Executive Summary In 2018, the City Council asked staff to present updates twice a year on projects to improve local streets and traffic flow in Carlsbad. This report provides an update on work over the last six months from Feb. 1, 2025, through June 30, 2025. Staff are currently working on approximately 50 projects in the five-year Capital Improvement Program that are in various stages of completion, from early feasibility and planning to finishing up construction. Explanation & Analysis The Transportation Department is responsible for about 100 projects identified in the Capital Improvement Program. The projects are focused on managing the city’s street and drainage infrastructure, ranging from coordinating traffic signal timing and slowing down traffic in neighborhoods to redesigning streets to meet modern standards outlined in the Mobility Element in the city’s General Plan, the section focused on transportation. Given the large number of projects, staff completed a comprehensive review of staff capacity to complete projects, and the City Council approved a more focused approach on a shorter list of higher priority projects included in the City Council’s Strategic Plan when it approved the next fiscal year’s Capital Improvement Program budget. Within the last few months, the City Council has provided direction to staff to revise the scope of a few projects to improve mobility conditions while focusing on safety, cost effectiveness, shortening project delivery times and maintaining and creating additional parking in the Village and Barrio areas: Tamarack Avenue and Carlsbad Boulevard intersection Coastal Improvements – Approving a smaller scale project for intersection improvements. July 29, 2025 Item #10 Page 1 of 23 Kelly Drive and Park Drive Complete Street Improvements – Removing the traffic circles at Kelly Drive and Park Drive and at Kelly Drive and Hillside Drive and approving installation of stop signs at those intersections instead; and directing staff to return to present the City Council with alternate options that do not include roundabouts. Barrio Traffic Circles – Options to be discussed on July 29, 2025, include considering awarding the contract for the project as it was previously conceived or considering other options for traffic calming without traffic circles or options that include traffic circles. Staff will be presenting another project, the Terramar Area Coastal Improvements Project, to the City Council at a future meeting to discuss options regarding the proposed roundabout at the intersection of Carlsbad Boulevard and Cannon Road. Past six-month accomplishments summary: The following section highlights some of the Transportation Department’s efforts to ensure the safety and convenience of all road users: • Construction is underway for the El Camino Real Widening from Sunny Creek Road to Jackspar Drive Project • Substantially completed construction of the 2023 Slurry Seal Project for 38 miles of streets, including removing the ceramic domes on the traffic circles at the Kelly Drive-Park Drive and Kelly Drive-Hillside Drive intersections. resealing the street and restriping it to current striping standards • Completed 100% of the engineering design and coordinated environmental updates and permitting for the Avenida Encinas Coastal Rail Trail and Pedestrian Improvements Project, Segment 3 • Awarded a construction contract for the Beach Access Repairs and Upgrades from Pine Avenue to Tamarack Avenue Project, which will start after the summer moratorium ends • Completed engineering design and continued with property acquisition and environmental assessment and permitting process for the El Camino Real Widening from Arenal Road to La Costa Avenue Project • Received authorization from the City Council for a right of entry permit with the California Department of Fish and Wildlife for the El Camino Real Widening from Arenal Road to La Costa Avenue Project • Prepared and processed a variety of annual reports to various transportation agencies including the San Diego Association of Governments (SANDAG), California Department of Transportation and California Transportation Commission to secure funding for transportation projects • Presented a grant amendment request to the SANDAG Independent Taxpayers Oversight Committee on the Carlsbad Boulevard and Tamarack Avenue Intersection Improvements Project to retain approximately $454,000 of a grant that expired on May 8, 2025, with subsequent presentations to the SANDAG Transportation Committee and SANDAG Board expected • Presented the Barrio Lighting Phase 2 Project to the Traffic Safety & Mobility Commission, completed 100% of the engineering design, received federal funding July 29, 2025 Item #10 Page 2 of 23 approval and City Council adoption of plans, specifications and contract documents, and authorization to bid for