Recommended Action
Receive a report from the Assistant Chief of Police regarding recent events in the City of Carlsbad.
Fiscal Analysis
This action has no fiscal impact.
Environmental Evaluation
This action does not require environmental review because it does not constitute a project within
the meaning of the California Environmental Quality Act under California Public Resources Code
Section 21065 in that it has no potential to cause either a direct physical change in the
environment or a reasonably foreseeable indirect physical change in the environment.

•Nation-wide protest event planned for June 14th
•Local event coordinated by the Democratic Club
of Carlsbad Oceanside (DEMCCO)
•Police Department reached out to DEMCCO to
complete an expressive activity permit with an
initial expected attendance of 500.
•Department Resources deployed in anticipation
of a larger crowd due to significant media
coverage.

•Several thousand in attendance
with minimal concerns.

•Between January & June, CBPD received seven
reports of the community mailboxes being
broken into
•The HOAs’ cost to repair & replace the mailboxes
was valued at over $30,000
•Detectives and Crime Analysis collaborated to
identify a suspect with extensive history for theft
and burglary

•Detectives conducted a search warrant at his
residence and located crucial evidence tying him
to on-going burglary & identity theft cases
•Mail from 100+ victims located
•The suspect was booked on 23 felony counts and
3 misdemeanor counts pending court on
Carlsbad cases
•The suspect pled guilty and will be sentenced in
August to 32 months in state prison
•CPD also related the suspect to at least 7 SDPD
