Executive Summary
In 2018, the City Council asked staff to present updates twice a year on projects to improve
local streets and traffic flow in Carlsbad. This report provides an update on work over the
last six months from February 1, 2025, through June 30, 2025.
Staff are currently working on approximately 50 projects in the 5-year Capital
Improvement Program, or CIP, that are in various stages of completion, from early
feasibility and planning to finishing up construction.
Explanation & Analysis
The Transportation Department is responsible for approximately 100 projects identified in
the CIP. The projects are focused on managing the city’s street and drainage infrastructure,
ranging from coordinating traffic signal timing and slowing down traffic in neighborhoods to
redesigning streets to meet modern standards outlined in the Mobility Element in the city’s
General Plan, the section focused on transportation.
Given the large number of projects, staff completed a comprehensive review of staff capacity
to complete projects, and the City Council approved a more focused approach on a shorter
list of higher priority projects included in the City Council’s Strategic Plan by approving next
fiscal year’s Capital Improvement Program budget.
Within the last few months, the City Council has provided direction to staff to revise the
scope of a few CIP projects to improve mobility conditions while focusing on safety, cost
effectiveness, shortening project delivery times, and maintaining and creating additional
parking in the Village and Barrio area. These recent project scope revisions include:

•The City of Carlsbad is committed to creating roads that are safe and accessible,
while balancing the needs of drivers, bicyclists, walkers and other road users.
•With updated information regarding SANDAG grant funds associated with this
project, the City Council directed staff to pursue a smaller-scale project instead
of a roundabout at the intersection, which focuses on ADA-related safety
enhancements.

Kelly and Park Drive
At a glance
•At its meeting on June 17, 2025, the Carlsbad City
Council directed staff to explore options that
address resident concerns with speeding, safety and
connectivity without using roundabouts.Staff will
present these options to the City Council at a future
meeting.
•Construction is anticipated to occur during summer
2025 on near-term improvements, including
removing the interim traffic circles on Kelly Drive at
the intersections with Hillside Drive and Park Drive,
and installing new all-way stops at these
intersections.

Barrio Traffic Circles
At a glance
City Council to discuss options for Barrio traffic calming
•At its meeting on June 24, 2025, the City Council postponed a
decision on awarding a construction contract for the Barrio
traffic circles project. Instead, the City Council asked staff to
bring the proposal back July 29 to give the community
another opportunity to provide input on the traffic circles and
other options to reduce speeding.
•The City Council decided to push back a decision because
adding the five traffic circles would also mean some parking
in the neighborhood would be removed (regardless, some
spots would be lost because of a new state “daylighting”
law that restricts parking within 20 feet of most
intersections).
