A Resolution of the
Planning Commission of Carlsbad, California recommending acceptance of the Fiscal Year
2024-2025 Work Plan Annual Report and approval of the Fiscal Year 2025-2026 Planning
Commission Workplan.
ACTION TYPE: Administrative
STAFF RECOMMENDATION: That the Planning Commission adopt a Resolution
recommending acceptance of the Fiscal Year 2024-25 Work Plan Annual Report
and recommend approval of the Fiscal Year 2025-26 Work Plan.

City Planner, Eric Lardy reviewed the Item. (On file in the Office of the City Clerk)
In response to Commissioner Meenes' inquiry, City Planner, Eric Lardy explained that trainings
on many topics including CEQA are anticipated and will be scheduled as soon as possible, when
Commissioner, Staff, trainers and consultant's schedules allow.
In response to Commissioner Lafferty's inquiry, Mr. Lardy explained that if the
Planning Commission would like to add a review of CEQA and Title 19 to the 2025-26
Planning Commission Work Plan it should be added to the motion to adopt the Resolution for
this item.

Commissioner Stine requested educational presentations on the Fire Department's review
process. Commissioner Lafferty expressed her agreement and City Planner Eric Lardy indicated
that this possibility would be investigated and presented to the Planning Commission in the most
efficient way possible, in consideration of the Fire Department's schedule for example.
Commissioner Meenes emphasized that he would like a training on CEQA to be the first
educational item on the 2025-26 Work Plan training calendar.
In response to Commissioner Foster's inquiry, City Planner Eric Lardy explained that, the Village
and Barrio Parking and Management Plan Update's parking study is postponed so that the City
can conduct a more extensive, in depth parking study over a year, which is a longer period of
time than the previous studies.
Chair Meenes opened the public testimony on this item.
Seeing no one wishing to speak, Chair Meenes closed the public testimony.
In response to Commissioner Lafferty's inquiry as to whether the Historic Preservation
Commission reviews historic reports, City Planner, Eric Lardy explained that for CEQA item's, the
planners review the historic reports and depending on the circumstances, the report may or may
not be forwarded to the Historic Preservation Commission. Mr. Lardy added that this topic could
be discussed in in the 2025-26 Goals and Tasks for the Planning Commission as well.
Commissioner Lafferty made a motion, seconded by Commissioner Merz to approve Resolution
7544 of the Planning Commission recommending acceptance of the Fiscal Year 2024-2025 Work
Plan Annual Report and approval of the Fiscal Year 2025-2026 Planning Commission
Workplan with an addition of a review of Title 19 to the Training and Operations section of the
Workplan.
COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: The
Commissioners report on activities and meetings of some committees and subcommittees of
which they are members.
Commissioner Lafferty gave an update on the Historic Preservation Commission's last meeting.
STAFF COMMENTS: City Planner, Eric Lardy reviewed the upcoming City Council, Planning
Commission items and the tentative schedule for Planning Commission.
