SUBJECT: sop 92-06(8) -SAMBI SEASIDE HEIGHTS
The City has completed a review of the application for a Site Development Plan for the
architecture and building placement of 93 single family homes on standard single
family lots which were previously subdivided as part of the Sambi Seaside Heights
Subdivision Map (CT 92-02(A)).
It is the Planning Director's determination that the project is consistent with Chapter
21.06 of the Carlsbad Municipal Code and therefore APPROVES this request based on
the following:
Findings:
1 . All findings of SDP 92-06(A), as stated in Planning Commission Resolution No.
3979, shall apply as findings of SDP 92-06(8).
2. That the Planning Director has determined that the project is exempt from the
requirements of the California Environmental Quality Act (CEQA) per Section
1 5182 of the state CEQA Guidelines and will not have any adverse impact on
the environment.
3. That the requested use is properly related to the site, surroundings and
environmental settings, is consistent with the various elements and objectives
of the General Plan, will not be detrimental to existing uses or to uses
specifically permitted in the area in which the proposed use is to be located, and
will not adversely impact the site, surroundings or traffic circulation, in that the
single family units on previously subdivided lots are compatible with surrounding
residential and Community Park uses, and are designed in conformance with
Specific Plan 203 and Hillside Development Ordinance architectural standards to
ensure architectural variety and exterior colors and textures which blend with
the surrounding natural landscape.
4. That the site for the intended use is adequate in size and shape to accommodate
the use, in that the three single family floor plans can be accommodated within
the building envelope of each previously subdivided lot, as shown on Exhibits
"A"-"X", dated April 16, 1997.

5. That all yards, setbacks, walls, fences, landscaping and other features
necessary to adjust the requested use to existing or permitted future uses in the
neighborhood will be provided and maintained, in that the placement of single
family structures adhere to all setback requirements of the R-1 One Family
Reside,:ttial Zone as well as the 50 foot open space setback from Aviara
Parkway and architectural elevations adhere to the architectural standards of
Specific Plan 203 and the Hillside Ordinance. Additionally, uniform fencing
around the perimeter of each lot has been provided consistent with the
standards of the Carlsbad Municipal Code.
6. That the street systems serving the proposed use is adequate to properly handle
all traffic generated by the proposed use, in that the 93 single family units on
previously subdivided lots would not generate additional traffic beyond that
analyzed and approved through CT 92-02{A).
Conditions:
1. Approval is granted for SOP 92-06(8), as shown on Exhibit(s) "A"-"X", dated
April l6, 1997 incorporated by reference and on file in the' Planning
Department. Development shall occur substantially as shown on the approved
exhibit(s). Any proposed development substantially different from this approval
as determined by the Planning Director, shall require an amendment to this
approval.
2. Approval of SOP 92-06(8) is granted subject to the approval of HDP 92-03(8)
and CDP 97-02. SDP 92-06(8) is subject to all conditions contained in the
administrative approval for HDP 92-03(8) and Planning Commission Resolution
No. 4082 for CDP 97-02.
