CALL TO ORDER: 9 a.m. ROLL CALL: Burkholder, Acosta. Council Chamber 1200 Carlsbad Village Drive Carlsbad, CA 92008 PLEDGE OF ALLEGIANCE: Subcommittee Member Burkholder led the Pledge of Allegiance. PUBLIC COMMENT: Paige DeCino spoke in opposition to AB 943. APPROVAL OF MINUTES: Minutes of the Regular Meeting held May 13, 2025. Motion by Subcommittee Member Burkholder, seconded by Subcommittee Member Acosta, to approve the minutes as presented. Motion carried unanimously, 2/0. SUBCOMMITTEE COMMENTS & ANNOUNCEMENTS: None. DEPARTMENTAL REPORTS: 1. STATE AND FEDERAL LEGISLATIVE REPORTS -Receive updates from representatives of U.S. Congressman Mike Levin, State Senator Catherine Blakespear, and State Assemblymember Tasha Boerner, and provide feedback. (Staff contact: Jason Haber, City Manager Department) Recommendation: Receive the updates and provide feedback. The subcommittee received informational reports from Jack Fox representing Senator Catherine Blakespear's office, Ana Mladenovic representing Assemblymember Tasha Boerner's office and Jason Haber on behalf of Salome Tash representing Congressman Mike Levin's office. The subcommittee received the reports. 2. LEGISLATIVE AND ADVOCACY UPDATE-Receive updates on federal and state legislative and budget activity and recent and ongoing advocacy efforts; discuss and provide feedback to staff, including identifying high-priority bills, advocacy positions, funding opportunities, and items for future City Council consideration. (Staff contact: Jason Haber, City Manager's Department) Recommendation: Receive the updates and provide feedback. June 17, 2025 Legislative Subcommittee Meeting Page2 Carpi & Clay's David Wetmore and Laura Morgan-Kessler presented the report on Federal lobbying efforts, including a PowerPoint Presentation (on file in the Office of the City Clerk). California Public Policy Group Director of Government Affairs Sharon Gonsalves presented a report on state lobbying efforts, including a PowerPoint presentation (on file in the Office of the City Clerk). The subcommittee received the reports. Motion by Subcommittee Member Burkholder, seconded by Subcommittee Member Acosta to support H.R. 973 (Setting Consumer Standards for Lithium-Ion Batteries Act, H.R. 2786 (Resilient Coasts and Estuaries Act of 2025), H.R. 3217 (Stop Child Hunger Act), H.R. 1267 (Water Systems PFAS Liability Protection Act), and to bring back with additional information H.R. 2932 (Cutting Lead Exposure and Aviation Relief Skies Act). Motion carried unanimously, 2/0. Don Christiansen advocated for decentralized renewable energy and in opposition of AB 942. Motion by Subcommittee Member Burkholder, seconded by Subcommittee Member Acosta to support AB 237 (Patel) Crimes: threats (amended 05/23/2025), AB 379 (Schultz) Crimes: Prostitution, AB 87 (Boener) Housing development: density bonuses: mixed-use developments, AB 996 (Pellerin) Public Resources: sea level rise plans, to oppose AB 1337 (Ward) Information Practices Act of 1977 (amended 05/23/2025), SB 707 (Durazo) Open meetings: meeting and teleconference requirements, to watch SB 16 (Blakespear) Homeless Housing, Assistance, and Prevention program: housing element: unsheltered and chronic homelessness: assessment and financing plan, and to bring back AB 942 (Calderon) Net energy metering: eligible customer- generators: tariffs (amended 05/05/2025). Motion carried unanimously, 2/0. SUBCOMMITTEE MEMBER REQUESTS FOR FUTURE AGENDA ITEMS: Subcommittee Member Acosta suggested a speaker on the LOSSAN Rail Corridor. SUBCOMMITTEE MEMBER COMMENTS & ANNOUNCEMENTS: Subcommittee Member Acosta, who serves as a Board Member of the San Diego County Water Authority, reported that after 15 years of litigation, the San Diego County Water Authority and the Metropolitan Water District have reached a settlement agreement. Subcommittee Member Acosta reported that she virtually attended a meeting of the Cal Cities Environmental Quality Committee where they discussed how cities can improve collaboration with the Legislature.
