Police Department Parking En orcement Mid-Year Summary 2025 (Districts -All)
This memorandum provides the City Council with a summary of parking enforcement and
education activity conducted by the Carlsbad Police Department during the first half of 2025.
Background
This report includes data from both the first and second quarters of the year, highlighting citation
trends, common violations, and public education efforts aimed at improving compliance with
local and state parking regulations.
Discussion
Between January and June 2025, the Carlsbad Police Department issued a total of 5,386 parking
citations and warnings. The department's enforcement efforts focus on violations that impact
safety, accessibility, and quality of life. In addition to formal citations, the Carlsbad Police
Department's Senior Volunteer Patrol has made significant contributions through proactive
education and voluntary compliance notices. This combined approach supports the city's
ongoing commitment to ensuring safe, efficient, and accessible streets for all residents and
visitors.

by the Senior Volunteer Patrol. These educational and voluntary compliance actions complement
formal enforcement but are tracked separately.

72-Hour Parking Violation Notices remain the most frequent tool in addressing vehicle
abandonment and improving space turnover.
Next Steps
During Q2 there was a significant increase in enforcement totals, with a strategic focus on safety-
related violations. The Police Department will continue to address timed parking and other
violations that impact mobility and curbside access, particularly in high-demand zones. As
visibility-related improvements are implemented throughout the city, the department is

collaborating with the Traffic Engineering Division to assess their effectiveness and prioritize
enforcement and education efforts where they will have the greatest impact. These efforts are
supported by proactive outreach from the Senior Volunteer Patrol and ongoing analysis of
enforcement trends to guide the department's approach for the remainder of 2025.