construction • Adopted plans, specifications and contract documents, advertised for construction bids, identified the lowest responsive and responsible bidder for the Barrio Traffic Circles Phase I, and returned to the City Council with options for Barrio traffic calming on July 29, 2025 • Received proposals, selected a consultant, and scheduled the award of a professional services agreement for engineering design services of the Village Lighting Project for City Council approval on July 29, 2025 • Performed annual vegetation clearing and trash removal for the Buena Vista Creek Channel Maintenance District and submitted an annual report to the Department of Fish and Wildlife • Revised and resubmitted a consolidated coastal development permit application to the California Coastal Commission and prepared a streambed alteration agreement to submit to the Department of Fish and Wildlife for future channel maintenance of the Buena Vista Creek Channel • Performed channel maintenance in the Agua Hedionda Creek between the bridges of Cannon Road and El Camino Real, and applied for and received a draft streambed alteration agreement from the Department of Fish and Wildlife for future channel maintenance • Initiated the environmental review and permitting for the concrete-lined section of the Buena Vista Creek for that channel maintenance project and performed a biological survey and research into expanding the project’s footprint eastward to the bridge at Haymar Drive • Completed construction of the Park Drive Drainage and Street Improvements Project • Continued storm drain assessment efforts for several sites and Capital Improvement Program projects • Finalized the location list of storm drains for the 2025 Storm Drain Condition Assessment Program • Completed the planning level phase and selected a consultant to continue with engineering design phase of the 2023-24 Surface Drainage Improvement Project • Identified and selected storm drain systems throughout the city for replacement and/or repair based on previously completed drainage assessments • Completed 70% of the engineering design and coastal development permit application for the Merwin Drive Drainage Improvements Project • Advanced the engineering design, environmental studies and initiated the geotechnical fieldwork for the State Street Treatment Control Best Management Practices Project • Continued research and studies to identify habitat mitigation bank opportunities citywide to support the city’s Capital Improvement Program and maintenance projects • Continued to provide drainage engineering and flood control support to the Land Development Engineering Division and review several civil improvements and drainage plans of private development projects July 29, 2025 Item #10 Page 3 of 23 • Identified the Kelly Drive Channel failure, received City Council approval of a declaration of the existence of an emergency condition, obtained necessary emergency permits from the resource agencies and completed the emergency repair work so the emergency could be terminated • Coordinated with the U.S. Army Corps of Engineers, the Regional Water Quality Control Board, Coastal Commission and the Department of Fish and Wildlife to perform pumping of the Gabbiano Lane drainage system to investigate the storm drain system • Continued to create, edit and add asset inventory data associated with transportation, drainage, facilities, and parks and recreation assets • Continued to produce a variety of mapping products and data analysis for use by design, maintenance and operations teams • Plan-checked and reviewed several digital submittal drawings of public improvements • Continued the engineering phase of the Americans with Disabilities Act (ADA) Transition Plan and 2024 ADA Improvements Project • Awarded a contract for concrete sidewalk slicing repairs • Began design of the ADA Beach Access Ramps Project • Initiated the 2025 Concrete Repair Project and received approval from City Council to adopt the plans, specifications and contract documents and authorization to bid for construction • Completed annual monitoring and surveying for 21 Carlsbad employers that are required to comply with the city’s Transportation Demand Management ordinance, which is intended to reduce the number of solo-occupant vehicle trips by businesses in Carlsbad • Completed the fiscal year 2024-25 Circulation Section of the annual Growth Management Plan Monitoring Program • Received City Council approval of the Jefferson Elementary School and Sage Creek High School Safe Routes to School Plans • Held monthly Traffic Safety & Mobility Commission meetings to review key Transportation Department projects and initiatives • Provided feedback to SANDAG through participation in the SANDAG Mobility Working Group, including efforts related to the 2025 SANDAG Regional, Flexible Fleets