B 1.0 Introduction The RLT-Navigate project consists of approximately 17,500 square feet of pharmaceutical office and lab space. The project is located at 1890 Rutherford Rd. (northeast of College and Faraday intersection), in the City of Carlsbad. The project is proposing to provide a total of 189 parking spaces and will employ approximately 190 full-time employees and approximately 20 part-time/contracted employees. A location map and site plan are provided in Exhibits A and B, respectively. A TDM Plan Template for the Novartis: Navigate/RLT property is included in Appendix A. TDM Plan & Objectives For the purposes of the TDM Plan, employee average daily trips are calculated using the table below: Use Employee ADT for first 1,000 SF Employee ADT per 1,000 SF thereafter Office 13.0 13.0 Restaurant 11.0 11.0 Retail 8.0 4.5 Industrial 4.0 3.5 Manufacturing 4.0 3.0 Warehousing 4.0 1.0 The project falls under Office, Manufacturing, and Warehousing, resulting in the following trip calculation: Office: 13 ADT 1000 SF × 10,793 SF =140.3 ADT Manufacturing 4 ADT first 1000 SF + 3 ADT 1000 SF × 4,006 SF =16.018 ADT Warehousing 4 ADT first 1000 SF + 3 ADT 1000 SF × 510 SF =4.51ADT Total ADT 160.82 = Tier 1 TDM The project is forecast to generate approximately 161 employee average daily trips. As a result, the City of Carlsbad is requesting a Tier 1 TDM Plan per Section 2.2 of the City of Carlsbad Transportation Demand Management Handbook, which outlines the TDM tiered requirements in the following table: Employee ADT New Development Tenant Improvement <110 Exempt 110 - 220 Tier 1 Tier 1 221 - 275 Tier 2 Tier 2 >275 Tier 3 Tier 2 To reduce traffic to and from the site, the City of Carlsbad has requested a Transportation Demand Management (TDM) plan for the project. The TDM plan will provide the future occupants of the building with additional transportation options to reduce vehicle trips and VMT (vehicle miles traveled). HPA utilized the City of Carlsbad Transportation Demand Management Handbook, Version 2.0 as a reference for guidelines and recommendations about city-approved TDM strategies as part of this analysis. The primary objective of this TDM plan is to reduce the number of SOV (single occupant vehicle) employee trips to and from the project site. To reduce the amount of vehicular traffic, the number of people driving alone to the building can be reduced by diverting a portion of employees to alternative modes of transportation. Common vehicle trip reduction strategies include walking, public transit, bicycle, carpool, vanpool, monetary incentives, etc. A successful TDM plan incorporates strategies that can facilitate convenient access to transit; provide a pedestrian-friendly environment, promote non- automobile travel, and can support the goals of a trip reduction program. The location of the project allows the employees to take advantage of the existing network of public transit that the City of Carlsbad offers. The RLT-Navigate Carlsbad development is located northeast of the College and Faraday intersection. As a result, the project can utilize existing public transit services with multiple bus stops located within a mile of the site. Class II Bike Lanes are also conveniently provided near the project site. 2.0 Transportation Demand Management Plan Elements Transportation Demand Management is the use of strategies to make more efficient use of existing transportation facilities to reduce traffic congestion and air pollution. This includes strategies to increase vehicle occupancy (the number of occupants per vehicle) during the AM/PM peak hour commutes, diverting drivers to alternative transportation, and reducing lunchtime vehicle trips. This involves providing opportunities to reduce driving alone and providing incentives for alternative modes of transportation. The number of employee average daily trips (≈161 trips) RLT-Navigate Carlsbad development is forecast to generate lends itself to Tier 1 TDM requirements, per the City of Carlsbad TDM Ordinance. The project fulfills the Tier 1 TDM requirements by implementing the strategies summarized in the following sections. 