APPROVAL OF MINUTES: Motion by Commissioner Schreibman, seconded by Commissioner Peterson, to approve the minutes as presented. Motion carried; minutes approved as presented -4/0/0/1 (Jacobs - Absent). PUBLIC HEARING: None. PUBLIC COMMENT: The Brown Act allows any member of the public to comment on items not on the agenda. Please treat others with courtesy, civility, and respect. Members of the public may participate in the meeting by submitting comments as provided on the front page of this agenda. The Commission will receive comments at the beginning of the meeting. In conformance with the Brown Act, no action can occur on these items. None. DEPARTMENTAL REPORTS: 1. 3RD GRADE ART CONTEST: Information and updates regarding the 3rd Grade Art program. (Staff contact: Mike Strong, Assistant Director of Community Development and Kristi Bell, Senior Librarian for·Genealogy and Carlsbad History.) Mike Strong, Assistant Director of Community Development introduced Library Staff, Shiela Crosby, Deputy Library Director of the Carlsbad Library and Kristie Bell, Senior Librarian who reviewed the details of the item. The Commission received the report. 2. APPOINT A CARLSBAD HISTORICAL SOCIETY LIAISON: Appointment of a liaison to assist staff with various activities that foster communications and collaboration with the Carlsbad Historical Society. (Staff contact: Mike Strong, Assistant Director of Community Development.) Mike Strong, Assistant Director of Community Development presented this item. Commissioner Schreibman made a motion to appoint Commissioner Jacobs as the Historic Preservation Commission's liaison and Commissioner May as the alternate representative, to May 12, 2025 Historic Preservation Commission Regular Meeting Page 2 collaborate on preservation opportunities with the Carlsbad Historical Society. Motion carried; 4/0/0/1 (Jacobs -Absent). 3. WEBSITE UPDATE STATUS FOR THE HISTORIC PRESERVATION PROGRAM: An overview of subcommittee input and summary of efforts currently underway to address initial feedback. (Staff contact: Mike Strong, Assistant Director of Community Development.) Mike Strong, Assistant Director of Community Development presented this item. The Commission received the report. 4. APPOINTMENT OF VICE CHAIR: A resolution of the Historic Preservation Commission of Carlsbad, California, appointing a Vice Chair to preside at all Historic Preservation Commission meetings in the Chair's absence. (Staff contact: Mike Strong, Assistant Director of Community Development.) Mike Strong, Assistant Director of Community Development presented this item. Mr. Strong noted that normally the Vice Chair is appointed for a calendar year; but in this unusual circumstance the previous vice chair's term expired and the position was vacated; so a new appointment was necessary. Motion by Chair May, seconded by Commissioner Schreibman, to adopt Resolution 2025- 006, appointing Jamie Jacobs as Vice Chair of the Historic Preservation Commission for the remainder of 2025 calendar year. Motion carried, 4/0/0/1 (Jacobs -Absent). COMMISSION MEMBER COMMENTS: Planning Commissioner Lafferty gave an update on the last Planning Commission meeting. Commissioner Lafferty gave an update regarding drive thru applications that was discussed at the last City Council Meeting. Assistant Director of Community Development, Mike Strong added that the City Council is now open to private applications for drive thru's in Carlsbad. The applications will be considered on a case by case basis first by the Planning Commission, then by City Council for approval. In response to Commissioner Lafferty's inquiry, regarding historic reports, Assistant Director of Community Development, Mike Strong explained that generally if an historical assessment report is required if a structure is 45 years old or older depending on the location of the property and type of permit granted. Commissioner Lafferty inquired about the status of old train station building in the Carlsbad Village. Assistant Director of Community Development, Mike Strong explained that he is not aware of any plans to demolish said building. Mr. Strong added that they can have further discussions regarding this property if Ms. Lafferty wishes. March 10, 2025 Historic Preservation Commission Regular Meeting Page 3 Commissioner Schreibman emphasized the fact that an ad hoc review of future drive thru's on a case by case basis does not apply to the Village and Barrio area. STAFF COMMENTS: Assistant Director of Community Development, Mike Strong reviewed upcoming, relevant City Council calendar items. ADJOURNMENT: 6:42 p.m . Administrative Secretary
