Wright 2911 State St. Suite A Carlsbad, CA 92008 SUBJECT: PRE 2025-0026 (DEV2025-0031) – ADAMS STREET APTS CARPORTS APN 206-050-22-00 Thank you for submitting a preliminary review application to carry out maintenance work on an existing apartment complex parking lot and replacing the existing carports. The proposal generally involves the following: •Demolition of four existing detached carports and the replacement of four similar steel fabricated carports in the same locations to maintain the covered parking at an existing apartment complex. In response to your application, the Planning Division has prepared this comment letter. Please note that the purpose of a preliminary review is to provide you with direction and comments on the overall concept of your project. This preliminary review does not represent an in-depth analysis of your project. It is intended to give you feedback on critical issues based upon the information provided in your submittal. This review is based upon the plans, policies, and standards in effect as of the date of this review. Please be aware that at the time of a formal application submittal, new plans, policies, and standards may be in effect and additional issues of concern may be raised through a more specific and detailed review. Planning: General 1.General Plan and zoning designations for the property are as follows: a.General Plan: R-23, Residential (15-23 dwelling units per acre) b. Zoning: Multiple-Family Residential (R-3) c.Coastal Zone: The project site is subject to the Mello II Segment of the Local Coastal Program (LCP). The LCP Land Use and Zoning are consistent with the City’s General Plan Land Use and Zoning for the site. The site is not located within the appealable area of the Coastal Zone. 2.The project requires the following permits: a.Building Permit b. Engineering Forms/Permits (as applicable) 3.Height: Building height shall not exceed 14 feet if a minimum roof pitch of 3:12 is provided or 10 feet if less than a 3:12 roof pitch is provided. {city of Carlsbad PRE 2025-0026 (DEV2025-0031) – ADAMS STREET APTS CARPORTS July 2, 2025 Page 2 ___________ Community Development Department Planning Division 1635 Faraday Avenue  Carlsbad, CA 92008-7314  442-339-2600 4. Setbacks. Pursuant to CMC §21.16, Multiple-Family Residential Zone, setbacks will apply to the proposed development. The required setbacks are as follows: a. Front Yard(south property line-Chinquapin Ave): 20 feet, as shown on plans the project complies. b. Interior Side Yard (west property line): 10 feet, as shown on plans the project complies. c. Street Site Yard (east property line-Adams Street): 10 feet, as shown on plans the project complies. d. Rear Setback (north property line): 20 feet, as shown on plans the project complies. All necessary application forms, submittal requirements, and fee information are available at the Planning counter located in the Faraday Building at 1635 Faraday Avenue or online at https://www.carlsbadca.gov/departments/community-development/planning. You may also access the General Plan Land Use Element and the Zoning Ordinance online at the website address shown. Please review all information carefully before submitting. Land Development Engineering: 1. Complete a Stormwater Standards Questionnaire Form E-34. This questionnaire will guide you and the city in determining what type of reports and storm water mitigation must be completed to satisfy state and City storm water quality requirements. The questionnaire is located on the City of Carlsbad website. 2. Based on a preliminary analysis it appears that this project may be exempt per the last bullet point item listed in Table 1-1 of the Carlsbad BMP Design Manual “Exterior alterations that do not increase existing impervious surface footprint and do not expose underlying soil during construction (e.g. roof replacement).” Otherwise, the project would be a Standard Project. If a Standard Project, complete the Standard Project Requirement Checklist, Form E-36, and show all source and site design BMPs on the conceptual grading and drainage plans. 3. Based on this project’s general land use of R-23, this project is subject to the City of Carlsbad trash capture requirements. The project may be exempt, however, from installing trash capture BMPs and submitting a Trash Capture Storm Water Quality Management Plan if it meets one of the listed criteria in Section 4.4.2.2 of the Carlsbad BMP Design Manual. There should be less than 250 square feet of impervious area being replaced, one of the listed criteria. Note that replacement of the carport covers are not included towards the 250 square foot limitation, so I anticipate the footings of the posts will be the only replaced impervious area assuming the posts are proposed for replacement. 4. Provide a Preliminary Title Report (current within the last six (6) months. 5. Annotate and delineate all existing easements and encumbrances listed in the Preliminary Title Report on the site plan. If any vacations or quitclaims are planned with this development annotate on the PRE 2025-0026 (DEV2025-0031) – ADAMS STREET APTS CARPORTS July 2, 2025 Page 3 ___________ Community Development Department Planning Division 1635 Faraday Avenue  Carlsbad, CA 92008-7314  442-339-2600 site plan. 6.Delineate location of all existing and proposed buildings, walls, fences and permanent structures onsite and within 25 feet of the site. 7.Show existing lot line bearing and distance. 8.Please be advised that a more in-depth review of the proposed development will occur with the permit reviews when a more complete design of the project is provided.
