This facility stores and uses titanium powder, a flammable solid. This letter serves to review SpiTrex's progression in achieving compliance with provisions of a Group H-3 occupancy according to the 2022 California Building and Fire Codes with the City of Carlsbad amendments. 1. Project Information 1815 Aston Avenue is a 35,480 ft2, Type IIIN shell tilt-up building built in 1999 that has since been divided into several tenant spaces. 1 Each suite is separated with a 1-hour fire-resistance rated fire barrier. SpiTrex leases Suites 105 and 106 and plans to expand their 3D printing capacity. This will result in exceeding the maximum allowable quantities for flammable solids. A change of use to Group H-3 occupancy is required to handle the anticipated quantities. Figure 1 has been provided by Bussett Architecture and includes a proposed floor plan layout. Occupancy Classification ARUP As the maximum allowable quantity of flammable solids is exceeded, a Group H-3 designation is appropriate. While titanium powder can be a combustible dust at certain particle sizes, SpiTrex has conducted air sampling during their operations and found there is no appreciable amounts of dust in the air. Therefore, a fire or explosion hazard due to combustible dust is not present and therefore, a Group H-2 occupancy classification is not required. 2 2 CBC Table 307.1 (I) Page 2 of6 ' Our ref Date 3. Room Selection ARUP 294185 July 23, 2024 The Group H-3 room requires at least 25% of the perimeter wall to be an exterior wall. 3 To ensure that 25% of the perimeter is an exterior wall the occupancy has been extended into Suite 105 with some modifications to existing walls as seen in Figure 2. goto· -~ 271' 1/2' / ~ -~Ft'l'la~ -a.TNtCE Figure 2: Proposed Group H-3 Occupancy 4. Room Separation Group H-3 rooms require a 1-hour fire barrier separation from Group B, F-1, and S-1 occupancies.4 SpiTrex's neighboring suites are predominantly Group Band F-1 occupancies. Existing demising walls contain a 1-hour fire rating that extends to the underside of the roof. Doors are proposed to be a minimum of 3/4-hour fire rated. 5 Upgrades to the suite walls and doors to create 1-hour fire separations are shown in Figure 3, which is excerpted from Architectural Sheet A-1. 3 CBC §415.6 • CBC Table 508.4 5 CBC Table 716.1 (2) Page 3 of6 Our ref Date "" 294185 July 23, 2024 ,.. ,, ~~i ' J ~l-'t--:..,-=e-1" ®0 I rw,11,ua.£ SDMittt\lM.r , <XllPLJ..IMT 'Mltt C1'C ~L1~ 7 MANUFACTURING 1 tK-3 OCCl.l'AHCY) If I LJ 0@ ADI ~~~~~~~~c.--:,-::,----_J I ~Pi ~~:CA~IUJAIC) ARUP DOOR SCHEDULE 0 =-~-=~:1:,i.~~;:;;F.=,~io-:=a .. :~:.':i.. _.,. _____ _ ... _,_ ____ J. 0 --------.. ··------·-----....... --;;i .. -:.::\:4.~..::~:..:=:..::.:-:----· ::.:i_w=.::::-..."":.w..~ -'"~ 0 ~M•-O--•hit--HC- @~.,_ ... , .... ~~--------- WINDOW SCHEDULE =.:~~-;::-; -:.-:.::;-:.-_ .. :-.:::':--:.~· -· ~ .,. -,. .. .. ,.,.._ .. ~ ... ---•t.-.•M•• .. :.-:.=-t=:,;.-:.:--------·- 0.-,..- ©r . .- oPEN OFFICE ~~~~~--Cµ, ©-rur Figure 3: Door and Wall Upgrades 5. Exiting More onerous exit widths are applicable to Group H-3 occupancies.6 Additionally, egress doors must always swing in the direction of travel.7 The proposed drawings utilize 0.4 in. per occupant and all egress doors swing in the direction of travel. 6. Fire Sprinklers The sprinkler system must at a minimum be designed for Ordinary Hazard Group 2 density (0.20 GPM/sf) over 3,000 ft2. 8 The facility's sprinkler system exceeds this with a design density of 0.45 gpm/sf over 3,000ft2. 7. Fire Extinguishers Class D portable fire extinguishers shall be available in the vicinity of the titanium powder storage and use area. An extinguisher shall be located not more than 75 ft from these areas.9 Locations of extinguishers in the Group H-3 space are shown with the symbol FE in Figure 3. 6 CBC §1005.3.2 7 CBC §1010.1.2.1 8 CFC §5004.5 and §5005.1.8 • CCR Title 19, Division I Chapter 3, Article 5, Section 572 Page 4 of6 Our ref Date 8. Emergency Alarm ARUP 294185 July 23, 2024 A manual emergency alarm shall be provided at the outside of each interior exit door from the Group H-3 space. Activation of an emergency alarm-initiating device shall sound a local alarm to alert occupants of an emergency situation involving hazardous materials. 10 This alarm must be electrically supervised and monitored. 11 SpiTrex will provide the required systems and meet the provisions of CBC §415.5. 9. Ventilation Mechanical exhaust ventilation is not required in powder storage areas.12 However, where flammable solids are dispensed in the open, mechanical exhaust ventilation is required to capture fumes at the point of generation except where it can be demonstrated that harmful gases, fumes, mists, or vapors are not created. 13 SpiTrex has conducted air sampling during their operations and found there is no appreciable amounts of dust in the air. Therefore, additional mechanical exhaust ventilation is not required. 10. Electrical NFPA 499 has recommendations for electrical classification guidance based on dust accumulations and frequency; however, SpiTrex has no appreciable build-ups of titanium dust. As such, ordinary electrical is sufficient for the space. 11 . Storage Limitations Storage of powder in the Group H-3 space is not limited by mass, but rather there are limits to pile sizes. Storage shall not exceed 1,000 ft:3 in a single pile. 14 SpiTrex will ensure that this threshold is not exceeded. 10 CBC §415.5.1 11 CFC §5004.10 12 CFC §5004.3 Exception I 13 CFC §5005.1.9 and §5005.2.1. Any future changes to the use and/or storage of the titanium powder shall require a review to ensure compliance with the provisions for Group H-3 occupancies. To view the BMP Manual, refer to the Engineering Standards (Volume 5). This questionnaire must be completed by the applicant in advance of submitting for a development application (subdivision, discretionary permits and/or construction permits). The results of the questionnaire determine the level of storm water standards that must be applied to a proposed development or redevelopment project. Depending on the outcome, your project will either be subject to 'STANDARD PROJECT' requirements, "PRIORITY DEVELOPMENT PROJECT (PDP) requirements or not considered a development project. This questionnaire will also determine if the project is subject to TRASH CAPTURE REQUIREMENTS. Your responses to the questionnaire represent an initial assessment of the proposed project conditions and impacts. City staff has responsibility for making the final assessment after submission of the development application. If staff determines that the questionnaire was incorrectly filled out and is subject to more stringent storm water standards than initially assessed by you, this will result in the return of the development application as incomplete. In this case, please make the changes to the questionnaire and resubmit to the city. If you are unsure about the meaning of a question or need help in determining how to respond to one or more of the questions, please seek assistance from Land Development Engineering staff.