2.1 Required Base Strategies The three (3) required base strategies and their corresponding associated points are the following: 1. Designated Transportation Coordinator (TC) 1 point 2. New Hire Transportation Information 1 point 3. Citywide TDM Program 2 points Each of the above strategies is described below. Designated Transportation Coordinator (TC) All developments subject to the TDM ordinance are required to designate an on-site transportation coordinator responsible for ensuring that infrastructure is maintained, policies and programs are implemented, and amenities and partnerships are maintained as described in the approved TDM Plan and otherwise ensuring compliance with the City of Carlsbad TDM Plan requirements. This requirement is indefinite and must be in place prior to issuance of the certificate of occupancy. If a property changes hands or a new property manager is hired, a new TC must be designated. Up-to-date contact information for the TC must be on file with the city of the life of the building. New Hire Transportation Information All developments subject to the TDM ordinance are required to ensure that transportation option information is distributed to new employees during the hiring and orientation process. Citywide TDM Program All developments subject to the TDM ordinance are required to meet with the citywide TDM program outreach staff regularly (at least annually) and participate in at least one event held by the citywide TDM program (if available). 2.2 Infrastructure Strategies The following is an applicable infrastructure strategy to this development, and it’s corresponding associated point. 1. On-Site Amenities 1 point The above strategy is described below: On-site Amenities (Lunchroom) Provide on-site amenities that have the potential to reduce midday employee trips. The Lunchroom on site will provide coffee and tea free of charge to all Navigate and RLT employees. Additionally, the Lunchroom will provide snacks and sandwiches for purchase. This amenity will help eliminate the need to travel off-site to go grab a coffee, snack, or lunch. Furthermore, tables and umbrellas are already onsite to provide shade for employees who wish to take their breaks or eat lunch outside. This makes the workplace a more attractive place for employees to take their breaks. 2.3 Non-Infrastructure Strategies The following is an applicable infrastructure strategy to this development, and it’s corresponding associated point. 1. SANDAG's Guaranteed Ride Home program 1 point The above strategy is described below: SANDAG's Guaranteed Ride Home program Enroll in the Guaranteed Ride Home program through SANDAG. Enrolling in this program provides reimbursements to enrolled participants if a qualifying emergency occurs and the participant cannot take their regular way home. To qualify the participant must carpool, vanpool, ride transit, walk, or bike to work in San Diego County. Participants can enroll in this program through an online application, registration is required yearly. Navigate/RLT will disseminate information with employees at the time of hire regarding the availability of this program and how to use it. Additionally, Guaranteed Ride Home program information will be included with other TDM plan advertising/promotional events. 2.4 Monitoring and Reporting All development projects that are subject to a TDM Plan are required to begin to monitor the alternative mode share of commute trips to the site through employee surveys within 12 months of reaching 75% occupancy or within 18 months of initial occupancy, whichever occurs first, per Monitoring & Reporting requirements found in Section 2.8 of TDM Handbook. To facilitate and standardize the process, the City of Carlsbad will provide a survey template and instructions for the data collection and reporting. 3.0 Alternative Transportation 1 The following TDM Plan contains related strategies to make each element more effective. These strategies include Promoting alternative transportation. A factor in getting staff to use alternative transportation is informing and educating employees about the availability and benefits of alternative transportation modes. This educational and promotional function is the responsibility of the Transportation Coordinator (TC), who should provide the following information and services to employees as described below. Public Transit Options The location of the project site along College Blvd. and Faraday Ave. makes the site easily served by public transit. Currently, bus and rail transit services operate nearby and may be possible commute options for employees. Public transit use is the most ideal of the TDM strategies. It is a total removal of a vehicle trip from the roadways and the need for a parking space, rather than merely shifting the time of a vehicle trip. Making public transit services more readily available to the employees of the site would allow the employees more opportunities to take advantage of public transit to get to work. Utilizing public transit would also reduce parking demand and traffic impacts. Using public transit also results in savings for people who start using it. They save money on fuel and the mileage on their cars. Additionally, they also gain