Recommended Action

Executive Summary
The Historic Preservation Commission (HPC) has been working through a subcommittee to
update the city’s website and provide a consolidated, central online platform to help to
encourage and support local historic preservation efforts. The subcommittee recently concluded
their work, and the website was published on July 8, 2025. The website can be accessed by the
link provided below.
Historic Preservation
At its July 14, 2025 meeting, the HPC is being asked to conduct a final website review and provide
feedback on various aspects such as design, functionality, usability, content, and overall user
experience.
Discussion
The HPC develops and administers a comprehensive historic preservation program to identify
and maintain the city’s historic resources for the benefit of both present and future residents.
Having a website to share information about the city’s past can play an important role and can
serve as the digital front where the city can consistently present information to people
searching for historical records or learn more about how the city is encouraging historic
preservation. Updating the website was included in the 2024-2025 HPC Work Plan and is also
featured in the 2025-2026 Work Plan.
On Nov. 13, 2024, the HPC created an ad-hoc subcommittee charged with developing
recommendations to update the city’s historic preservation website to meet increasing
expectations and a growing reliance on digital access. The HPC appointed two commissioners
(John May and Patricia Schreibman) to assist staff in this effort. Over the past year and a half,
city staff met with the subcommittee and researched best practices and sorted through existing
online tools to develop a strategy for implementation.

The Historic Preservation Commission received a status update and draft outline of content at
its May 12, 2025 meeting. Since then, the subcommittee reconvened and provided a series of
final recommendations, which have since been incorporated. The website was published on
July 8, 2025.
At its July 14, 2025 meeting, the subcommittee will submit its final report and walk through the
updated website (which will be facilitated by city staff). The HPC is being asked to evaluate the
quality and relevance of the website’s content and evaluate the overall user experience and
engagement provided by the website. While it is anticipated that the website will be updated
regularly to reflect any changes or updates, the HPC can use this as a last opportunity to identify
specific areas that require immediate attention.
Fiscal Analysis
There is no direct fiscal impact associated with receiving this informational report.
Environmental Evaluation (CEQA)
The proposed action is not a “project” as defined by CEQA Section 21065 and CEQA Guidelines
Section 15378(b)(5) and does not require environment review under CEQA Guidelines Section
15060(c)(3) and 15061(b)(3), because website development is an organizational or
administrative government activity that does not involve any commitment to any specific
project which may result in a potentially significant physical impact on the environment.