initiatives, Regional Transportation Demand Management and the LOSSAN1 Rail Realignment Value Analysis Study • Presented the annual Transportation Demand Management monitoring program results to the Traffic Safety & Mobility Commission • Completed construction of residential traffic calming improvements on Park Drive, Black Rail Road, Plum Tree Road and Carrillo Way 1 The Los-Angeles-San Diego-San Luis Obispo Rail Corridor (the LOSSAN Corridor) is the major rail line in Southern California that connects San Luis Obispo, Los Angeles, and San Diego, supporting both passenger and freight services. In the City of Carlsbad, the corridor runs parallel to the coastline, serving the Carlsbad Village and Carlsbad Poinsettia stations. July 29, 2025 Item #10 Page 4 of 23 • Began developing the project scope for the Carlsbad Traffic Safety Improvements Project, which includes high-visibility crosswalks and speed cushions around schools and was funded by a federal grant • Completed engineering design of the Faraday Avenue Improvements Project associated with the Veterans Memorial Park Project, which will be presented to the City Council on Sept. 9, 2025 • Continued designing pedestrian and bike improvements on Paseo Del Norte, south of Palomar Airport Road, which were funded by a state grant • Completed construction and turned on the new traffic signal at Avenida Encinas- San Lucas intersection, which is along the Coastal Rail Trail • Completed traffic signal improvements at Poinsettia Lane-Avenida Encinas intersection • Worked with Caltrans to coordinate signals adjacent to the Interstate 5 ramp signals at Poinsettia Lane and Cannon Road • Continued signal communications upgrades on Rancho Santa Fe Road to replace copper interconnect with fiber optic cabling • Continued equipment upgrades at various traffic signals to replace old infrastructure and improve vehicle and bicycle detection • Continued audible pedestrian systems installations at several traffic signals to make them more ADA-accessible • Continued to evaluate data to better understand transportation patterns on city streets • Completed over 7,115 utility mark-outs to locate underground utilities • Replaced induction streetlights with efficient LED light fixtures • Responded to 570 graffiti abatement calls • Removed and replaced 42,124 square feet of asphalt and concrete on streets and sidewalks • Responded to over 546 street sign knockdowns or faded signs and refreshed 1,876 street paint lines and legends • Logged 7,462 individual inspection service requests of city street and storm drain assets Anticipated progress in the next six months: • Continue with design and construction of the projects included in the Transportation and Drainage Capital Improvement Program • Start construction of the Beach Access Repairs and Upgrades from Pine Avenue to Tamarack Avenue Project • Award a construction contract for and received by the Traffic Safety & Mobility Commission on July 7, 2025. Commissioner Tom Schuck was appointed to present the commission’s comments when the report is presented to the City Council. Commissioner Peter Kohl was appointed as a backup presenter. July 29, 2025 Item #10 Page 7 of 23 Fiscal Analysis This item is a presentation on the work related to management of the city’s transportation assets, and it has no fiscal impact. Next Steps The next semiannual transportation report will be presented in January 2026. Environmental Evaluation The proposed action is not a “project” as defined by the California Environmental Quality Act, or CEQA, Section 21065 and CEQA Guidelines Section 15378(b)(5) and does not require environment review under CEQA Guidelines Section 15060(c)(3) and 15061(b)(3), because the proposed action to receive the Transportation Semiannual Report is an organizational or administrative government activity that does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment. Any subsequent action or direction stemming from the proposed action may require preparation of an environmental document in accordance with CEQA or the CEQA Guidelines. Exhibit 1. Transportation and drainage capital improvement program project status update as of June 30, 2025 July 29, 2025 Item #10 Page 8 of 23 Exhibit 1 Transportation and Drainage Capital Improvement Program (CIP) Project Status Update as of June 30, 2025 1 • Pavement Management Program – CIP Project No. 6001 o This ongoing annual program is designed to extend the service life of city streets and to maintain a smooth and safe driving surface for vehicles  The city utilizes a pavement management database program to determine pavement management needs for the purpose of establishing which streets are to be slurry sealed, overlaid or reconstructed. On a periodic basis the conditions of the roads are field surveyed, and the pavement management database is updated to reflect current conditions. Each year, specific pavement management projects are defined, and funding is transferred into a pavement management project account. o 2023 Slurry Seal Project  Awarded construction contract (July 2024) and initiated construction and crack seal (September 2024). Slurry application commenced March 2025 (delayed by winter weather conditions) and is substantially completed. o 2025 Resurfacing Project  The project is in design phase and will include approximately 50 centerline miles of resurfacing. Striping plans approved by the Traffic Safety & Mobility Commission (TS&MC) in May 2025.  