CALL TO ORDER: 4 p.m.

APPROVAL OF MINUTES:
Minutes of the regular meeting held April 23, 2025
Motion by Trustee Laufer, seconded by Trustee McBride, to approve the minutes as presented.
Motion carried, 4/1 (Sheffler -Absent).

PUBLIC COMMENT: None.
CONSENT CALENDAR: None.
PUBLIC HEARING: None.
DEPARTMENTAL REPORTS:
1. LIBRARY REPORTS FOR APRIL 2025: Receive the Narrative Reports and Statistical Reports for
April 2025. (Staff contact: Andrea Hilliard and Laura Stanger, Library & Cultural Arts
Department)
Recommended Action: Receive the reports.
The Board received the reports.
2. FY 2025-26 LIBRARY BUDGET SUBMITTAL AND LETTER OF CONCURRENCE: Receive a report
on the fiscal year 2025-26 library budget submittal and vote to accept a letter of concurrence
to be sent to City Council via memo. (Staff contact: Fiona Everett, Library & Cultural Arts
Department)
Recommended Action: Receive the report and vote on letter of concurrence.

Senior Management Analyst Fiona Everett shared a PowerPoint presentation (on file in the
Office of the City Clerk).
Vice Chair Moran inquired about the requested and received personnel budget and whether
staff are satisfied. Senior Management Analyst Fiona Everett and Deputy Library Director
Sheila Crosby confirmed that staff are pleased with the approved personnel budget. Vice
Chair Moran expressed disappointment in not receiving an additional full-time Genealogy &
Carlsbad History position. Deputy Library Director Sheila Crosby agreed and said staff will
continue to advocate for that position and monitor the level of support Genealogy & Carlsbad
History research provides to the city. Trustee Waidelich inquired whether the library would
offer additional programs and services on Sundays, should there be sufficient public demand.
Fiona Everett responded that adding more programs and services would require an additional
budget request. Sheila Crosby added that the library is considering how the community's
needs may have changed since the pandemic and how the public uses our facilities during
Sunday hours.
The Board received the report and voted to accept the letter of concurrence.
Motion by Trustee McBride, seconded by Trustee Waidelich to accept the letter of
concurrence to be sent to City Council.
Motion carried, 4/1 (Sheffler -Absent).
3. CARLSBAD READS TOGETHER 2025 FINAL REPORT: Receive a final report on Carlsbad Reads
Together 2025. (Staff contact: Emily Hardy, Library & Cultural Arts Department)
Recommended Action: Receive the report.
The Board received the report .
In Senior Librarian Emily Hardy's absence, Principal Librarian Laura Stanger shared a
PowerPoint presentation (on file in the Office of the City Clerk).
4. SUMMER READING ADVENTURE 2025: Receive a preview of Summer Reading Adventure
2025. (Staff contacts: Jennifer Benson and Emily Hardy, Library & Cultural Arts Department)
Recommended Action: Receive the report.

Librarian Jennifer Benson shared a PowerPoint presentation (on file in the Office of the City
Clerk).
5. LIBRARY'S SUSTAINABILITY GOAL: Receive a report on sustainability resources offered
through the library. (Staff contact: Darin Williamson, Library & Cultural Arts Department)
Recommended Action: Receive the report.

Lead Librarian Darin Williamson shared a PowerPoint presentation (on file in the Office of the
City Clerk).
BOARD COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: Board Members
reported on activities they attended.
DIRECTORS COMMENTS:
Deputy Library Director Sheila Crosby commented on the following:
• Sunday hours returned on May 18 at the Carlsbad City Library on Dove Lane, Georgina
Cole Library and the William D. Cannon Art Gallery
• Genealogy & Carlsbad History Division and the Third Grade Art Program
• Gently Hugged donation drive
• RFID request for proposal is now open
• North San Diego County Genealogical Society programs
• Friends of the Carlsbad Library reported strong sales, added a volunteer
recommendations section and are revising their articles of incorporation and bylaws
ANNOUNCEMENTS: This section of the Agenda is designated for announcements to advise the
community regarding events that Members of the Board have been invited to, and may
participate in.
