SENIOR COMMISSION
CALL TO ORDER: 3 p.m.
ROLL CALL: Rangus, Ross, Schouwe, Dillon
Absent: Fitz-Patrick
PLEDGE OF ALLEGIANCE: Commissioner Schouwe led the Pledge of Allegiance.
APPROVAL OF MINUTES:
Minutes of the Regular Meeting held on Nov. 7, 2024.
Motion by Commissioner Schouwe, second by Commissioner Ross, to approve the Minutes as
presented. Motion carried, 3/1/1 (Dillon – Abstain, Fitz-Patrick– Absent)

CONSENT CALENDAR: None.

DEPARTMENTAL REPORTS:
1. COMMISSION APPOINTMENTS FOR 2025: Appointment of a Chair and a Vice Chair of the
Senior Commission for 2025. (Staff contact: Eric Biggin, Parks & Recreation Department)
Recommendation: Adopt resolutions appointing a Chair and a Vice Chair (Staff contact: Eric
Biggin, Parks & Recreation Department)
Recreation Area Manager Eric Biggin presented a PowerPoint presentation (on file in the
Office of the City Clerk) on soliciting nominations to appoint a Chair and a Vice Chair and the
responsibilities of the positions.
Motion by Commissioner Schouwe to appoint Kathy Rangus as Chair, second by
Commissioner Ross.
Motion carried, 4/0/1 (Fitz-Patrick – Absent).
Motion by Chair Rangus to appoint Commissioner Schouwe as Vice Chair, second by
Commissioner Schouwe.
Motion carried 4/0/1 (Fitz-Patrick – Absent).

2. DEPARTMENT REPORT ON SENIOR ACTIVITIES AND PROGRAMS – Receive a report on
recently completed and upcoming Adults 50+ activities and programs, as well as other
topics of interest. (Staff Contact: Eric Biggin, Parks & Recreation Department)
Recommendation: Receive the report.
Recreation Area Manager Eric Biggin and Recreation Supervisor Andi Koller presented a
PowerPoint presentation (on file in the Office of the City Clerk) on recently completed and
upcoming Senior Center activities and programs, as well as other topics of interest.
The Commission received the report.
COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS:
Chair Rangus thanked Commissioner Venegas-Garcia for serving on the Senior Commission. Chair
Rangus welcomed the new Commissioner, Commissioner Dillon. Commissioner Dillon introduced
herself and shared her interest in being a part of the Senior Commission. Commissioner Dillon
has lived in Carlsbad for seven years and would like to be involved with the community. She is
happy to be here and eager to contribute and work with all the Commissioners.
Chair Rangus shared she would like an update of the Age Friendly Action Plan for The City of
Carlsbad, hopefully for the next meeting’s agenda.
ANNOUNCEMENTS: None
STAFF COMMENTS: Parks & Recreation Director Kyle Lancaster expressed gratitude for the
Commissioners’ service and introduced Ms. Ashlee Benson as the new Recreation Services
Manager, the role Mr. Mick Calarco held before retiring. Mr. Lancaster highlighted Ms. Benson’s
nearly decade-long career within the city. Ms. Benson has an impressive educational background
and served as the Aquatics Recreation Area Manager over both pools before taking the
Recreation Services Manager position. Mr. Lancaster acknowledged her leadership, hard work
and significant contributions to senior programs. He also commended her for her commitment
to customer service excellence. Ms. Benson will be transitioning into facilitating all the Senior
Commission Meetings and Mr. Lancaster has confidence in her professionalism and ability to
uphold the city’s high standards.