Target schedule – Adoption of plans, specifications and contract documents and authorization to bid (September 2025), award of construction contract (early 2026) • Beach Access Repairs from Pine Avenue to Tamarack Avenue Project – CIP Project No. 3896 o Project will repair sidewalks, handrails, stairways, retaining walls and seawall o Public review of the environmental document, Mitigated Negative Declaration (MND), occurred from May 19, 2023, to June 19, 2023, and the Planning Commission approved the project on July 19, 2023 o Coordinated with California State Parks staff to obtain the right-of-entry (ROE) permit o Tamarack Avenue stairway locations have been removed from this project and added to the Americans with Disabilities Act (ADA) Beach Access – Pine Avenue to Tamarack Avenue Project, as explained in greater detail below o Adoption of plans, specifications and contract documents and authorization to bid occurred on Nov. 19, 2024 o Awarded construction contract on April 15, 2025 o Construction activities will start fall 2025 July 29, 2025 Item #10 Page 9 of 23 Transportation and Drainage Capital Improvement Program (CIP) Project Status Update as of June 30, 2025 2 •ADA Beach Access – Pine Avenue to Tamarack Avenue Project - CIP Project No. 6065 o Project to conduct preliminary engineering for design options developed during the feasibility stage for ADA accessibility improvements down to and across the sand to the beach at both ends of the main seawall from Pine Avenue to Tamarack Avenue o On July 21, 2020, the City Council determined that voter approval was not required for this project because Proposition C allows for general fund expenditures for these types of trail linkages o The City Council approved a professional services agreement for engineering and environmental services on Dec. 3, 2024 o Target schedule – adoption of plans, specifications and contract documents and authorization to bid (mid-2027), award of construction contract (late 2027) •Carlsbad Boulevard and Tamarack Avenue Intersection Improvements Project – CIP Project No. 6058 o Project will widen sidewalk, add crosswalks, improve ADA access and improve traffic flow and transit stops o Presented at the TS&MC in February 2023 and May 2023, then presented to the City Council in July 2023 o Final approval by the City Council on the intersection traffic control option is pending on construction and operation of the approved roundabout at Cannon Road and Carlsbad Boulevard o Project involves right-of-way (ROW) coordination/resolution with California State Parks o Submitted the Coastal Development Permit (CDP) for part of the project within the city’s permitting jurisdiction in November 2023 and the Planning Division provided comments back to the Transportation Department in December 2023 o The City Council authorized staff to submit a request to extend the San Diego Association of Governments (SANDAG) Active Transportation Grant Program on Nov. 12, 2024. Subsequently staff submitted the grant extension request to SANDAG o The City Council approved a smaller scale project with limited improvements for the Carlsbad Boulevard and Tamarack Avenue Intersection on April 29, 2025 o SANDAG Independent Taxpayers Oversight Committee presentation occurred on July 9, 2025, with SANDAG Transportation Committee presentation afterward, to request remaining grant funds of approximately $454,000 o Target schedule – adoption of plans, specifications and contract documents and authorization to bid (late 2026), award of construction contract (early 2027) •El Camino Real Widening from Arenal Road to La Costa Avenue Project – CIP Project No. 6051 July 29, 2025 Item #10 Page 10 of 23 Transportation and Drainage Capital Improvement Program (CIP) Project Status Update as of June 30, 2025 3 o Project will widen southbound El Camino Real from Arenal Road to La Costa Avenue to prime arterial standards, add sidewalk and widen bridge o The project involves utility relocations, ROW acquisition, environmental mitigation and open space boundary adjustments o Staff have been coordinating with the Batiquitos Lagoon Foundation to include two new observation decks on the west side of El Camino Real and acquiring necessary ROW o ROW acquisition complete with