time to use when riding public transit to read, sleep, or work. Bus Services The Breeze Bus System in the City of Carlsbad is provided by the North County Transit District (NCTD). With thirty (30) routes, this public transit bus service runs on major arterial and collector streets in North San Diego County. Each route runs at approximately half- hour intervals. The NCTD Bus System is included in Appendix B. Breeze routes 444 and 309 are the bus lines that operate in the vicinity of the project site. Route 444 has three (3) bus stops nearby (Stop #24114, Stop #24870, and Stop #24873) , and their locations are briefly described below. Route 309 has three (3) bus stops nearby (Stop #25050, Stop #24870, and Stop #24873), and their locations are briefly described below. 1. Bus stop # 24873 is located on the north side of Faraday Ave and just east of Rutherford Rd 2. Bus stop # 24870 is located on the south side of Faraday Ave and just east of Rutherford Rd 3. Bus stop # 24114 is located on the north side of Faraday Ave and just west of the College Blvd Faraday Ave intersection. 4. Bus stop # 25050 is located on the south side of College Blvd and just north of the College Blvd Faraday Ave intersection. Route 444 provides a connection to the Coaster commuter rail service via Faraday Ave. and Rutherford Rd. Route 444 operates Monday – Friday from approximately 7:14am – 9:14am going northbound from the Carlsbad Poinsettia Coaster Station, and from approximately 4:39pm – 5:39pm going southbound towards the Carlsbad Poinsettia Coaster Station. Route 444 offers two (2) trips in the AM hours and two (2) trips in the PM hours. Route 444 facilitates transit for employees from the Carlsbad Poinsettia Coaster Station to the work site in the morning, and from the work site to the Carlsbad Poinsettia Coaster Station in the afternoon. Route 309 provides a connection to the Coaster commuter rail service (Encinitas Station), Plaza Camino Real Transit Center, El Camino Real SPRINTER Station, and San Luis Rey Transit Center via El Camino Real. Route 609 operates every day (with adjusted weekend hours), weekday operation going southbound to the Encinitas Station runs from approximately 4:09 am -9:49 pm, and from approximately 5:49 am - 11:03 pm going northbound to the San Luis Rey Transit Center. Route 309 facilitates transit for employees at multiple transit stations to the work site in the morning, and from the work site to the multiple transit stations in the afternoon. The project should provide bus service maps and information to both its guests and employees to further promote the use of local transit. Train Service The NCTD provides public train service through the Coaster Commuter Rail and Sprinter Hybrid Rail for longer distance commuters. Access to the Coaster and Sprinter train stations is provided via Breeze bus routes. The Coaster Commuter Rail runs along a scenic coastal north-south path through San Diego County, serving eight (8) stations between Oceanside and downtown San Diego. More than twenty (20) trains run on weekdays, with additional service on the weekends. The closest station to the project site is the Carlsbad Poinsettia Coaster Station, approximately 2-3 miles from the site, which can be accessed from the project site via Breeze Route 444. Similarly, the Sprinter Hybrid Rail runs east-west for twenty-two (22) miles along the Highway 78 corridor. The Sprinter serves fifteen (15) stations and connects Oceanside, Vista, San Marcos, and Escondido. The closest stations to the project site are the Oceanside Transit Center, which can be accessed from the project site via Breeze Route 444 and the Coaster Rail; and the El Camino Real Station, which can be accessed from the project site via Breeze Routes 444 and 309. Motorcycle and Bicycle Use Although the cars are most common type of vehicle used for commuting in Southern California, other vehicle types exist that accomplish the same purpose with much less traffic and pollution impact. Currently, motorcycles and bicycles are the vehicle types that have the narrowest profile and cause the least traffic impact. Motorcycles provide the same amount of mobility cars provide yet produce low traffic and parking impact. They occupy less than half the space of a car, even less compared to a sports utility vehicle (SUV). In traffic, a motorcycle easily bypasses traffic congestion due to its small size. Parking has traditionally been designed for automobiles since motorcycles are not a primary means of transportation, thus no motorcycle parking is usually provided for new developments. Although motorcycles have some drawbacks compared with automobiles, growing congestion in the region may