Executive Summary Staff are returning to the Traffic Safety & Mobility Commission with a revised, scaled-back concept for the Tyler Street Sidewalk Improvement Project. Staff previously presented the proposed Tyler Street Complete Street Plan to the Traffic Safety & Mobility Commission on July 1, 2024, where the Traffic Safety & Mobility Commission voted 4/1/1 to recommend that staff not proceed with the project. The meeting minutes are provided in Exhibit 1. In response to the Commission’s feedback and following staff’s own review of the project goals, conditions, and funding, staff has narrowed the project focus to sidewalk and ADA improvements on the east side of Tyler Street only. Consistent with this refined scope, staff is also renaming the project to the “Tyler Street Sidewalk Improvement Project” to better reflect the updated purpose and approach. Background The original Tyler Street Complete Streets Study was identified in the Village and Barrio Master Plan and added to the Capital Improvement Program as Project No. 6103. The initial project concepts explored wider street design changes such as shared street elements, west-side sidewalk extensions, curb extensions, and on-street bike infrastructure. Staff presented these alternatives to the Traffic Safety & Mobility Commission in July 2024. Based on feedback from the Commission and area stakeholders, the Commission voted to recommend that the city not proceed with the proposed complete streets concepts due to concerns about feasibility, cost, and impact to existing access and operations through Tyler Street. Updated Project Scope TRAFFIC SAFETY & MOBILITY COMMISSION July 7, 2025 Item #1 Page 1 of 9 In response to the Commission’s input and follow-up analysis by staff, the project has been refined to focus solely on sidewalk reconstruction and ADA improvements on the east side of Tyler Street, where most pedestrian activity occurs. Key elements of the revised project include: •Reconstructing the sidewalk and driveway aprons to create a smoother, continuous, and ADA-compliant pedestrian path. •Eliminating previously proposed elements such as curb extensions, west-side sidewalk installation, mid-block crossings, or changes to on-street parking or circulation. This approach addresses key safety and accessibility needs with minimal disruption and remains within the existing CIP budget. By reconstructing the sidewalks and driveways along the east side of Tyler Street, the project will improve walkability by eliminating potential trip hazards and correcting excessive driveway grades that currently pose challenges for pedestrians, particularly those with mobility limitations. A conceptual plan of the revised design is included in Exhibit 2. Next Steps Staff will go to the City Council on July 15, 2025, with a recommendation to approve the Tyler Street Sidewalk Improvement Project. Public Notification This item was noticed in keeping with the Ralph M. Brown Act and it was available for public viewing and review at least 72 hours before the scheduled meeting date. He added that the current configuration presents an opportunity to enhance pedestrian facilities. Transportation Planning & Mobility Manager Schmidt further elaborated that this project is one of two high-priority projects identified in the Village and Barrio Master Plan. He also noted that the project scope and costs have already been significantly reduced from the three alternatives initially proposed 'in the plan.