two of four property owners o Prepared 100%-complete improvement plans including supporting technical documents o Staff working on final environmental documents and mitigation plan o Recently processed the Habitat Management Plan (HMP) Minor Amendment with resource agency letters of approval o Target schedule – Planning Commission (late 2025), adoption of plans, specifications and contract documents and authorization to bid (late 2025/early 2026), award of construction contract (early/mid-2026) •Kelly Drive and Park Drive Complete Street Improvements Project – CIP Project No. 6075 o Project will provide traffic calming on Kelly Drive and Park Drive, enhance biking with dedicated bike path, and add trails and improved pedestrian access o Presented to the TS&MC in August 2021 and December 2022 o Conducted public outreach efforts including online surveys, email blasts, mailers, and virtual community workshops o Presented to the City Council for an approval of a professional services agreement for engineering services in August 2023. The City Council directed staff to return to discuss roundabout and traffic control options at Kelly Drive and Park Drive. o On June 17, 2025, the City Council considered options and directed staff to return with options without roundabouts, transferred funds forecasted for construction to FY 2026-27, and removal of ceramic domes at the traffic circles in the Kelly Drive/Park Drive and Kelly Drive/Hillside Drive intersections, slurry sealing and restriping to current standards as a change order to the 2023 Slurry Seal Project to be accomplished during the Kelly Elementary School summer break. o On June 24, 2025, the City Council introduced an ordinance approving stop signs at the intersections of Kelly Drive/Park Drive and Kelly Drive/Hillside Drive o Staff will prepare design alternatives without roundabouts and return to the City Council to provide staff further direction and request to approve a professional services agreement targeted for fall 2025 o Target schedule – Present to TS&MC (late 2025/early 2026), award an agreement for engineering services (mid/late 2026), finalize plans and environmental documents (Initial Study (IS)/ MND) for public review (late 2027/early 2028), Planning Commission approval (mid-2028), adoption of plans, specifications and contract July 29, 2025 Item #10 Page 11 of 23 Transportation and Drainage Capital Improvement Program (CIP) Project Status Update as of June 30, 2025 4 documents and authorization to bid (late 2028), award of construction contract (early 2029) •El Camino Real Widening from Poinsettia Lane to Camino Vida Roble Project – CIP Project No. 6072 o Project will widen El Camino Real to the city standards and provide an additional northbound through lane from Cinnabar Way to Camino Vida Roble to increase capacity, and add new sidewalks and medians o A portion of this project is federally funded o Presented to the TS&MC in November 2020, October 2022, and May 2024 o Completed engineering plans and environmental permitting o Presented to the Planning Commission and obtained necessary city discretionary permits in June 2022 o Completed property acquisition with owners for the necessary easements o Completed easement with San Diego Gas & Electric (SDGE) and California Public Utilities Commission (CPUC) for existing easement o Received the National Environmental Policy Act (NEPA) revalidation and currently certifying ROW and then can request authorization to bid o Preparing request for authorization to bid upon receipt of approval from Caltrans for federal funding obligation o Target schedule – Adoption of plans, specifications and contract documents and authorization to bid (late 2025), award of construction contract (early 2026) •El Camino Real Widening from Sunny Creek Road to Jackspar Drive Project – CIP Project No. 6094 o Project will widen El Camino Real to the city standards and provide an additional northbound through lane to increase capacity, and add new sidewalks o Presented to the TS&MC in September 2021, October 2022, and November 2023 o Completed negotiations with property owners for the necessary easements o Awarded a construction contract in October 2024 o Construction began April 2025 and is expected to be complete in spring 2026 •Avenida Encinas Coastal Rail Trail and Pedestrian Improvements Project – CIP Project No. 6004 o Project will provide multimodal improvements including new bike lanes, sidewalks and traffic calming features o Presented to the TS&MC in May 2021, June 2021, April 2022, and August 2022 o Obtained approval from SANDAG, Caltrans and CTC for state-only funding and scope change requests. The approved scope change request allowed the city to use the ATP grant funding for segment 2 of the project to meet the grant requirements o Obtained authorization from Caltrans to award construction