make motorcycle use more desirable. Biking should be encouraged since it has a low traffic impact, is non-polluting, and is healthy for the commuter. Southern California is particularly well suited for bicycle commuting due to its temperate climate, and research has indicated that a commute distance of 1 to 7 miles can easily be done on a bicycle. In addition, all Breeze System buses have bike racks, making bike commuting very convenient and extending the range of a bike commuter. Bikeways have also been implemented throughout the city, which make bicycling safer and more convenient. The closest bike facility to the site is the bike lane along Faraday Ave and College Blvd. The City of Carlsbad General Plan Bikeway Master Plan is shown on Exhibit E. This template shall be used to prepare a Non-Residential TDM plan compliant with the requirements of the TDM Ordinance. The Carlsbad Transportation Administrator (TA) is available to support developers with TDM Ordinance compliance and completion of your plan. To get started or for questions, please contact landdev@carlsbadca.gov or call 442-339-2750. TDM Plan Development and Approval Process Discretionary Permits (if applicable) 1) Prior to submitting a permit application, confirm applicability of TDM ordinance •Use the Development Permits P-2 form to determine if the project is subject to the TDM ordinance. •All projects subject to the TDM Ordinance are required to complete a preliminary TDM plan for review and approval prior to discretionary approval. 2) Pre-application Consultation •Applicants should email landdev@carlsbadca.gov to schedule a consultation and coordinate TDM requirements related to the project prior to submittal of their draft plan. 3) Preliminary TDM Plan Review •The preliminary TDM plan is reviewed along with other application materials in the Planning division submittal package. Comments will be provided via the submittal package comment letter. •Once the preliminary plan has addressed all city comments, it will be approved as a preliminary TDM plan. 4) Requirements Following Preliminary Plan Approval •The project will be conditioned to submit a final TDM plan to the satisfaction of the City Engineer prior to occupancy of an associated building permit. This step allows for updates to the preliminary plan once one or several tenants have been identified. •TDM requirements following discretionary approval are outlined in the Building Permit process below. {city of Carlsbad California C-2 Building Permits – Projects with a Preliminary Plan on File PRIOR TO BUILDING PERMIT ISSUANCE 1) TDM Plan Consultation •For projects that have an approved preliminary TDM plan, a consultation between a developer representative and city staff must occur and infrastructure strategies shall be incorporated into the building plan set. To request a consultation, email landdev@carlsbadca.gov. PRIOR TO FINAL BUILDING PERMIT AND OCCUPANCY 2) TDM Plan Development •The Carlsbad TA is available to assist with the completion of the final plan. •The final TDM plan shall be submitted to city staff for review and approval. Selected infrastructure strategies shall be incorporated into the building plan set. •The final plan must address all comments received and must be submitted with the required signatures prior to approval. 3) Pre-Occupancy Site Inspection •TDM plans must complete a successful pre-occupancy inspection prior to approval. During the inspection, the presence and proper installation of infrastructure and physical elements are verified. •If the infrastructure has not been installed per the TDM plan, modifications to the infrastructure or to the TDM plan may be required. 4) Plan Approval and Implementation •After all comments have been addressed and infrastructure strategies have been verified at the pre-occupancy site inspection, the TDM plan will be signed by a city representative. The city will distribute the approved TDM plan to appropriate individuals. •The city provides implementation and monitoring assistance to applicants via the TDM business outreach program Carlsbad Commuter. C-3 Building Permits – Projects with no Preliminary Plan on File PRIOR TO BUILDING PERMIT ISSUANCE 1) TDM Plan Consultation •Prior to issuance of a building permit, all projects subject to the TDM ordinance must complete a consultation with city staff regarding submittal of the TDM plan. To request a consultation, email landdev@carlsbadca.gov. •In addition, a consultation between the plan preparer and city staff or the Carlsbad TA must occur prior to building permit issuance. •If the property has an approved TDM plan on file, applicants may choose to sign on to the property's plan, unless a higher tier is required. 2) Infrastructure Selection •Applicants who develop their own plan must identify infrastructure strategies before building permit issuance and discuss and email them with an early draft plan to the Carlsbad TA for preliminary approval. These infrastructure strategies will need to be incorporated into the building plan set. PRIOR TO FINAL BUILDING PERMIT AND OCCUPANCY 3) TDM Plan Development •The Carlsbad TA is available to assist with the completion of the plan. •Applicants/plan preparers submits a draft of the final plan using the template in Appendix C with supporting documentation to the Carlsbad TA for review and receives feedback at the latest six weeks before occupancy is expected. •The final plan must address all comments received and must be submitted with the required signatures prior to approval. 4) Pre-Occupancy Site Inspection •TDM plans must complete a successful pre-occupancy inspection prior to approval. During the inspection, the presence and proper installation of infrastructure and physical elements are verified. •If the infrastructure has not been installed per the TDM plan, modifications to the infrastructure or to the TDM plan may be required. 5) Plan Approval and Implementation •After all comments have been addressed and infrastructure strategies have been verified at the pre-occupancy site inspection, the TDM plan will be signed by a city representative. Project-Specific and/or Nearby Amenities Count and report the number of project-specific and neighboring amenities onsite or within a 5-minute walk (1/4 mile) of the project site and provide map. • Report the number of amenities or establishments by type. Include number of food establishments, child-care facilities, fitness/healthcare facilities and other relevant services such as dry-cleaning that can impact trip generation. - Lunch Room on site (provides free coffee and tea, snacks, and sandwiches for purchase) - 5+ Resturants adjacent to project site, medical offices, workout studio, spa, and barber shop all winthin a 5 min (1/4th mile) walk. Anticipated Workforce and Commute Patterns The makeup of the existing or anticipated workforce will help shape the approach to TDM for a given site. Include the following: • Existing or anticipated typical work hours or shifts • Existing or anticipated percentage of part-time employees • If available, any existing commuting information, such as the percentage of employees using different commute modes and the average commute distance. C-9 - 35 full-time RLT employees - 155 full-time Navigate employees - ~20 contracted / part time Navigate employees SECTION 4: TDM Strategy Selections Please reference section 2 of the handbook for available points and appendix A for a detailed description and guidance for each strategy. Required strategies add 4 points towards the total required number of points. Tier 3 TDM plans must achieve a minimum of 6 points through infrastructure strategies unless otherwise agreed upon with city staff. To select strategies for inclusion in the TDM plan, check the box to the left of the strategy, provide information as requested in the box below the strategy, and indicate the points requested. For strategies with a range of points, work with the TA who will assist in determining the appropriate number of points based on the unique context of the site and the proposed project. Claiming Points for Existing Amenities (Tenant Improvements Only) If the tenant has access to an existing infrastructure amenity available at the site, the tenant can claim that amenity in their plan unless that amenity does not meet minimum standards or is, on average, fully utilized, such as two carpool spaces that are both occupied on most weekdays. The capacity of an existing infrastructure amenity will be evaluated at the time the strategy is proposed. Strategies Used to Fulfill CEQA Requirements Any TDM strategies that will be used to fulfill both TDM Plan and CEQA requirements must be identified in the description and the strategy summary in Section 5. In addition, CEQA documentation related to the strategy must be attached as an appendix to this template. Scope of Strategies for Tenant Improvements While physical improvements tend to be tied to the size and scope of the tenant improvement, programmatic improvements are expected to be available to all of the employer’s employees at the site. Required Strategies ☒ Transportation Coordinator Points: 1 Designate an on-site transportation coordinator responsible for ensuring that infrastructure is maintained, policies and programs are implemented, and amenities and partnerships are maintained as described in the approved TDM Plan.
